    I can't figure out why delivery station clerks and carriers are supposed to leave bad bar codes on pieces that keep going back to the plant, hit the automated mail processing machines and loops right back to the wrong station. It is as if once a coding failure occurs the piece becomes an involuntary test subject and the investigation is more important than just eliminating the code, rebooting and letting the system speed the piece to the correct location.
