The OIG’s Fight Against Mail Theft

Mail theft is an abuse of trust in America's postal system, and every OIG employee is committed to stopping this misuse of trust by postal employees and the criminal networks that use them.

As always, our Office of Investigations has been active in this fight. In the first half of fiscal year 2026, our special agents closed more than 730 mail theft investigations, assisted in 237 mail theft convictions or pre-trial diversions, and produced more than $10 million in fines, restitutions, and recoveries to be paid to the government or mail theft victims. Our Office of Audit also plays a role. Our auditors examine the programs the Postal Service and Postal Inspection Service use to deter mail theft. In 2023, we issued an audit report on the Postal Service’s Response to Mail Theft. It found while the Postal Service instituted measures to reduce mail theft (more secure collection boxes and enhanced security procedures for arrow keys), there were no timelines for broader plans to combat mail theft. There were also issues with the Postal Inspection Service’s mail theft strategy. For instance, the strategy had not been finalized, and it lacked meaningful mail theft metrics. We made seven recommendations for improvements.

This May, we issued a follow-up report taking a second look at these issues. How are things going now?

The good news is that overall Postal Service and Postal Inspection Service management made changes in response to our 2023 recommendations. The Postal Inspection Service finalized its mail theft strategy and established standard operating procedures that described the Mail Theft Analytics Program’s purpose and metrics. The Postal Service also installed more than 23,000 high-security collection boxes and 47,000 electronic locks with tens of thousands more planned. 

Some issues remained though. Delivery units were still having problems keeping arrow keys secure and reporting missing keys, and the training system did not always assign required arrow key training to supervisors and managers. In addition, we found blue collection boxes and green relay boxes, which are used to store mail for carriers walking their routes, were sometimes in poor condition — some even had holes in them. This puts mail at risk even if the boxes have electronic locks. We made more recommendations to fix these problems.

Unfortunately I put it mainly complaints and after 3 months I only get an employee from the local post office to give me a lie of a story to try covering up with the mistakes. They helped a landlord with a self help eviction steal my mail for months, even after I put 2 holds ( which after going to the post office 4 times) they found a fee pieces, but in court and emails these owners cut down my mailbox..USPS in Wakefield does not care about their customers at all!

I recently sent a certified letter to my son containing an automobile title. It was lost in the mail and investigation by USPS did not find it. I believe that there are people in your system who look at certified mail as a cash cow where they may profit. My mail went from Rockford IL to Carol Stream IL and then there was no tracking record. Please check out this facility for crooks.

I have been have a lot of mail missing, never being scanned after mailed or never gets where it’s suppose to. I mail stuff for my business daily so I am losing a lot of money, also paying double for shipping to ship again cause no one knows where my
Packages are. This is all the time shipping from either landmark ave Bloomington Indiana or in Bedford Indiana in front of rural king or at the bloomington post office. Something needs done right now I have a package I mailed 7/18 it won’t let me submit a request saying it’s been to long but u guys never scanned it. I am
Paying for it to be shipped but you guys are not doing your jobs by getting the packages to where they need to go. I also had 2 checks that are missing mailed in the same business area as where it needed to be sent to because landlord is never in his office, he never received the checks someone is stealing mail.

I had mail stolen out of an outside post office mailbox with some sticky substance. 10 bills with checks were stolen, & one “copied” check was written to a person who tried to deposit it. Fortunately my bank flagged it & it was never paid. The post office & local police said it was a federal matter, & no one wanted to prosecute the theft… who can I contact? Thanks.
