Background

Late trips occur when various conditions cause a delay in the arrival or departure of transportation beyond the scheduled times. In April 2019, Postal Service Headquarters management informed plant management to eliminate all late trips and specified that all trips should depart and arrive to their destinations on time. From July 1 to December 31, 2019, the Postal Service reported 591,140 late trips from Processing and Distribution Centers (P&DCs) to delivery units. When mail processing operations do not process mail timely or mail volume is above normal or expected levels, managers may have to call extra trips to transport this mail.

From July 1 to December 31, 2019, the Postal Service reported 176,940 extra trips from P&DCs to delivery units. Late and extra trips to delivery units can cause disruptions and increase the number of carriers returning after 6 p.m. When carriers return after 6:00 p.m., customer service can suffer, and mail collected by the carriers may be late to the P&DC. In addition, late returning carriers can result in increased overtime and penalty overtime costs.

The Philadelphia P&DC is in the Philadelphia District within the Eastern Area. The P&DC processes letters, flats, and parcels. From July 1 to December 31, 2019, it reported 13,206 late trips (third highest among P&DCs) and 1,297 extra trips (40th highest among P&DCs) from the plant to delivery units.

Our fieldwork was completed before the President of the United States issued the national emergency declaration concerning the novel coronavirus disease outbreak (COVID-19) on March 13, 2020. The results of this audit do not reflect operational changes and/or service impacts that may have occurred at this facility as a result of the pandemic.

Our objective was to assess the causes of late and extra trips at the Philadelphia P&DC.

    I mailed my Passport for Renewal last January 22, 2021 from Fort Bragg, Fayetteville, NC and its been more than a month and its sitting at Philadelphia PA distribution Center. Its now March 2, 2021 and only last Feb 26, 2021 it still says in Transit. Is the Philadelphia PA distribution center OPEN?????? What are you POstal employess doing there??? If you cant deliver, CLOSE the PA Distribution Center so people will just send thru FEDEX. If only i knew!!!! please email me on my Passport where abouts on where it is and when can i pick up and the contact person to whom i pick up, and I will personally travel to pick up my passport. I have tried all avenues to connect to USPS, mostly lazy, incompetent employees of USPS who doesnt know anything.

    Mailed our passport applications in weeks ago. As of 2/18 they're still sitting at USPS. Has our old passports along with the last copy of our marriage certificate. Anyone had theirs delivered?

    Like many others, I mailed my passport renewal documents on 2/13 in a PRIORITY MAIL envelope. It arrived at the Regional Facility in Philadelphia on 2/16 and that is the last location update I received. I signed up for text alerts , and yesterday I received an update that the package is "In Transit. Arriving Late." I paid extra for a quick, secure and trackable delivery due to the nature of the contents, and now I don't know have a clue where it is.

    Sent mine on 1/6/21. And it has been "stuck" in PA since 2/26. I been calling places and went to my local USPS and no one knows why is not moving. I hope they didnt just throw the away.

    I also sent my passport renewal via Priority Mail on February 12th and I went into USPS tracking and signed up for text alerts. It departed the Philadelphia PA Distribution Center on February 18th and said the expected delivery would be Friday, February 19th. I keep checking the tracking report and it says In Transit....since February 18th. Today is February 25th. Where is it? How do I find out? How can it possibly take so long to have it delivered in Philly to the passport office? The envelope contains my old passport...I am worried! What am I supposed to do now? What have other people been doing to find out? Please Help!!!!

    Same issue. Mailed passport application that reached Philadelphia Regional Distribution Centrr and is now stuck there since Feb 25. Just shows in transit. I can’t seem to get anyone on the phone either.

    Same issue here. Sent mine via USPS 2-3 Day Priority from Washington State on 2/9/21 and it arrived in Philadelphia on 2/11/21. Tracking was updated on 2/13/21 to "Departed USPS Regional Destination Facility, PHILADELPHIA PA DISTRIBUTION CENTER" and has not changed as of 3/5/21! However, it seems there are many on this message board with a similar problem. Hoping it will all eventually push through.

    Just wanted to update people here. My passport status now shows In Process even though USPS still shows In Transit. As others have said, take heart, it will eventually get processed. USPS probably missed a scan causing about 4 weeks of unneeded stress.

    I have mailed my passport for renewal on the 02/06/21 and it arrived to Philadelphia processing Center on the 11th and been stuck there since ! It was supposed to take 2 to 3 days! Every time I call they tell me it’s delayed because of COVID and no one seems to know when it will be delivered I guess now we can’t plan a trip and go anywhere because no one seems to care

    I mailed a package from Morris Plains,NJ to Phila,PA on January 8,2021. Im still waiting for delivery. It has been "in transit" since 1/12/21. No update has been issued since. I would like to know where my package is and why its taking soooo long to arrive.

