Package visibility is important to consumers, as many ecommerce surveys indicate. “Real-time tracking” often tops lists of consumers’ preferred features.

So, it’s critical that U.S. Postal Service scanning information be accurate. Yet we continue to find shortcomings in this area. Our recent audit work found employees were sometimes improperly scanning packages at the post office rather than at the point of delivery and not following scanning policies. We flagged this activity in a recent Management Alert.

Carriers are supposed to scan a package at the delivery location after either delivering or attempting to deliver the package. This scan “stops the clock,” indicating USPS has met its delivery commitment. Anyone tracking a package would see that delivery was made or attempted. Two years ago, our comprehensive audit on USPS’s package delivery scanning process in city delivery operations found carriers were sometimes making improper “stop-the-clock” scans at a location other than the designated delivery location (house, business, apartment building).

If a carrier makes a “stop the clock” scan at a location other than the delivery point – before delivery is even attempted – a customer would see package delivery made or attempted when none has actually occurred.

Last year, we reviewed package scanning procedures at 25 delivery units and found USPS employees were not always following package scanning procedures at 21 of the 25 units. Specifically, 38 percent of the more than 1,100 packages that were selected at these units and that were in the facility before the carriers arrived for the day had been improperly scanned. For example, 191 packages had been scanned as delivered but were still at the unit, and 113 packages that were not delivered had no scan indicating why they weren’t.

The purpose of our Management Alert is to bring these issues to the attention of the Postal Service so immediate corrective action can be taken. We recommended USPS enhance ongoing strategies to improve scanning accuracy and enforce compliance. Prior recommendations focused on reinforcing adherence to package scanning guidelines and policies, as well as updating the Scan Data Integrity report to track improper scans performed at delivery units. We also recommended USPS develop a process that would allow carriers to scan multiple packages to a single delivery address.

Management was receptive to our findings and is implementing corrective action on all the recommendations.

    Postal carrier scanning packages at the post office stating "attempted delivery" I then receive email from Amazon about 45 minutes later stating "unable to access driveway". "neighbors dog loose" , "his favorite "unable to access porch". Notes have included "need to clean area around mail box" (can't see mailbox), "need to get bigger mailbox", "need to clean up path to front porch" Have bought a delivery box which UPS, Fed Ex, have been using for about 3- 3 1/2 months with no problem. Then, finally found a huge mailbox and post which has been up several weeks.... Still getting "attempted to deliver but unable to do so" and a freaking pink slip telling me I have to go to post office and pick up my package. The problem being they are scanned in the morning. This guy delivers in the afternoon. 2:30 to 3 pm. If he has ever seen Markham Street before noon, it was in another life.

    Inspector General etc .... This has to stop we all have polices and regulations in all our jobs we must follow. I’ve had numerous packages that have been scanned delivered and is no where to be found until 2-5 days later/ never after which I’ve called companies complaining, asking for refunds and such because my packages are not delivered. Please someone do something about this. As consumers we purchase things spending money as well as doing business via mail and if this happens all the time it causes problems. Why is it so hard to simply scan when these postal workers actually deliver the package? I don’t understand why this is even happening. I don’t trust the postal service anymore with nothing at this rate. I ask with all due respect that something be done this is unacceptable. There are no excuses, no exceptions to this at all. Fix this problem please!

    Lower level supervisors are tasked to show a scan no matter what. But people can't keep working 24 hours straight no matter what and some stuff won't even fit in our vehicles. The supervisor will get caught for a missing scan however they only might get caught for a falsified scan. That just about any carrier or supervisor working in a delivery station knows the term "stop the clock" is a culture issue within the postal service. However the user has no way to scan and report that the unit ran out of truck space and/or man hours so by the very nature of zero defects we are left with saying something false when a scan is made. Only supervisors being removed for stopping the clock rather than not showing movement via the scan will change the culture.

    I consistently have issues with the carrier in my subdivision. Tracking shows package delivered and I run to get it from the cluster mailbox and it is not there. Constantly. If I wait all day for a package to show, it is marked as delivered and I have to miss work for nothing and If it gets mis-delivered, I highly doubt my neighbors will return it. Isn't there anything that can be done? I am tired of fighting to get the packages and magazines I pay for delivered.

