Background

The Mail Recovery Center (MRC) is the U.S. Postal Service’s official lost and found department. Processing centers and retail and delivery units nationwide send mail items with no valid addressee or sender information to the MRC. The MRC’s core mission is to search, recover, forward, or return undeliverable mail nationwide.

In fiscal year 2014, the MRC received 88 million items, processed 12 million for possible return to customers, and returned 2.5 million. All items not returned to customers were sold at auction, donated, or destroyed.

The objective of this audit was to assess the MRC’s effectiveness at handling customer inquiries and managing items it received.

What the OIG Found

The MRC did not effectively handle customer inquiries or manage undeliverable items it received in certain circumstances. Specifically, the MRC did not:

¦ Track how many inquiries resulted in items returned to customers.

¦ Return, dispose of, or secure military items efficiently.

¦ Return wallets, purses, and the documents they contained to customers.

¦ Sufficiently oversee the contractor responsible for auctioning unclaimed items at the MRC.

In addition, Postal Service operations outside of the MRC’s control negatively impacted MRC efforts to return undeliverable items to customers. Specifically, sales and service associates did not provide customers with clear instructions for filing search inquiries and field offices incorrectly sent recyclable materials to the MRC.

These conditions occurred because the Postal Service either did not have adequate policies and procedures for these functions or did not follow them. As a result, there is an increased risk that customers may not have the opportunity to recover lost items.

What the OIG Recommended

We recommended the Postal Service enhance policies and procedures for handling lost and undeliverable mail at the MRC, review the contract for auctioning unclaimed items, instruct sales and service associates to provide customers with proper procedures for filing a search inquiry, and enforce existing policy for recyclable materials that should not be sent to the MRC.

    On the 12th of sept I sent a letter to my daughter in Boulder Colorado , today is the 21st and she still has not received it. I have not used the post office in years , I use either ups or fed ex, the one time I got lazy and used the post office, in Fairlawn Ohio , the papers never showed up. Wow! Lesson learned

    I sent my bill& check to Blue Care Network through the U.S.Mail on July 16,2016.Today I received a letter with my check and bill ripped up from Blue Care Network saying they could not process it because it was so damaged!!!The envelope that was sent to Blue Care Network was taped together but,with a huge hole in the envelope,bill and check!!!I cannot believe the way this was sent through the mail!!!This is HORRIBLE!!!!

    I sent my mother a gift that has been send to the MRC. I shipped her package from the post office and even asked the lady at the counter if it was okay to write mine and my mother's address in red sharpie on the cardboard box and she assured me the package was addressed okay. I tracked the package but after a few days it was sent to the MRC. I called USPS customer service and they said the both to shipping address and return address must have been "unreadable" so the packages was undeliverable. I have filed a missing mail claim and I even uploaded pictures of the items in my package to help locate the items. After reading previous comments it seems to be common that missing mail is not returned to owners. The gift I sent my mother was a purse and I hate to assume that someone saw what was in the box and kept it for themselves. It seems like a scam the USPS is running. It's very frustrating to pay for shipping and your items not reach their destination and to have dishonest people running a government business. If you pay to mail something you should have confidence that your items will get there. I have not received an update on my missing mail claim after 3 weeks from sending the package. I'm deeply frustrated by the way this is being handled by USPS and sadden this is happening to so many people.

    I placed an order from Target a couple of weeks ago and despite entering my new address, somehow it got defaulted to my old address. Of course I didn't notice until a couple of days later, but I've had my address forwarded to my new place for a few months now so I thought this would be ok. I have the tracking number. I called Target, they said it's now in UPS's hands. I called UPS. They said it's not in the post office's hands. I've called the post office call center and also the post office of the town where I used to live. The call center sent an email to someone asking to retrieve it but they called and basically said they couldn't help me and to submit a mail recovery request. So I hope this is that request because this is the only thing I am finding to make any sort of request! The post office of my old town said the last scan was in Cinncinati and some warehouse there. And that is my story. How do I fix this? I have the tracking number from Target and also the tracking number that was assigned once it got to the post office. I also have the case number for when I spoke with the call center. Hoping someone can please retrieve my package and send it to the correct address! Thanks!

    Im hoping that you can help me with this... I have called the postal service, and have gone in person to speak with postal service representatives. I was supposed to receive a very important package on August 12, 2016, but because of a change of address that my sister in law did, all of my mail has been forwarded to her address. Here is my issue, the package I was expecting was forwarded to the sorting facility that does the address change on the label (on August 12th). Today is August 23rd and there has been NO UPDATE in my package. Is there any way you can help me with this, or at least point me in the direction of the person I need to contact to get my package?     me and my husband has experienced similar issue when a family member moved out of our house. All our mail were going to their address and when we changes the address again it didn't work, workers didn't understand moreover they wouldn't listen and come to conclusion. we didn't get mail for 8 months yes 8 freaking months. good luck.

