While conducting site visits at the Chicago International Service Center (ISC) for our International Election Mail Observations for the 2020 General and 2021 Georgia Runoff Elections project, we found significant operational delays of international packages and safety and security risks that we believe warrant management’s immediate attention and corrective action.

The U.S. Postal Service processed over 729 million pieces of international mail and parcels in fiscal year (FY) 2020 and the Chicago ISC is one of five Postal Service facilities that are primarily responsible for processing international inbound and outbound volume. A key segment of these mailings are packages, such as those sent using International First-Class, Priority, or Express Mail service.

    I sat here and read all the pages of posted comments about people's wait times. (My wait for my package is about 30 days now) It appears at the beginning of june, many posters had been waiting 60-90 days to get their parcels. Now many posters have been saying they've currently been waiting 30-60 days. Anyone who has been waiting on a parcel and posted (or just read complaints for info) and you actually finally receive your parcel, will you please COME BACK and post your wait time so new complainants know about how long they'll have to wait.     I'm still waiting on any movement from my package to TN that was mailed from India on june 5th. It's stuck in ISC Chicago. Normally my international parcels come in through ISC New York and move within a week. Can someone tell me why my package came in to US via ISC Chicago and not the usual faster ISC New York? I want my package!! How do I ensure future package go through ISC NY or rather ANYWHERE ELSE but they very very slow and unreliable ISC Chicago? I pay a lot for international shipping already but I'd pay more to get it sent through NY so I know I'll actually receive my package within a semi-reasonable time frame. This long wait time is unacceptable. Transfer packages out of chicago to another facility if you must so people can get the packages they paid for and are waiting on!!! Can I drive to chicago and get my package? I'm serious. It'd be much faster than waiting for someone to scan it out of a bin someday in another 4-6 weeks if they ever get to it. Not recieving my package in the time frame I anticipated 10 days ago has literally ruined my life right now. So thank you isc chicago. I really want to know why my package went there in the first place but I can't get any answers. (Using covid as an excuse at this point is a flat out lie)

    I orderd a package and chose fast shipping for a specific reason and behold it wad going fast until it reached Chicago and then all of a sudden its stuck in transit. We need to sue this place and get it shut down. EVERY WORKER NEEDS TO BE JOBLESS. this is ridiculous.

    I mailed a package on June 7th from Missouri to Edmonton, Canada. No tracking till June 25th and it shows it was received in Chicago. This is just so ridiculous... now I have to wait for it to leave there and go through customs in Canada. I paid $50 to send something priority express and nearly 3 weeks later it's just sitting in Chicago. I got a package from the Philippines that took 6 days to receive. Unbelievable.

    Spent $300 on something that now seems to be completely stuck up with everyone else’s mail too. I’m so disappointed in USPS- I’ve never had any other problems with shipping from the UK. Genuinely- has anyone received their packages from ISC CHICAGO??? It says ‘ processed through facility’ but still hasn’t arrived. So has it really been processed through it ?!? This is just sad.

    I purchased an item from a small online store in Texas (I’m from Russia) and it has gotten in Chicago ISC on June 1 and it’s been sitting there ever since. I have never had any problems with other facilities in the US. I want to reorder but I’m afraid it’ll get sucked into this black hole again. People pay good money for international shipping and they expect to get their mail on time. This is unacceptable. A pinnacle display of ineptitude

    UPDATE: after 26 days in Chicago my package tracking got an update in Miami ISC saying it went through customs. Fingers crossed it will leave the country soon. Good luck guys!

    I've had a package stuck at ISC chicago for going on 6 weeks now. It took 10 days to get from Europe to USA, and has been sitting there since May 20th. I have called the ISC facility 200+ times and only been able to get through twice, due to them not answering their phones or it being busy. When I was able to get through, it took them almost 20 minutes to look into my package, and tell me that the container it is in is part of their "Delayed shipments" and they cannot give me an estimate on when it will be released. I have called the USPS customer care number several times only to be told that the package is in the care of Customs and USPS can do nothing about it. This is a federal service, and the treatment is completely unacceptable. I cannot get any answers from anyone, and no one is accountable for making sure mail is being delivered in a timely manor. People lives and businesses are being severely affected by this facility, and its completely unacceptable.

    I have had a package “inbound into customs” aka processed through ISC Chicago since June 11 with no tracking information since that day. As a point of comparison I also had another package reach ISC New York and it was processed and sent on to a regional distribution center on the same day. THE SAME DAY. The inspector general needs to get off their butt and do something more than publish a report. You know there is a problem, so fix it. The number of comments here is astounding, embarrassing and completely unacceptable. I have contacted both my local and state representatives to let them know that they need to work harder on this issue. When I pay for something I expect it to be delivered. End of story. GET IT TOGETHER OR GET OUT.

    I think it is time to start a petition against ISC / USPS and eventually a class action lawsuit. It is clear that we will never receive our packages or get our money back. Or we will receive our orders too late and damaged /expired/no longer needed. This organization collected money for services that they are not able to provide and are holding packages worth of thousands, probably millions dollars. Someone has to be hold accountable, this organization should no longer be in business. I can not believe such mass scam is happening in the US in 2021.