    Mailed out bills on 2/1/2021. The letters going into Philadelphia are still not there, today 2/15/21. These bills were going to PO Boxes for banks and companies. What is going on???? All other letters sent out going anywhere but Philadelphia have gotten to the addressees. Same in January.

    Why has my passport renewal application sitting in the Philadelphia distribution center for the past 8 days (arrived in Philly 01/25/21) and it is now 02/02/21). I’m very concerned as I mailed it priority mail....1 - 3 days with $50 insurance. I cannot reach a representative, and tracking indicates package is in transit since 01/23/21. Will I get a response or have I wasted my time?

    Did you get your issue resolved. I have the same problem and opened up a case. I have called 6 times . I was told that someone would call me back and they have not called me back. I mailed my passport 03/13/2021 and today is 04/10/2021. Still no return call. If you were able to get this resolved can you please tell me what you did to get it fixed. I am frustrated and do not know what else to do. They gave me phone numbers to call and when I call the voice mail is full.

    my package to passport agency has stuck in philadelphia distribution center for almost a month, it has original documents that hard to replace. It is a super frustrating experience, and there is nobody can help us to locate it, we opened up a case with usps but it doesn’t seem like anyone is working on it. We have an upcoming trip in a less than two weeks and there is no way to cancel it. Please help. Thanks.

    I ordered a package on November 28th it was supposed to arrive December 17th and it never arrived. It said on December 26th that it’s in Philadelphia distribution center and on December 29th it said arriving late. It is now January 13th and it never arrived. I emailed the company of the place I ordered and said I have to email usps. So I did they emailed me back telling me to wait 7 business days after it said it was arriving late it has been 2 weeks and it still never came.

    I'm experiencing a late distribution of a package I sent since December 18, 2019 via priority mail. Inside that package are some highly important documents that I can't replace if they are lost until 5 or 8 mouths I went to Pittsburgh 2 times trying to know what to do and no one in USPS could give me an answer.     I mail an envelope down to my brother in stroudsburg Pennsylvania and it was a first class mail and it is almost taking forever to get there I don’t really know what is going on the delay is too much, something that was supposed to take 3 days it taking 8 days already

    My package was in Pittsburgh PA and then went to Maryland and stayed for four days . then went to the distribution center down the street from me and now it’s been days and I’m seeing that it’s still in transit and will be later. My package was Supposed to arrive December 26, 2020.

    Surely with all the delays on local deliveries that are held up at the regional depot, people could come to pick up their packages. My daughter is waiting on her Christmas gift and it has been in the philadelphia depot since Dec 15th and shows no signs of being delivered. I suspect now it's been hanging around for so long it will just go missing.

    The failure of the US Post Office to deliver packages on time is not the fault of the carriers. In fact, it is the fault of the US Post Office Management at the highest levels who have been bullied by the UNIONs to not require verification of COVID Exposure: In fact, COVID has been used as a way for any postal employee who desires to take off from work with a two week paid holiday to do so just by "Stating they were in contact with someone with COVID" with no verification to testing required. So what else would one expect? It has been far past the time to privatize the Post Office. Without question the leadership of the US Postal service is incompetent

    I mailed two priority mail packages from NY on 12/11/20. Twelve days later, they're both in the Phila. Regional Distribution Center. I know there are problems with an unprecedented number of packages this year, and with employees out with Covid-19, but didn't expect such a long delay for such a short distance.

    I currently have two Priority mail packages stuck in the Philadelphia P&DC. One has been there since November 27, 2020 and the other since December 4, 2020. This is not fair to me. I sent these packages early for the Christmas holiday and now they will miss the holiday altogether. You guys need to get additional people in your plant to help move the mail !!!

    This facility has significant process issues with all levels of performance. Priority mail - which is supposed to be delivered within 2-3 days - is taking more than 8 days. There is no recourse for the consumer except to not use USPS.

    Did you hold a conversation with the operators of the machines which ran late and ask them why this occurs?... No..... You never asked what was causing the late reports. What was causing the late reports was a problem that still exists at that plant... The problem with your audit is you never saw the problem in the first place which caused you to think to do an audit.... Rather foolish wouldn't you say?

    This doesn't just happen in Philadelphia, Portland has had an increase of processing Colorado, Tennessee, other PDC's, past the point of Christmas peak. The mail carriers that came in tardy, from the Creston post office, when I the TTO MVS Driver picked up the mail from the post office to take back to the processing plant are as well the cause and effect, creating a pebble in the pond effect. Plus the mail not properly staged on the dock. I've had mail carriers come in from their routes, felt they could come into the back of the mvs truck and sort their mail as I'm securing and strapping my load, in the timely window I was given, with other stops to make. "We all make a difference, in helping each other to succeed, or not".