    Dropped of a package Tuesday morning at the Holyoke MA main PO on Dwight Street, priority mail, not cheap either, is now Thursday evening still not scanned, says status pre- transit. This is the second time this has happened to me in and is the same scenario I ring the bell at the package drop off window / door ...some one shows up looks at me like I'm bothering them, I say " I have a package to be mailed" again an awkward look, they take the package and literally right in front of me toss it on the floor and walk away, with no words of any kind on their part, not cool...I know work is a pain but maybe this isn't the job for you. I have a small mail order business and typically will spend fifteen hundred dollars in a year just in USPS mail fees. Most of my packages are mailed right from my mailbox and have not had one single problem with pick up, delivery or scanning, our local mail carriers are doing an amazing job and I thank them. Please try to address this situation, overall I believe the USPS is doing a great job especially in these trying times, but please try not to make me feel like I'm burdening or inconveniencing you and scan the package!     The Postal Service seems to be cutting back the scanning of packages as well as taking too long in transit from one station to the next. More than several of my packages have been very late and misdelivered.

    I also think location tracking should be checked when carriers scan and report a package as a failed delivery attempt. I remained home the entire day today waiting for a package delivery that had already been lost in the USPS system almost a week past the original estimated delivery date. I literally remained parked in front of my house and I subscribe to USPS Informed Delivery service to keep me posted about package deliveries and mail deliveries. If the carrier was even remotely in my neighborhood today I didn't see them and I have not received any mail in two days. Although I have been emailed digital pictures of mail that should have been delivered. I get overworked and underpaid, but I do not get utilizing a lie to justify a none delivery and I believe geo-tracking should also be used to confirm an alleged delivery attempt.

    Maybe the postal inspectors should actually start enforcing the law instead of just posting Audits that do nothing. Not being mean but unlike packages where we can choose Fedex or UPS instead, no one else is allowed to deliver our mail and the carriers know there is nothing going to be done to them when they don't care about their route. They just get moved to another route.

    USPS at the Gwynn Oak location (6101 Liberty Rd, Gwynn Oak, MD 21207) Marked my incoming package as "delivered in/at mailbox " on Saturday (7/25/20), despite not making any attempt to deliver. My mailbox was empty. Fast forward to Monday (7/27/20) my mailbox is still empty yet its been marked as delivered. I understand a late package, but to LIE so flagrantly, is both disrespectful and appalling (and slightly hilarious). I will never use USPS again if I can help it.

    I just also got a blatant lie - No access to delivery location - Evanston IL. Single family home, no gate, no animals, and the regular mail came earlier in the day without issue. If the package status just said delayed until Monday that would be fine. But to pretend delivery was attempted is ignorant. I try to support the post office by paying most bills by mail. But if this continues I'll join millions and stop using the USPS. Evanston IL post office used to be pretty good - not so much anymore.

    I'm in Chicago and this blatant lie has been posted via website tracking on ALL of my packages since COVID. 1. I wish retail companies would use UPS/FedEx etc. for the duration of the delivery of the packages, instead of part of the way and sending it to USPS. 2. USPS should be truthful and just say the package will be late per usual - we are not dumb regular mail arrives just fine there is nothing blocking the location to my house.

    Same problem here. I was literally standing in my driveway for hours when the tracking was updated "Delivery attempted - no access to front door/driveway." USPS is a joke. They don't care that some people depend on their mail for health reasons and that they are physically causing harm to others by not taking responsibility for their jobs.

    Living in Brooklyn NY this is a daily occurrence. Just today I had a package scheduled for delivery before 12pm it was scanned as though "Delivery Attempted - No Access to Delivery Location" This is a blatant lie as there was nothing from stopping from them entering. I have cameras facing the street and the surrounding area, there wasn't a mail carrier or USPS truck in sight. This stop the clock culture is nonsense and a good example of why amazon delivery folks take pictures of the actual product at the location. This is Culture issue from USPS, with no one caring about service this is now the new norm. It's one thing to have a logistical issue but a pure lie to the customer is shaming the agency.

    I've had 3 packages that I dropped off at my local post office in Oviedo. They refuse to scan my packages after waiting in line for 15 minutes and proceed to point to the drop-off box. It's now been 3 weeks since the first package was dropped inside the dropbox not a single scan and my e-commerce business is hurting now due to these packages missing because they total 1200$. I'm most likely going to have to refund the buyers and they'll end up getting the packages anyway, but ill be out 1200$ Keep in mind that I dropped that package off on June 30th with probably 30 other packages and all of those got scanned but this one.

    Same here, they USPS claim the only one of my 3 packages that are covered (insured) is 2 day priority shipment, which is now been untraceable since 8/8/2020, tracking just stopped ? Package was mailed off 8/3/2020 and it is now 8/20/2020, I made a claim and have yet to get a phone call or email correspondence from USPS ? One package was delivered as Recipient (buyer) emailed me they received their package, but USPS never scanned it delivered 1 (buyer going by that could have said never received it I want a refund !

