A National Look at Local Mail Operations

Date: 09/15/25 | Category: OIG

We take great pride in all our audit work and the work of our Field Operations Review Team is no exception. Since this team was rolled out in 2021, it has visited 132 delivery units clustered around 41 processing centers, covering 30 states, as well as Washington D.C. and Puerto Rico. Want to see the full list? Check out our Field Operations Review page

While this team focuses on problems in specific locations, we realized that we were starting to see nationwide trends.  To highlight these findings, we recently released two summary reports — one covering delivery operations, the other covering logistics and mail processing — that provide a summary of what we found across the 24 places we visited during fiscal years 2023 and 2024. In some cases, we revisited delivery units and processing facilities to see if things had improved since our first visit.

In our delivery operations report we identified both continued problems and areas that have improved. While we did find that package scanning performance generally improved, there were continued problems with included delayed mail found on site, inaccurate reporting of delayed mail, incorrect package scanning that still exists, and inadequate arrow key security. Our recommendations included developing new controls and introducing new technologies that could help alleviate the problems.

In the processing and logistics report, our auditors also found issues with delayed mail, scan compliance, and late or canceled outbound trips at the six processing facilities we revisited. While there have been some improvements since our prior audits, service performance has not improved in any mail category. Our recommendations included providing training, improving documentation, and establishing new procedures to improve accountability.

I receive packages from all over the United States and from my experience out of 100 packages probably 65 arrive earlier than expected. 30 will be on time three will be two or three days later and and two will probably be miss routed. In the past twenty years I have had four lost packages. I think the postal service does an amazing job I have had boxes arrive that the person didn’t do a good job in packaging and the box is ready to fall apart or the address is barely visible. I have noticed that sometimes the mail would get stuck in Indianapolis but that has improved a lot. I’m very satisfied with the speed of delivery.

Back when I worked at a local satellite PO the sub carriers had to stay and work outgoing mail to the Portland PO until it was all processed. That was back when there were waaay more letters. Now the Portland PO keeps mail the next day then is worked the second night after mail is deposited for delivery the second day. Wonder why a day of holding local unprocessed mail when it still could be worked and a big percentage of local mail could be delivered the next day if it was still worked overnight on the day it was deposited. Oh well; I guess the price we pay for so-called 'progress'. Thanks for listening.

The USPS used to be a high-priority service. Return the ethics and pride. The unions don't even require their members to wear uniforms. Continue to problem solve. Thanks for asking our opinion, but it may be 20 years too late.

Not a complaint,
Simply a diligent service.
->Group and recover all the available mails
->And transfer them all in the Hold mail (MFA).
->Where there is a multifactor authenticator (MFA), to access the mail box.
Regards.
