Brief Description: 

The USPS OIG is seeking a highly qualified applicant to fill our Audit Director, Financial Controls Directorate position in any of our Office of Audit locations nationwide. Bring your skills and voice to our team! The U.S. Postal Serivces's mission is to bind the nation together through the delivery of mail and to provide prompt, reliable, and efficient postal services to all communities each day, and the Postal Regulatory Commission provides regulatory oversight of the Postal Service. This directorate conducts performance audits of financial controls in Postal Service retail units, Postal Service processing and delivery during key periods, and Postal Regulatory Commission operations, to evaluate and assess the effectiveness and efficiency of operations to identify and recommend improvements in policy, systems, and procedures to ensure these program areas achieve stated operational and financial goals. The employee manages and directs the activities of staff engaged in performing audits and reviews that examine how the Postal Service's activities, organization, and policies relate to its strategic vision and mission. The reviews focus on a variety of areas, including financial controls at retail units, Postal Regulatory Commission oversight, and peak season and election processing and delivery performance. Key tasks include:

  • Plans, organizes, and conducts research on complex financial and operational issues to conduct program evaluations and make recommendations.
  • Plans and oversees complex audits, evaluations, reviews, surveys or other analytical processes. Reviews and approves the purpose, scope, and audit approach of each project.
  • Ensures projects meet professional standards in planning, execution, and issuance of reports and other products. Also ensures approved audit objectives are met and that adequate practical coverage is achieved.
  • Reviews and edits audit report's and discusses the report's findings with appropriate management personnel or stakeholders.
  • Represents the OIG in meetings with high-level officials from the United States Postal Service, Postal Regulatory Commission, other agencies, vendors, and members of external organizations. Responsibilities include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.
  • Identifies unique issues where no policy or criteria exists, and explores innovative approaches for developing and ambiguous areas.
  • Ensures staff meet their objectives and goals, and provides coaching and feedback when necessary.
  • Furthers the Equal Opportunity Program, including assuring equal opportunity for all subordinate employees in recruitment, selection, promotion, training, awards, assignments, discipline, and special program objectives.
  • Practices sound position management when assigning work, combining/separating duties, establishing and abolishing positions, and in fulfilling other human resource management duties and responsibilities.