    This post is irritating to me and let me sum it up for you. "We, as management are not doing our job, so we'll blame the workers." How much easier that is to read. Even if I found out that the mail carriers are intentionally scanning this improperly, intentionally, the question goes back to management, this stuff doesn't happen, in any field, when management does their job effectively. If we're struggling to meet the standards, for valid reasons, then change them. USPS needs to understand that in a time of great financial struggles, the burden is even HIGHER to prove your worth and efficacy, or let all the records show that everything is late and write an appropriately documented report about how the financial strangle is causing these delays. But dishonest business practices will only cause customers to not care and when we stop caring all together, then you're in even more trouble. I don't buy the lines about management in this article. These are useless platitudes to make us, the consumers, feel like something is being done, when it clearly isn't. Would you be okay if I documented a medical procedure performed on you when I didn't do? Absolutely not. Would you be receptive to me documenting, "Ideally, I would have done x.y and Z with the patient, however, this was not feasible because..."? I want the mail carriers to have an increased ability to give transparent answers about why their job wasn't done, however I suspect management wouldn't allow this, because it would show that the issue rests with THEM, not the mail carriers. The first sign of transparency issues is the first sign that management needs a turn over and this is very much a transparency issue. I want to know exactly how USPS plans to fix this. This article was posted in March, and we can't come up with a plan by now? Pitiful. I understand USPS has more pressing issues, but if you can't even solve this issue, how on earth do you plan on solving the major issues? I had a very important package that was supposed to have been delivered yesterday, and I was told the delivery was attempted, but it absolutely was not. Then the tracking was saying, the same day, available for pick up at 5:09pm, now it's in transit? Where the hell is my package? I think the package tracking on this parcel is a perfect example of what's going on with USPS at the moment. Where are you, USPS? What exactly are you doing, besides asking for bail out money? Because more money isn't going to fix anything if you don't have an appropriate plan in place, which you don't.

    USPS lag of scanning package is not a day 1 thing. as a seller this is very annoying. USPS doesn't scan the outgoing package at post office at all. Employee insist of not scanning it because they said i purchased the postage from an online retailer and they don't scan such package!!! this is outrageous!!! (this goes to the post office located at rowland heights ca 91748) they said distribution center will scan it but not us!! Now, the next thing that happens is, when distribution center didn't scan it and i ended up with a piss off customer kept saying we didn't ship, we are scammers. This is very very frustrating!!! LAZY employee is what lead to so many bad reviews!! USPS needs to adjust this kind of lazy employee problem.

    I agree! I dropped the flat rate padded envelope off at 1820 N, Sunny Crest Drive, Fullerton, CA 92838 Post Office in Sunny Hills Fullerton on 7/15/2020. This envelope contains an item ordered by my customer through eBay. The shipping label is prepaid, and the item was dropped off at the counter before 4pm where all the other stacks of mail to be scanned are dropped off (and where I was told by a USPS employee who works there, to drop off my mail to be shipped). Today is 7/17/2020, and it's 11:52 am as I type this message. The package I dropped off still hasn't been scanned yet. This is the second time THIS WEEK that my items to be shipped were dropped off and sitting there for 2 days without being scanned. I want to know what is happening at that post office, and if my items are missing or stolen. This affects my business, and customers have been complaining.

    Employee misconduct in scanning is still a problem that needs to be addressed. There is a separate problem with the tracking system that confuses and infuriates customers, which will be much easier to end. This is the use of system-generated scans/status messages that are not based on anything that has happened in reality, but only on *when the system predicts that something should have happened*. These messages are not different in any way from those based on physical scans. They tell customers that things have happened when they have not in fact happened. They present predictions, without any verification, as fact. In short, they are lies. They are not lies that individual employees have told contrary to policy; they are lies that have been explicitly programmed into the heart of the system. How can you expect customers to believe the messages based on real scans by honest employees when they look exactly like these automated lies? This must stop. Fortunately, computers are more obedient than people, so when you change the code the problem will end. Do that now.

    Just had this happen today. My regular mail with envelopes and magazines were delivered at it's normal 2 pm time but at EXACTLY 8 pm I got a notice that they tried to deliver my package but couldn't access the location. This is clearly a lie. I wouldn't mind if there was a scan that said carrier was slammed today and just couldn't get it out to you, but when they tell bold faced lies and the fact that it happens at least once a month it gets old and enraging. Just be honest about it!