    I shipped my fianc├® his birthday present using the kiosk inside the post office. I filled everything out correctly but yet the USPS claimed they couldn't deliver the package. I have the tracking number and I was able to see that the package has been sent to the dead mail recovery center. Please help! I can also prove that I sent the package because I have my credit card statement showing I paid for postage and the receipt.

    I was mailed a 9x14 portrait from an artist in California. The package was mailed express for two-day delivery on August 17, 2016 and was to arrive August 19, 2016. The package was not delivered until Saturday August 20, 2016. Although someone was at the residence to receive the package, the package was deemed undeliverable and a note was left at the door. I went to pick up the package at the Wesley Chapel post office and the clerk was unable to find the package. The supervisor then came out (very belligerent, and completely unhelpful) to inform me that the package had been intercepted by the inspector. I asked for more information as to what exactly that meant and what steps I should take moving forward, she then responded by saying "I just said that it was intercepted by the inspector!" Needless to say, I have no idea what to do to receive my package that I obviously needed urgently (Which is why it was sent express mail!). Also, I would like to file a formal complaint against the staff at the Wesley Chapel post office.

    My package was sent from Escondido California to Woodside New York it was 25 pounds, they delivered another package with 10 pounds, big difference, somebody stole my package from Escondido post office.

    I mailed my wedding ring from Cedar Rapids Iowa to Clovis New Mexico and I paid extra to have it signed for. However once my package arrived at the destination there was a hole in the package and the ring was not in there. I went back to the post office in Cedar Rapids and they told me to see if my ring could be found in the MCR however I have no idea how to get ahold of them or what paperwork I need to fill out. I want my ring back OR I need this paper work ASAP so I can get it submitted to my insurance and can get reimbursed so I am able to get a new ring. Thank you Kailey

    My water bill was returned to me with the bill only. No envelope or the check that was enclosed to pay the bill. What do I need to do to ensure that my check information is secure. I have stopped payment on the check. I am so disappointed in this service. I always felt my mail was secure but not any more.

    A package was supposed to be delivered to Central high school at 246 18th avenue from the Newark Springfield Avenue Office on July 26, 2016 and it was never delivered from the post office. i need a police report made out in order to retrieve my money back from the company, their records show that the package in question never left the building. so someone stole my package from the post office they said it was never delivered.

    My 11lb 2oz box has been floating mysteriously in USPS air since June 28, 2016, it did make it's way to New York from Mississippi on July 5, 2016 and was scanned two different things on July 5, 2016 it was scanned "Undeliverable as Addressed" and on July 8, 2016 it was scanned "Insufficient Address"; keep in mind I was going to the Post Office EVERYDAY from July 5 to July 9 (on July 9th I spent a total of 4 hours between 2 different Post Offices trying to locate my box). I have been diligent in going to the Post Offices and speaking with the Supervisors of these two locations on a daily bases trying to get them to intercept the box (You would think that these two Supervisors would speak one on one with one another to rectify this, no not the case. Sadly these two Supervisors didn't speak with each other at the start of this, they were too busy shifting blame to one another's station, I was caught in the middle and I always had to be the one to initiate the calls about my box. Please keep in mind that there has NOT been daily scanning on my box, many days/gaps of no scanning and then on July 12, 2016 my box is scanned in Jersey City, NY saying "In transit to Destination". What destination where????? On July 15, 2016 my box is back in Mississippi, On July 18, 2016 my box is returned to the Post Office to be mailed back to me again with the same/original tracking number (as instructed to use same tracking number by New York Post Office Supervisor). Today August 4, 2016 I still don't have my box and NO ONE seems to know where it is. I have spoken to everyone under the sun from Post Office Supervisors, Consumer Affairs to the Mississippi Postmaster General and at every turn I've asked each of these people to intercept my box where it is at and have it rerouted to me, this request fell on deaf ears since day one. Some of these people have stopped taking my calls or are never around when I do call and never return my call. I'm still waiting for one Supervisor to call me back from July 12, 2016 when I asked her to contact the New Jersey facility to intercept my package...I guess she no longer wanted to be bothered with this. As of August 1, 2016 when I spoke with Consumer Affairs I was told my box is in Jacksonville, FL, it's been there since July 31, 2016. When I look on the tracking it still shows me that it was "Delivered to Mississippi" on July 15, 2015. WHERE IS MY BOX????

