In October 2015, the U.S. Postal Service approved the purchase of a single pilot High Throughput Package Sorter (HTPS) machine for about $17 million for evaluation at the Denver, CO, Processing and Distribution Center (P&DC). This machine was designed to process more packages about twice as fast as current package sorters. The HTPS is projected to increase automated package processing efficiency and decrease costs. The Denver P&DC’s HTPS machine became fully operational in October 2016.

The HTPS program is part of the Postal Service’s Five-Year Strategic Plan – Fiscal Years 2017 to 2021 to build a world-class package platform to meet evolving customer needs. The Postal Service projects deploying up to thirty HTPS machines at P&DCs nationwide with high package volumes.

Our objective was to evaluate the performance and functionality of the HTPS at the Denver P&DC.

What the OIG Found

The HTPS machine at the Denver P&DC was not meeting its projected performance and functionality goals. Specifically, as of February 3, 2017, the average throughput (number of packages fed through the machine divided by the time the machine was used) was 9,375 packages per hour, or 35 percent fewer than the projected 14,350 packages per hour goal. In addition, the average calculated productivity (number of packages fed through the machine divided by employee workhours) was 181 packages per work hour, or 62 percent fewer than the 478 packages per workhour goal.

The machine exceeded the 17,162 average daily packages processed goal by 108,048 pieces, or 630 percent. However, the Postal Service based its projected goal on the manual package volume transferred from the Denver Mail Processing Annex and not on all of the packages available to be processed on the HTPS. Therefore, we concluded that throughput and productivity are more applicable measures of HTPS performance.

The HTPS was not meeting the throughput goal because Denver P&DC management ran the machine about 14 hours a day instead of nine hours a day as projected. During our site visit in November 2016, we saw employees using as few as one of 14 feeding stations and not fully utilizing the machine’s capacity. The Denver P&DC Senior Plant Manager said the main goal was to process as many packages as possible throughout the day.

In addition, the HTPS project manager, Engineering Systems, provided reports showing that about 82,000 packages a day had to wait to feed into the machine because about 24 percent of the machine’s trays were occupied with recirculating packages. When the HTPS cannot read a package barcode or address, an image is sent to a Postal Service Remote Encoding Center for ZIP Code™ sorting information. Packages can recirculate on the HTPS up to three times before being resolved or rejected. As package recirculations increase, package processing space and HTPS throughput are reduced.

In an attempt to reduce rejected packages, Denver P&DC maintenance personnel replaced components that track package sorting information on the machine. The percentage of rejected packages did not improve. In early February 2017, the Postal Service took additional actions, including installing a keying station and software designed to improve the reading of barcodes and addresses. The Postal Service also scheduled a software release for summer 2017 to provide maintenance personnel with better visibility of Remote Encoding Center connectivity problems. We plan to evaluate the effectiveness of these actions in a future audit.

The HTPS was not meeting the productivity requirement, in part, because more than the projected 30 employees staffed the machine. Denver P&DC management told us that about 44 employees, or about 47 percent more than projected, are needed on one of the two shifts based on their experience with the machine. Increased staffing reduces operational savings. Another cause for lower productivity was employees charging their workhours to the HTPS machine operation when manually sorting HTPS rejected packages when they should have been charging their hours to a manual operation number. On December 21, 2016, over 100 employees charged workhours to the HTPS operation at the same time. This is about 70 more than the projected 30 employees, or 233 percent more employees. The senior plant manager said she would correct the issue by determining the proper operation number; however, as of March 1, 2017, seven of the 12 employees manually processing mail were charging a machine operation number.

Correcting the causes for low throughput and productivity at the Denver P&DC and preventing them at future HTPS sites will help reduce costs, increase operational savings, and better support the Postal Service’s strategic plan to build a world-class package platform. We calculated that the lower than expected throughput and use of 14 additional employees to run the machine per tour would cost the Postal Service about $3.15 million from October 15, 2016, through May 26, 2017.

What the OIG Recommended

We recommended management establish optimum runtimes and reduce the number of packages recirculated or rejected on the HTPS machine to help achieve the throughput goal. We also recommended management evaluate staffing used on the HTPS machine and ensure manual package processing workhours are separate from HTPS workhours.

    ordered books and calendars from Hay House Publishing November 5 and still have not received. Tracking stops on Nov 14 stating delayed. I have sent 3 requests but when I fill out all info and hit send, the email states problem processing request. I called my local PO and was told they will push a couple of buttons to see if this will expedite process. Was told my package is in the Denver Distribution facility .Still nothing. I can't reach a human on the 800 #. I've tried to reorder my supplies and most are now out of stock. What more can I do to find my package or at least get an answer??