    Just had this same issue, dropped off a package on the 8th and still shows pre-scan as if it wasn't dropped off. I will have to refund my customer in the coming days, and the insurance I bought won't apply unless it is scanned. I also have a package that has been sitting in the Detroit Distribution center for over 3 weeks and still no delivery. Opened a trace case, and it was closed within a few minutes, stating the package was delivered on June 22nd when the last scan was July 8th stating it was in route to the destination, not sure how it could have been delivered before the package was even received at the Detroit Distro center. After calling the Detroit Distro center we were told it might be another two weeks before it is delivered. It has been a month since the package was shipped. The customer has been patient, but I will have to refund her for the shipping and the items at the end of the week. We are starting to have many packages with delayed delivery under the excuse of COVID-19. A 6 week delivery time is insane and not acceptable. If this continues it will put me out of business.

    So this is a scam postal workers run to put off delivering priority packages on time. They scan the packages "No Access to Delivery Location" the day they are due to delay timely delivery getting around to it when it's convenient for them. This happens to me with almost every package I'm expecting. I live in a two flat apartment building, we get other mail in the locked mailboxes in the foyer vestibule, the front door is unlocked, and always with packages the phony "No Access to Delivery Location" alert when I enter delivery tracking for packages due delivery. I call the post office and get excuses that make no sense, I am told to file online reports, while the post office sits on the packages to deliver when they please. Usually this happens at the end of the week so that you have to wait more days for the package to show up after a weekend. I have always been a vocal supporter of the USPS and their union but I have to say, from personal experiences with horribly rude window clerks, to problems with more than half the packages I send and expect delivery on, it's getting really easy to not care anymore the way it seems the excuses and shoddy service seem to pervade. With all the reports we file, what is being done to get postal employees to stop screwing around like this with our deliveries causing us to question if they will be delivered or if they are somehow lost? How are we to know when we get these improperly entered "No Access to Delivery Location" alerts?

    I dropped off 32 packages into the bin at my local post office as instructed by the reps working there. It’s been a few days now and there has been no update for the tracking status. Usually it will say “accepted at the usps facility or arrived” or something indicating it was received and being processed for delivery. I’ve received messages from customers about their orders and questioning if I even shipped it out. Of course I did but the tracking information states otherwise. The worst thing is losing credibility when I’ve done my part. Can we fix this to ensure usps is scanning all packages to ease both the buyer and seller’s peace of mind?

    I usually only mail 1 or 2 packages at a time. Yesterday I dropped off a prepaid package at the Eastport Annapolis, MD branch, and rather than stand in line and ask for a receipt indicating acceptance, I left it sitting on the passport counter, as instructed, with the prepaid items other patrons dropped off. Now, more than 24 hours later, that package has not been scanned into the system, either at the branch office or the distribution center. It is still listed as Pre-Shipment, and I have no proof that I mailed it. This is very anxiety producing whether you’re a private person mailing a gift or a seller shipping merchandise. I was only trying to help out by avoiding congestion in the post office lobby!

    I also have the same problem the last few months. I will also be put out of business if this continues. I will bring in post office say may 4 it will not show any tracking the it will show it was brought to the post office on the 24. I am so upset. I have spent 2 months dealing with shipping issues. My status on ebay went down from power seller to above average. Ebay refunds the customers or I have to send out replacements. I am losing money and patience. It would not be so bad if they were scanned in when I brought them in. Now I have to wait in line for over a half hour everyday to make sure they are scanned in. Here is one for you a few days ago I dropped packages off at fed ex the next day tracking showed it was delivered where I dropped it off my customers sending me messages. it says it was dropped off in Long Beach I don't live in Long Beach. I tell them no I do they scanned it in wrong. Yesterday a customer sent me a message saying the same thin. I could not figure out what was going on. It was customewrs packages I had scanned in at usps. What are the chances that fedex and usps both scanned them in worng the same week. I have talked to supervisors at my post office. They first tried telling me they did not have to scan them in there. it is scanned in at the processing center. That is a lie I have been going to the Post Office for years Items always got scanned in.

    I've had this same problem. The thing is, I actually watched them scan the scan form, it's like the USPS tracking system broke. I've never had an issue until now, I'm thinking I'm going to have to go in and have them scan each individual piece and give me a receipt so I can prove I actually sent it. People get mad about this stuff and there's no way to prove you did your part if there's something wrong with their scanning system.

    We are losing a lot of money due to unsatisfied clients not receiving their packages. Clients have demanded refunds due to packages not showing up in tracking...refund given and then they get the product. We went to our local post office and were told basically nothing we can do. Seems like a cop out and incredibly unfair. Why do the USPS inefficiencies cost small business owners money???

