I reviewed the Draft Inspection Report and the affiliated response. I believe that the three main observations will be effectively addressed by the response actions. I do, however, believe that additional steps be taken. Productivity observations are necessary for annual staffing reviews. I suggest that the specific individuals assigned to the particularly delayed routes and under performing DUT be officially observed and have said observations included in their annual staffing reviews. Although this report seems to address management and implementation, from a constructive criticism stand point, I believe that the salaried government staff should also be held responsible for their degree of productivity and work ethic- should those particular elements be contributing factors to the overall observed concerns.
