While conducting site visits at the Chicago International Service Center (ISC) for our International Election Mail Observations for the 2020 General and 2021 Georgia Runoff Elections project, we found significant operational delays of international packages and safety and security risks that we believe warrant management’s immediate attention and corrective action.

The U.S. Postal Service processed over 729 million pieces of international mail and parcels in fiscal year (FY) 2020 and the Chicago ISC is one of five Postal Service facilities that are primarily responsible for processing international inbound and outbound volume. A key segment of these mailings are packages, such as those sent using International First-Class, Priority, or Express Mail service.

    We are on the same boat. I sent a priority package from Cleveland to Germany which arrived at Chicago International Distribution Center on July 27 2021. I was informed with the same message "In Transit to the Next Facility" till July 31 2021. Then haven't heard anything.

    I have a package stuck at ISC Chicago since Sept 13. It is over 30 days without moving! I also have 5 packages show flew out my country on Sept 18 but till today not even have arrival scan yet. I don't know which facility handle these incomng mails but most possibily is ISC Chicago as my other mails pass thought other facilities in USA without any delay issues. I wish whoever read messages, please go to check what happen to ISC Chicago. Thank you!

    I had a package that came inbound from China, the package arrived at this facility on 8-17-21. After waiting, contacting someone, and then waiting again I figured I’ll give one more call to the usps customer service before giving up. I was informed that customs has a policy where they have 45 days to process and ship out your package and this is not including holidays and weekends if your package has not been shipped out within those 45 days they have another 45 days to send you a letter letting you know why they didn’t ship it out so if my math is correct it should be sent out or at least by me by October 22 if not I’ll wait longer… to be continued

    My parcel has been at CHICAGO IL INTERNATIONAL DISTRIBUTION CENTER since September 11 and I have not heard anything since. I have shipped several parcels after Sep 11 and they already arrived to their destinations. So I wonder how much longer would it take because it said that 6-10 business days under Priority International but it has been over a month now since I shipped the parcel.     I sent a package to my daughter in Thailand on 09/08/21, and it cleared customs at the Chicago International Airport on 09/15/21. However, that has been the end of any activity regarding the package. I really don't know what to say or what's going on, but the package cannot just disappear. A similar issue occurred 3 years ago, and that package was never recovered. As a result, I pray whoever is reading these complaints from the appropriate agency move swiftly to address the rot at the facility.

    I have just observed tracking history being deleted in relation to an item that has been sitting at CHICAGO IL INTERNATIONAL DISTRIBUTION CENTER since the 10 of August . The most resent event was that it was cleared and awaiting departure to Australia. The record has now been rolled back to the previous event. To add further insult there is another item which has been there since 19 September which was sent International Priority, yet somehow mail sent via std airmail from Arizona still gets her in 2 1/2 weeks. There’s something seriously rotten in Chicago

    I too had a package sitting in Chicago since June, finally in July it said it was going to it’s next destination. I continued to check and no updates after that and no answers. Now the tracking number has disappeared. I have no idea what to do. This is ridiculous & robbery if you ask me! I don’t even have a tracking number anymore. I had also signed up several times to be alerted for any updates. None! I believe they actually take our stuff, how does my tracking number mysteriously disappear? And nobody knows anything!

    Tracking No for First Class is valid for 90 days and then we are on our own. This is theft on a grand scale. My item was sent before they suspended services to Australia so it's in a black home somewhere, unable to be returned to sender. Never again will I use USPS, worse than a third world country mail service.

    Only 90 days tracking displays for first class parcels???? That only makes sense if there wasn’t a suspension! After 90 days does it just drop off in tracking and the package may or may not get there? Can the Post Office or USPS Customer service see the tracking number it but customers can’t??? This is horrendous

    My package was returned to me 130 days later in a open box, with 9 pounds of goods missing, including 2 handbags. The return reason was export compliance - missing page 1 of custom form/no postage, but I can see both still attached to the package. On 5/28 I mailed it at local post office in Houston, within 2 hours a message saying custom clearance (export compliance)Chicago. 7/9 Chicago distribution facility . 9/5 custom clearance ISC. 9/9 arrived/departed North Houston distribution center. 10/6 arrived Houston distribution center. I don’t know where the theft took place and how a open box get transported along the way, I can see IAH airport sticker on it. I am devastated and shaking. A bad feeling I have had ever since the mysterious custom clearance message within 2 hours of drop off. A nightmare after 130 days of anxious waiting and countless emails and phone calls. Just devastating.