    I rescued a White Crested Polish Chicken in Kansas. She was my pet, and very much a member of the family. I now live in Florida, and needed her to be relocated. I consulted with a several fowl specialist farms and hatcheries (who also sold me the USPS approved box), who all said my options were to ship her through the USPS overnight. They gave me detailed info on the box I would need, the best time and day to have her at the Post Office so she wouldn't be waiting around, and what I could and shouldn't put in the box with her. My sister (in KS, who is a Vet major), packaged her per instructions and shipped her at the recommended day and time. She was guaranteed to get to the Zephyrhills, FL post office by 3pm the following day. I drove there only to be told she had not arrived. They told me she'd left the Wichita, KS post office at 10:37pm. They couldn't tell me where, exactly, she was. How could this be possible, I thought. They told me she would be guaranteed to be there the next morning, which would prove to be too late. When I arrived to pick her up, the worker brought up her box, which was partially caved in on one part of the top. The worker who brought her up said, "Either she's sleeping, or she didn't make it because I don't feel any movement." I heard someone utter a little laugh, as I tried to look into the box to see if she was ok. My baby was dead, her neck twisted to the side. I am beside myself upset about how bad the tracking and treatment was, and the fact they are not allowed to have water in the box due to it damaging the cardboard. You could clearly see the box was damaged. I have pictures of it. I'm filing this report because I firmly believe (and also, according to MANY other people's testimonies I have now found online) that the Post Office and Fed Ex have extreme issues with mortality rates in live animals. I'm horribly sad, and angry that this continues to happen to innocent animals, especially when so much care on our part was taken to do everything to the best of my ability. I have also reported this to PETA, and will be hearing back from them within 24 hrs.

    Yesterday, I found out my mail went to dead-mail. I immediately got Stressed because I am deployed and shipped the items home. The 800# I called to get assistance, didn't help much. However, I called the Postal Service location where my boxes final destination reached. The number I called , the representative stated that I would have to call another number. I was a little more discouraged, because I just felt like I was about to get the run around. So I took the number down and they instructed me to call and select option 5. So I did that. I called, selected option 5 and another representative answered and stated, I had called too early, so I would have to call back. Much more discouraging....but I did that. Then, I got a Marvelous representative in Capital Heights Maryland named Sabrina Earley. She was phenomenal!!! Now I haven't gotten my box yet, which has so many items which I just purchased and have not worn; to include lovely rings. But she's given me hope. She processed the missing mail form "for me" which she stated for future if this happens again, which we hope not, I can do myself from the usps page. She also asked me to follow up with her tomorrow. I pray my package is found. messgs below scared me.

    Hello, It had came to my attention that my mother had sent some items to her sister that resides in Laos. These two packages was sent a few years ago and the last that we heard anything about the packages was that one was in Thailand at the custom department and the other was returned with a note stating that package is empty can't continue with delivery. My mother had purchased insurance of delivery and sense the package was not received by the receiver. Well my mother get receive some type of repayment of the two packages.

    You wrote me back on my complaint about Dead mail giving me 2 numbers to call - (813) 354-6200 or (800) ASK-USPS (800-275-8777). I have called both of those numbers numerous times. It is impossible to get through to a human; it took me 3 hours to finally get someone, only to be told 'sorry, we know no more than is on the tracking ticket.' I can't even write back to YOU to tell you that; my mail back to you was returned saying the email box was not found. (kce@uspsoig.gov), and that my email was 'undeliverable.' What I want is a call from the office where the damage happened, and where the parcel was sent. If it was sent WITH THE TRACKING NUMBER to the Atlanta facility, then WHY CAN THEY NOT SEND IT BACK TO ME OR TO MY RECIPIENT? Do you see why I cannot understand? No one knows anything. No one cares that an old lady with a valuable camera lens wanted to lovingly give that to a beloved nephew; the only way she could give him any kind of gift. No one cares about the hours it took me to make all of those soaps and wrap and label them as a loving gift for my brother and his family. NO one cares that I donÔÇÖt have the money to do that again. I have been (and am now) in TEARS over this ÔÇô and no one, but no one, cares. Especially the USPS. I think this kind of devastation deserves more response from them than ÔÇÿsorry, we have no idea what happened or what happened to your package or where the contents are. But HEY, we MIGHT JUST AUCTION OFF your expensive lens, and keep the money for ourselves.' Sadly, and very, very devastated and depressed. Lots of tears over this.

    I have an online USPS account. I printed the tracking there. I shipped a USPS Priority Medium box that was taped over the label except for the scan area; and taped the box with clear tape all over (nearly 1/4 roll of 2 inch tape!) All of a sudden, the package is reported as Dead Mail, with no email to me, no phone call, no written information. It had a $600 telephoto lens, an irreplaceable yearbook from 1968, and 20 bars of handmade soap - EACH OF WHICH HAD MY ADDRESS ON EVERY BAR. The information was 'we cannot find a shipper or sender address.' Both were valid. It was lost in Memphis. I filed a report and called in a report. I was given an ID. I got a form letter. No one has called or told me what happened or where my expensive lens is. THIS IS NONSENSE. IF they knew WHICH tracking ID to report, how is it that they could not look up my address in my online account?

