    I have been asked by a postal employee who is a custodian at an office. He has a commercial tractor trailer license and wants to know if he can work his off day as a HCR driver. He said this would not interfere with his postal duties. He would only work one day a week and it would be on his scheduled day off.

    I cannot seem to find something along the lines of a Frequently Asked Questions section to look at about outside employment. I image you receive some questions regularly and must have some more detailed guidance somewhere but I cannot seem to locate them. Specifically what I am looking for is whether participation in an affiliate program with an online retailer is appropriate and ethical for a USPS employee. The online retailer would be mailing merchandise possibly through the USPS, possibly through another service, in general and specifically Amazon as it has such an important contract with the USPS. The affiliate programs are open to everyone at standard pay rates that couldn't be used to unfairly compensate a USPS employee for inappropriate influence. Would the employees position with the USPS make a difference to the appropriateness.

The OIG is an independent agency of the Postal Service which investigates internal fraud, waste, and abuse; and day-to-day employment issues are outside of our jurisdiction.