    My Piority Mail Express International has stuck in Chicago airport for 3 weeks now :(:(:(. There is a U.S. Passport in the Express mail that I sent so my Spouse can come back the U.S. to take care of me for a medical reason, that's why I have sent as EXPRESS with the garantee of 3-5 business days but today is the 16th business days from the date I sent. I did NOT get any newer update, it still stuck at Chicago. Please let me have my mail back from Chicago so I can use other carrier, that's way my spouse can get back the country to take care of me with my medical concern.     My partner sent me an enveloped package on 31st August from Nebraska to go to the United Kingdom. It arrived at the Chicago Distribution Centre 6th September. Its has not moved,,, USPS Help told me to contact the delivery company in the UK, I have, it is NOT in the UK, not in customs as it never has landed in the UK. So I contact USPS again, this time telling me its awaiting a flight. Still no movement, so when I contacted again they said its waiting to go Australia! I asked them why, I showed proof that even on the reciept/bill it clearly states Great Britain. Since then I have been ignored and no response. I understand if there has been delays but disgusted as there has been no update

    *** USPS Officers Need to take action Please *** I have mailed a Piority Mail Express International to my spouse that contained the Legal Document so my spouse can get back the U.S to take care of me since I am not feeling well. But this Express mail is stuck since Sept. 14th at the Chicago Distribution Center. There is No updates since Sept. 14th. I called the USPS 1-800 number but did not receive any helpful information. I went to the local USPS Office the staff said "Sorry we cannot do anything about it"...I don't think this is a fair answer to hear from USPS staff. This is very stressful and I believe USPS Officers need to take quick action. Thank you very much!

    Same as many others in this thread. Large package coming from Japan - was shipped on June 21, 2021 via Priority Express to the USA. It's now October 2, 2021 and it is still stuck in customs in Chicago. I can't even file a missing package report. The form on USPS's site is BROKEN.

    Hello Monica, it seems that we are on the same boat. My package was shipped on June 23 from Tokyo and arrived at ISC Chicago on June 26 via EMS. Our packages might be in the same container which is probably forgotten by the workers there. We should keep in touch and inform the other when the tracking updates again. Thank you!!

    SUGGESTION: 1) If ISC Chicago still have tone of mails not able to handle, perhaps should stop sending more new mails/packages to this facility so the staffs in there can clean up the old stuck mails first. 2) Once ISC Chicago clean up the old stuck mails, then do check every 2 weeks. If problem happen, stop again until ISC Chicago back to right track. If ISC Chicago is the main issue of delay shipping, maybe whoever at the top management should address the problem and take the first step to make improvement. USA is no. 1 but the posting service is -1, need CHANGE!!!!

    Ordered a package from Japan May 24 of 2021, still hasn't arrived as of Sep. 29 of 2021. I filed a missing mail claim roughly a month ago and have received radio silence save for a customer service survey. Needless to say I couldn't really give any feedback as I never received any follow up from my initial claim. Original date of delivery was set to be in June, which I was prepared for. This package is important for work, and the delay is directly impacting business. I've tried filing international claims for missing packages, but the USPS website is horribly broken at the best of times, and nonfunctioning at its worst. My advice for anyone ordering through USPS is to either use UPS or to just travel abroad and pick up your package yourself, it'll be faster and cheaper in the long run if the delays impact business.

    OIG MONITOR; YOUR LINK DOESNT WORK . I have THREE packages stuck in "Arrived at USPS Regional Facility CHICAGO IL INTERNATIONAL DISTRIBUTION CENTER" status for over two weeks, all being sent to APO. Affairs says it was "scanned to the military," however, other items I've ordered well after the first item, have gone through without issue. This can't be COVID, military, etc. excuses if I'm still getting other packages. Any assistance by affairs are just copy and paste answers with no REAL assistance. By the time I get my items, I'll have already deployed, returned, and moved to a new duty station at the rates others are having to wait. Unsatisfactory USPS!!!

