Review of the National Change of Address and Moversguide Applications

A change of address (COA) request tells the Postal Service to reroute mail including letters, packages, and flats for selected individuals at a specified address. The Postal Services uses the National Change of Address (NCOA) database to store approximately 160 million COA records; and the Moversguide application to allow customers to submit change of address requests electronically. In 2021, nearly 36 million COA request were processed either online, in person, or by mail.  Additionally, in 2021, over 1 million online COA requests were completed by third party sites on behalf of USPS customers. These websites charge $20 to $89.95 for the online COA service. Fraud occurs within the online COA process when an individual changes the address of another customer to intercept their mail and steal their identity. Our objective is to evaluate the effectiveness of the Postal Service’s controls over the security and availability of the NCOA and Moversguide applications. The audit scope includes the NCOA database, NCOA Link, Moversguide application, and their associated servers, databases, and network devices.