    Ughhh that's awful, I feel so badly for small businesses who have to deal with this, when this happens and I get a refund from the small business, I always try to give the money back to them if the package shows up. Clearly, the USPS has a lack of leadership actually willing to resolve the issue and I'm so sorry that you are catching the brunt of it.

    Had a similar issue, my package says attempted delivery and then No access.... No one attempted delivery. I've been home all day and I'm right off the highway. Literally no barriers to my house or mail box. The regular mail never has this issue.

This scanning before the delivery happened before, but packages showed up hours later. I couldn't find "delivered" package, so I looked at tracking info again and the status said it was "delivered: picked up by individual at post office." but I never went there...

    My package coming from the UK had been in and out of LA since May 9. Scanned as received then scanned as departed four different times. Was supposed to be here by the 14th. Obviously that didn’t happen. And no one seems to be able to help.

    My package from the UK was scanned at customs in Chicago on May 4. It is now May 12 and there have been no updates. I could’ve driven to Chicago from Texas and picked it up and drove back to Texas, then mailed the sender a thank you letter and it would’ve arrived in Europe by now. Crazy.

    USPS Tracking is a joke and has been a joke. I sent a registered letter from Germany to SC on April 23. The next day it was in Frankfurt, but it arrived in New York on the 5th (unless it was rowed across the Atlantic, this is extremely unlikely as planes still leave every day between Frankfurt and NYC). And what happened to it since? Did it fall under the table? What do we consider "priority shipping"? And what happened to the real-time-tracking? I can almost walk it from NYC to Sumter SC in that time. It might even arrive before it leaves NY (according to tracking, because postal workers forget to scan or just don't feel like it). The only thing that USPS does really well is charge for shipping. Perhaps it IS time to privatize the US Mail.

    I’ve been trying to track down a package that was to be received mid April. Hours on the phone with post office and the front desk staff where my package was supposedly delivered to. The package was scanned incorrectly as delivered. From what I can gather, it was returned to sender for some unknown reason. The staff at the apartment complex where my package was returned claim they handed the package back to the carrier and did not keep the package. The postal carrier says they left the package with the apartment staff. As the package was never scanned appropriately it is hard to determine what happened. I’ve opened a case with the Postal Inspector but this is ridiculous. No one has been courteous, no one will reply, I’ve constantly had to follow up and every time I’m told something different or given some unnecessary line of questioning that doesn’t resolve anything. This is an obvious known issue for years based on the posts, so what’s the hold up in getting it corrected?

    I see that 38% of tracking numbered packages/letters were incorrectly STC scanned. Oh, how I WISH only 38% of my 1 to 3 Priority Express letters received per week were improperly STC scanned. 9ver the prior 12 months, my average is 94.2% of all Express have been improperly scanned to STC -- example: "Delivery Attempt at 14:55" only to be "Delivered--In Mailbox at 15:21" I have over 100 pieces of Priority Express Mail (roughly $2300) that have each been improperly scanned by employees at my local branch -- all are done "in-house", including the "Held at Customer's Request" (NOT at all accurate). I have contacted my local Branch to sort this out, and while I get kits if "I'm sorry/ies," I get nowhere in having it corrected. I have also filed three online complaints and two complaints over the phone via the 800#. Not once have I received a follow-up via phone call, e-mail nor posted letter. I received an initial email for each online and 800 phone complaint explaining that my complaint had been received, but I've heard nothing back except e-mails saying my case was closed. Wow. For two deliveries that were late but not scanned with a STC, I was able to receive the postage back due to the Express Guarantee. Please HELP me! All but 3 of the 100 Priority Express mailings contained medical supplies NEEDED for my research work at a large research hospital in the area. I've used EVERY avenue publically available to customers, except posting here. I am at my wit's end. Please advise in a comment on this blog or to the email I provided when posting this. Thank you 8n advance for any help you can provide.

    This is still happens way too often, as a online business owner I mail out daily and see it first hand. Right now i have two packages that are not tracking and I'm using my time trying to find them. I not only have to assure the buyer they are the way but I have spend hours waiting for a response from Customer Service sometimes days. Very unprofessional.

    The USPS is trying to save money by reducing cost. Everywhere you go the USPS is short staffed and doesn’t not have the tools and equipment to be successful. This leads to rework and a ton of time devoted to customer complaints. The cost of low morale should be discussed. The USPS seems to have only one mindset and this is reduce cost. We can greatly reduce cost by investing in the employees. Investing is the best way to cut cost.

    Had a package coming to our house last Sunday. Scanned TWICE as "No access". Absolutely no obstacles that could result in non-delivery. Look inside the office for the problem. Also noticed with the new "scanning update", the scanner GPS routinely misidentifies how far away you are from a box or address.
