Field Operations Reviews - Auditing Local Postal Operations Across the Country

The OIG has a long history of auditing individual mail delivery units and processing plants in the field, though these audits were conducted independently of each other. In November 2021, we rolled out our Field Operations Review Team (FORT) to provide a faster and more comprehensive evaluation of local service issues. These field audits do not just look at problems at a single facility, they review several facilities to also look for interrelated issues affecting performance.

When FORT examines a particular location, a team of auditors swoop to a targeted city or area. The team completes a "cluster" of audits, performing observations at multiple delivery units and a mail processing plant over the course of three days. They observe operations throughout the day, starting early in the morning and often into the middle of the night, to make sure they have a full understanding of operations. For example,

  • At the delivery units, the teams assess delivery operations and property conditions.
  • At the mail processing plant, the team evaluates the efficiency of processing and logistics operations.

Once the FORT observations are complete, the writing and evaluations start. We then release a cluster of reports with the findings from our review of each delivery unit and processing plant. A capping report summarizing the delivery findings and providing recommendations is issued later. You can read reports from Georgia, our latest cluster, here. If our auditors spot an urgent problem over the course of a site visit, they bring the issue to local management for immediate action.

Since its inception, our Field Operations Review Teams have issued 30 “clusters” of reports from 26 states spanning the country (as well as DC and Puerto Rico). Sometimes they are selected in response to Congressional requests, others are chosen based on data analytics from our Research and Insights Solution Center.

Please audit the KCKS USPS. Packages are held there for days causing them to not be delivered on time. I live within an hour, so I know it's not because of weather or road conditions the numerous times tracking showed still sitting at that destination though saying package was in transit or held up due to external conditions, etc. This has been an ongoing problem.

I want to give a huge pat on the back to the Bellevue, Washington USPS! Recently, a package that should have been delivered to my mailbox was accidentally misdelivered to a neighbor a few blocks away. On the SAME DAY, or mail carrier retraced his steps and went and retrieved it and delivered it to us. Meanwhile, I received a phone call from the local post office telling me the carrier was looking for the package and letting me know they were following up (I had filled out the "Lost Mail" form online). Amazing! Efficiently and politely handled. Yay!

The Indianapolis Postal Facility is failing yet again they opened a new branch and there have been mail back ups for months and it has only been open since November. This is causing a huge problem country wide. It need to seriously be dealt with and held accountable.

Come to Montpelier, Vermont (05602). It is a disaster. Very poor management, lack of workers, 18 months without a post office building and now the one we have is not fully accessible to someone in a wheel chair, and many say they are not receiving mail more than once a week.

Our mail service(40241 Louisville Metro) has really declined in the last three months. No delivery, very late delivery (except for junk mail), missing undelivered bills which cause us late fees.

I would greatly appreciate a review/audit of the Montgomery, AL plant. I live in Montgomery County, and far too many times have tracked packages delivered via USPS travel to Troy, AL, then back to Montgomery, AL before arriving at my local post office of Grady, AL. I cannot get a good explanation from anyone as to why this happens, and I'm not the only person in our community who has experienced this delay in delivery. Thank you.

Interesting article, I am 72 years old and in the last few years, especially in 2024 I have the postal system deteriorate. The deliveries in my are of Northern/Central Wisconsin have went from a morning pickup & an late afternoon pickup to 1 pickup a day, meaning delivery is minimal. Also the lack of hubs has made delivery slower and insufficient. I would ask for a review of the postal deliveries. Ridiculous you order something from Chicago, Ill & it goes to North Dakota to Minneapolis to Oshkosh & then to the post office in Hawkins, WI. What happened to our straight routes? I have had a letter take over a week to get to someone in Wisconsin, where in 1970 a letter to my husband in Vietnam in a war zone only took 2 weeks!