    So I have 2 packages stuck in chicago isc. First one was arrived March 26 and second on April 26. 3 and 2 months with no info at all. Not sure who is to blame but both usps and customs are gov workers. Some needs to take over and fire all workers starting at the top and working downward. Totally a joke. I shipped pkg to Germany, had it return because usps typed in wrong address but did resend for free and it made it to Germany in a couple of days. All of this happened in about a month yet I wait for months for my pkgs.

    My package has been stuck in ISC CHICAGO IL (USPS) almost a month . I had the order package ship out after the first one 2 day but the custom in ICS LAX they only take 2 day … I don’t why ISC Chicago doing too slow… if you guy can’t doing this job please send it back or send it to ISC LAX or ISC NY…. search on internet too many peoples reviews bad about ISC Chicago

    Man…i thought i was frustrated. I have a package I’m waiting on from Sweden, that fell into this black hole known as ISC Chicago on May 20. Needless to say, after reading the near 300 comments on this thread, i am not alone! I am a mail carrier in California, and take great pride in my service to my customers. Apparently this pride is not felt in all levels of the USPS. This is unacceptable, and downright embarrassing. I think it goes without saying that i want my package, but Jesus Chicago…get it together. You’re giving us a bad name and putting the future of the usps at risk.

    My packet was received at this location on April 17, 2021! Then processed by us customs and no information! I am wondering, why these employees are paid for the work is not done! It looks like, top to bottom associates- supervisors, managers and associates are are enjoying free, fat check! I wish I am lucky to have a job like this!

    Wedding veil stuck since May 22nd. Not going to get it in time. Called USPS and after a few hours, finally got a human, they blamed customs. Called customs, they blame USPS. 5 weeks+ is completely ridiculous and pathetic when a package takes 3 days to get over an ocean. No one can give answers or be honest. Y’all are messing with peoples’ lives and hard earned money. This is shameful and disgusting. Get to work!!! Amazon can do it, there’s literally no excuse not to.

    I’ve had a package sitting there for almost twice as long with no movement. It doesn’t instill confidence when there is seemingly no rhyme or reason to whether you’ll receive your package or not.

    Like others who have posted - I sent a package on May 24th and it shows it sitting in Chicago since May 29th. It's now June 25th and there is no updated info. Likewise I had a package mailed to me on May 15th that appears to be stuck in Chicago. What is going on? Is there any fix in sight?!!! Outrageous.

    I ordered a package on 4/3/21 it arrived at ISC CHICAGO IL (USPS) on 04/28/21 10:02am it is now 6/24/21 & the package is still there. No updates on the tracking. I contacted the USPS with an inquiry. I was contacted by my local post office telling me it could take up to 90 days to get the package. I requested a refund from the seller; whom responded begging me to just give it more time. I feel bad but that is a very long time to wait for a package you paid more then $100 for.

    I have a document envelope that was mailed from Toronto , CA on May 27, 2021. It arrived at ICS Chicago at 4:01 PM on June 2. It has not been scanned since. This is the second time that this facility have held my documents for at least a month before processing it. I have told my vendors, if they insist on sending anything via USPS that I will no longer do business with them because the delivery time is simply too long . The reality is, I could have driven to my vendor's location and back multiple times in the time that has lapsed since it was accepted at the Canadian Postal service. It's a shame, the USPS used to be the go to service to get something shipped at a reasonable price. Now, I will pay extra for UPS, FedEx, DHL or just about anyone other than the USPS. Lessons learned I guess.

    At 729,000 pieces annually at one of five facilities is approximately 500 pieces a day at Chicago. This accounts for holidays. Not a significant volume. I like most of the people commenting have a parcel that was posted from the UK. It has been stuck at ISC waiting for the USPS to deliver it to Wisconsin. This problem is endemic of the USPS. Even if only half of these complaints are legitimate, there is a problem. The question that begs to be answered is; "What is the Inspector General going to do about this?". Unfortunately the USPS as a whole does not correct the bigger problem. They ensure one parcel gets delivered and assumes the problem is solved. It is not. The USPS customer service is less than poor, the product (delivering mail) is pathetic. Any other business so incapable of doing what it was paid to do would be out of bussiness. When and what will the USPS do to fix this? The sad truth is the USPS has let the American people down. Fix this!

    Hi there, Ive ordered an item from Canada that was sent to the the United States on June 3, 2021 and the last recorded movement was its delivery to Chicago distribution on June 10th 202. Ive attempted to contact both FEDEX and USPS and both have not indicated any issues with delivery delays. Ive contacted the seller who sent the package and she made me aware of the delays in the US. Based on the experiences of other folks on this thread I suppose I can expect this package to arrive in August/September????

    My package from Korea containing nothing but +$150 worth of stickers and stationery is being sent back to the sender because of "Insufficient Address" even though I've ordered from this seller before and had no issues. Now I get an update saying the package arrived to an origin transfer airport a day later. Don't they have extra checks to determine whether the address is actually incorrect? I think it's a huge waste of money and frustration if the issue is about someone not doing their job right. Reading the report gave me anxiety and I can't believe this country prides itself in being so "great" and they can't even make such an essential service optimal and reliable. Judging by the amount of comments and reviews, it's about time that someone does something about the people working there because they're doing a lot of things wrong.

    My package has been sitting in Chicago since April 20,2020. I spoke with someone and was told that packages that was scanned with my package has been delivered except mines. I put in a claim and still no response. I’ve called custom and was told since the package is in custom there's nothing they can do. Can someone please find my package and ship it to me. Thank you