    I shipped a package the day 14 of June 2016 on the Priority Service My Sister was expecting the package for the june 16th. The Package never arrive to the destiny. I call to the Postal Office in my home area in Puerto Rico they track the package and they said the package is in the Dead Mail in Georgia.     I'm in a serious need of someone to assist me with my packages which has items in them of sentimental value. I mailed 13 packages from Minneapolis,MN (Brooklyn Park Branch) post office to Dulles VA where we receive mail with my Son-in-law, who works for the State Dept. For some reason they returned them to Minneapolis. In the mean time my Daughter on my behalf went on a number of occasions to retrieve the items, which the Supervisor of Brooklyn Park said she would try to find out why they sent them back, but did not give the packages to my daughter. Then when we asked to get the packages we were told they were sent to the recovery center in Atlanta because no one claimed them. They should have never went there!     I shipped a package through eBay using the post office and the shipping label of the package was removed during transit and shipped back to me by mail. I filled out the lost package form they sent me and mailed it to the package recovery address on the envelope they included. I received the form back several months later reporting that the package could not be found with a signature and the date stamped to the form. (May 12, 2016). the package was valued at roughly $65 dollars and was supposedly insured for up to $50 through eBay's package insurance policy, which they claim I have to work out with the post office. I called the package recovery center today (6/17/2016) and the automated system they had set up did not recognize my tracking number and refused to let me proceed to customer service. I have the original label in my position and can provide it if necessary I just want my compensation, which seems to be impossible due to the sheer incompetence of the mail recovery system. I know this is form intended for misconduct but that is exactly what I am dealing with in the form of refusal of cooperate. I would just like to talk with a person who can actually do something about it.

    I sent two packages to Villacci/Sam Wood/Kismet c/o the Fire Island Ferry , 99 Maple Avenue, Bay Shore, New York. Came to find out that the Fire Island Ferry does not accept any mailed packages. (Really?) Not only that, but there is now no mail delivery to Kismet, Fire Island 11706, because the Post Office had an agreement with the previous postmaster in Kismet that they paid him a small stipend to run the corner mail center. He died this year and the Post Office decided that they no longer wanted to renew the contract with his son. (Really?) What happened to delivery by the PostOffice that rain nor fire etc would stop?? Not only that, but my packages have now disappeared. They said they sent them to the mail recovery center after I have been calling Bay Shore 11706 nonstop to try and pick them up. This certainly does not sound like a good practice to me. And I have lost two cartons of books that I need! The Bay Shore post office gave me a internet sight that is not correct, and I tried to open several forms online that the link does not work. How do I go about recovering these cartons??? Please help!

    I had a package of books shipped to me from Oklahoma. Somehow for reasons as yet unknown it ended up at the dead mail Center. I am having the most terrible postal experience ever trying to recover my package. Phone numbers that don't work. People that call from one number but when I call them back the number automatically goes to a voice-mail box that isn't even set up yet. I have to say, this is the absolute WORST experience I have ever had regarding the US Postal Office. And all I want are the four books that I've already paid for....is that really too much to ask of anyone....really? Help me....whoever reads this....please help me get my books....please!!     I just received a notification of an item lost in the mail. The information was written on a form from 1989!! The instructions from the USPS were contradictory: "return this form" AND "keep this form to claim a postage refund." How do I return and keep the same form???????????? Amazing.

    Several years ago my grandmother received a birthday card from her brother. Problem was that her brother had died decades earlier. Apparently the card had got lost behind a counter for decades and when the post office was remodeled they sent it on through with a note: "We will try to be more expeditious next time". By the looks of these comments, they are still as ineffective as ever. On a different note, many postal workers are now part time and it looks like that trend is increasing due to the inefficiencies of the system over the years. The post office could be a well run machine if a little intelligence was used, rather than bureaucracy. I also recently had a piece of mail lost, wasn't the first and probably will not be the last. There seems to be no real channel to try and track these things down, even though the technology is available.

    Hi. I had a item in dead mail that was sent to the mail recovery center. Charles at the Post Office in Colorado Springs, CO filled out a MRC form on 5-13-16 and sent it to the recovery center. I have not heard anything from them yet and have called the USPS 800 number and they were unable to give me any information. I would like to get the number to the recovery center so I can find out what is going on. My customer is getting very impatient as we had already waited two weeks for Charles to fill out the MRC form.     Hi. I had a question. I hope you can help. I ordered something from Ebay and the seller sent it to a very old address from 7 yrs ago when I lived with my boyfriend at the time. He still lives there, but I have no way to contact him or his new wife and I have tracking information to show the package was delivered there and when via UPS but it was never returned to sender since the person (me) no longer lives there. I suspect they opened it and kept it (a DVD) or threw it out but isn't that illegal to do?