    We do on-line businss so need to ship many small packages daily. There is no issue for shipping from August until mid Sept. I guess ISC Chicago did not working in August as I didn't see package pass thought this sorting center. Start from mid-Sept, I see ISC Chicago back and NIGHTMARE again! For those show arrival scan at ISC Chicago was stuck not moving. We also have many packages flew out my country over 10 days but USPS still haven't done arrival scan yet, I do believe the delays was due to ISC Chicago again that I can find out when USPS done the arrival scan! It seems without ISC Chicago, shipping on-time. With the help for ISC Chicago, shipping seriously delays. Hope USPS inspector general find the way to solve this serious problem! ISC Chicago need to make changes!!!

    The leadership team at USPS needs to get on a plane to the five U.S. departure hubs (the main one being in Chicago) and find out exactly what is happening to hundreds of parcels that are not being delivered. A major internal report dated May 12, 2021 confirmed that there was a logistics nightmare in Chicago due to "....improper container prioritization to CBP, insufficient container label placarding, ineffective container staging, and a cluttered workroom floor collectively contributed to operational inefficiencies and delays." That was in May! What has been done since then? Get on a plane, leaders! Get off your office desk seat and onto a plane and find out exactly what is happening to these parcels! One of mine destined for overseas in July had critical items destined for a friend, including legal documents, sent Priority International. Where is it? They are not answering my emails; maybe they will answer yours.     An International Priority package I had mailed (to urgently reach a bank in India that needed original documents) is stuck since Sep 13 at the Chicago Distribution Center. No updates since nor was the PO personnel any help. They basically waved their hand saying "it happens a lot and cannot do anything about it". Now looking at the messages below it seems like this happens a lot. So I don't know how long to wait (the urgent documents are already horribly late) or whether to start all over to create those bank documents (two days of work easy). But this time I would avoid USPS altogether, Not worth the hassle. I should have gone to Fedex or UPS or some other courier. Pavan

    A parcel of mine was marked as "Inbound To Customs" to the Chicago location on June 22nd, 2021. It is now Sept. 24, 2021 and I have yet to receive my package. I have opened multiple cases with USPS about this matter, and while the reps I've spoken with have been nice, my issue has not been resolved. I received a voicemail from someone working in the International Research Department who stated my package was being detained by CBP, however upon contacting CBP with the necessary info, they stated my package has no record of being detained or seized by them. I am not a very easily frustrated person, and I am very patient, however I am starting to feel as though my concerns are not being taken seriously and that I am being lied to. This package is very important to me, as the items in this box were rare collectibles I was excited to add to my collection. It is insured for the cost of the items, so I feel the next step is to file a Claim with USPS and JapanPost, but I am worried that since USPS stated the package is being detained (even though it isn't) I will be unable to collect on the insurance. I've been ordering internationally from Japan for 10 years, and this is the first time I've ever faced such an issue. I get it - things are tough right now. However, I would have hoped my concerns were taken more seriously.

    I mailed a couple of boxes from Miami through the DPO to Pakistan with personal effects that I would need immediately upon arrival. One box was sent to the DPO in Ghana (09817) instead of Pakistan (09812) because someone didn't read the zip carefully. Another box, mailed August 9, has been "in transit to the next facility" since August 14. I filed a complaint through USPS's missing mail portal, and they "resolved" it by telling me that it was currently in the military system and to contact them. My attempts to contact customer service have been unsuccessful. When I try to send additional information through the USPS page, it tells me my personal information doesn't match what's in the system, yet it's the only info I have. No one will help me find this package. The link you're giving others below does NOT help -- since we're at a DPO, APO address, etc., there is no office connected to our zip. In addition, boxes that we do receive from this site look like (literally) they drove a truck over them before delivering. Completely split open, USPS tape in layers, items broken. Pressure so intense that screw tops pop off of glass spice bottles. Prices are increasing, but this processing center needs a complete review and new management. Just awful.