    For last 2 days a priority mail package shipped from Edison NJ destined for Jersey City NJ in last week of Sep 2017 got routed to Denver CO for some reason and showing as "Departed Denver CO Distribution Center" (on way back towards to NJ) with no further updates. The "departed time" keeps changing with literally no new location progress, this repeated time change in last status happens for 48 hrs now. I have been struggling to get assistance from NJ USPS and Denver USPS (right now on phone waiting for over 30 mins on hold!!!). Can someone please help. there is no point investing millions in modern sorting system if it doesn't work.

    The Post Office has created their own problems financially and morally. This does not help people who are paying premium money + insurance for packages. I have had a package showing Delayed In Transit for 3 days in Denver Colorado heading to the Evansville Indiana Sorting Center. They lost the certified check I mailed to pay for the merchandise. So 3 weeks with $4100 tied up. I will not be using USPS unless there is no other carrier. Typically ship 500 Priority Boxes per year, but they don't care. I have read a few of the top 3460 Complaints against Denver USPS. Overall the entire Postal System needs to fire some at the top nationally and hire people who know how to manage. Rural Carriers are getting paid .54 Cents + per mile to use their own vehicle's. Its not rocket science folks, that's a $54,000 vehicle if you trade every 100,000 miles. Has anyone ever seen a Rural Carrier delivering in a new vehicle they own. Of course not. They can buy high mileage vehicles for a less than $6,000 and pocket the rest. You don't see USPS Competition using their own trucks. Logic dictates power in buying such as all state organizations do for law enforcement. Just basic low number that each of the 50 states has 500 personal vehicles in use(knowing that is way low based on them owning 215,000 vehicles)if the Post Office is basing trading every year they are paying $1.35 Billion in travel miles using the Gov't allowance of 54 cents a mile. They could buy a basic Toyota Camry made in Kentucky for $23,000 and most likely lower on fleet purchases. This would save $775 million per year on a very conservation. They would have to lay out money or look into leasing a fleet. I would suspect the basic vehicle could be bought for $16,000 thousand a year. Proper management could update or completely overhaul USPS System. I have 15 yrs of business background and another 10 in management. From the outside looking in could select 2 areas that could save them $3-4 billion per year without cuts. The USPS handles 47% of the World's Mail and one of the largest employers. It is too big to handle from one CEO Desk or Corporate Office. USPS also offers Region A, B, C Boxes as well as Flat Rate Large Medium and Small as well as boxes in between and give them free if you have an account online. They should eliminate half these specialty boxes which would result in more efficient bulk delivery and less insurance claims on broken items crammed in too small of boxes to save money. BOTTOM LINE. If they were efficient, they would have better moral and better service. Cheap rates do not equal happy customers. A person would rather pay $1.00 for a nice box plus $13.45 for the USPS Medium Box shipping than pay $10.85 for a USPS Region A to arrive broken and 2 days late.

    I sent an insured certified package RE324186665US on May 15, 2017. It was due to arrive 5/18/2017. There is NO tracking information available on this package, which contains heirlooms. I am VERY upset! I sent the recommended safest way, and there is no information? This is crazy.. I need to know what happened to this package!

    You sent your package Registered mail, not Certified. Registered mail is the most secure the USPS offers, at the trade-off of prompt delivery. tracking shows the mailpiece arriving in San Francisco, CA on May 18 and departing on May 24 at 11:16pm. Your mailpiece is in transit to the destination. I recommend signing up for either text or email tracking at to be kept updated on the progress of this package.

    i have been recriving my Priorty Large boxes from CO going through Denver late it can take 1-2 days to go through Denver & then again it gets lost going to Maine or MA or NJ & CT again taking days at each location before i get it in Stamford Ct. Last 5 Priorty mail packages took between 9-22 days to get. It does not get scanned & customer SERVICE is poor to track where it is. If packages address label is not reading on your system be sure to put sticker on package so customer can fix the problem. otherwise it seems it is equipment & people problem who dont care about better honest service to find packages.
