While conducting site visits at the Chicago International Service Center (ISC) for our International Election Mail Observations for the 2020 General and 2021 Georgia Runoff Elections project, we found significant operational delays of international packages and safety and security risks that we believe warrant management’s immediate attention and corrective action.

The U.S. Postal Service processed over 729 million pieces of international mail and parcels in fiscal year (FY) 2020 and the Chicago ISC is one of five Postal Service facilities that are primarily responsible for processing international inbound and outbound volume. A key segment of these mailings are packages, such as those sent using International First-Class, Priority, or Express Mail service.

    I bought a Pokémon card from Japan Via eBay. It arrived at the ISC Chicago June 17th. It is now June 29th and still has not been processed. I’m becoming very frustrated with the USPS specifically The Chicago and Oak Creek facilities.

    Colin, I hate to say it, but I ordered a Pokemon figurine on eBay from Japan and it arrived at the ISC in Chicago 10 days before yours.     Package shipped from Greece 5/13, arrived Chicago 5/20, sat there with no updates until 6/28 when it was scanned into the Indianapolis Annex. Never received a scan into or out of customs, and no estimated delivery date.

    I also have one package going India stuck in Chicago since 8th June. No update nothing after that. I have created online inquiry. Nothing happening. I paid extra for express but still no luck. I have escalated my case still no response. It was not like this before. What’s happening? Can someone help me to solve my issues?     I had a package shipped from the UK and was received and processed through the ISC Chicago facility on June 8. Not a single update since. This is absolutely unacceptable. The contents of my package were fairly expensive. This is beyond frustrating and I’m beginning to feel like I will never see this package. I have no option for a refund either. PLEASE DO SOMETHING TO FIX THESE ISSUES!!!

    This is insane. If you are a small business and depend on international packages, Chicago ISC is the death of you. Some packages get through in days and some take FOREVER to process.

    Yes, I experienced the same and my package arrived at ISC San Francisco on 6/7. There has been no movement since then. I called the local post office and there's nothing they could do apart from asking to check the status online every day. For god sake, I hope my package could be delivered soon!

    Has anyone been there in person? I shipped a package in December 2020 to Spain, and the last tracking update was JANUARY 4 at this facility. Have spent at least 7 hours on the phone with various people only to end in frustration each time. I'm flying to O'Hara this week and am seriously considering going over there to talk to someone face to face. Does anyone know if there is a public entrance, or is it all behind secured areas?

    I ordered 4 identical items that were mailed on the same day from Copenhagen. All arrived in Chicago on June 6th. Two were processed through Chicago on the 14th and 15th of June (less than 2 weeks). The remaining two have seen no progress as of today, June 29th, 2 weeks later.

    I had a package being delivered and was told by sender I would have in two weeks. It is a father day gift none bar signs and USPS states you have 30 days to process it thru. The company I got it from states it is your fault not to send it and would not send it thru as well as it has 30 days to process it thru. This is ridiculous

    Mailed a Priority Mail International Parcel to the UK on 18 May. 6 to 10 business days. Cleared customs and "departed" Chicago on 30 May @ 0922ET. Last update was on 03 June (no time) stating "In Transit to Next Facility". Filed a missing parcel report on 15 June. Received a reply stating it will take up to 30 days to get a confirmation number from the Royal Mail. There is no evidence the package even left Chicago. Its been 30 business days since the parcel was sent. In this day and age there is no reason USPS shouldn't know exactly were a parcel is sitting and why it is delayed. I will never use USPS for my international packages again and I advise anyone who asks to consider using another service instead.

    I also have 2 packages that are stuck in "Processed Through Facility ISC CHICAGO IL (USPS)". I've read every single comment on this thread. Truly sad that our USPS has come to this. The previous administration didn't do us any favors either trying to eliminate mail in ballots. ===================================================================================================================================== I've thought of the PERFECT SOLUTION to this issue: Change all USPS employees, including leadership, to paper payroll checks that get sent through this facility. After 2 weeks of no paychecks I bet that the issues would be fixed!

    My package has been stuck here for almost a month I try to call and they just don’t answer or say we will switch you to a person to talk to you and they just hang up. It’s really annoying especially that I have an expensive package. I get it COVID and all that but 1 month almost ???

    Same here. Package shipped from Canada on May 10. Checked into Chicago on the 18th with no status update since. I filed a missing package about a week and a half ago. My local post office started looking into it, and the package showed up yesterday. Tracking still says it’s in Chicago customs.

    As a small business owner who ships international packages to the USA I can't tell you enough how the failings at the Chicago International Service Centre have negatively impacted my business. Every order I send to the USA that gets routed via Chicago (most of them) results in a customer complaint for delayed delivery. I have now started to insist on tracking, which can exceed the value of the order in some cases, only for people to then complain to ME that their order hasn't moved within the Chicago centre for up to SIX WEEKS or more! This poor level of service has now been going on for so long that I have to wonder if they're ever going to resolve it? I am paying for a 5-7 day delivery service (to the most expensive shipping destination in the whole world I might add) that is typically taking 5-7 weeks. This report highlights the problems but now I want to see some solutions.

    Looks like I'm another victim of this terribly-run facility. I had my packet shipped out May 19th from Sweden and processed through Chicago International Service Center (ISC) on May 29th. There's been no movement or contact for exactly one month. How can this facility be run this way? I really want my package and I risk not getting it before I move. I'm very unhappy and would like to get some sort of explanation. Having a delay is one thing, but to not be transparent about it is unacceptable.

    I have a package from Lithuania that has been stuck at Chicago customs since May 19. I called my local post office a couple of weeks ago to see if they could somehow trace it, and I was told that it was sitting in a large bin with other packages from Lithuania, and none of them have been processed yet. Well now it is June 28 and still no movement. At least it is not missing, for now anyway. I don't understand why they can't or won't do their job there, this is just wrong.

    ISC Chicago is broken, but you knew that already. I have a package stuck there since April 24, 2021. Shipped from China (Aviation Express) April 14th, dropped off tracking, in transit according to USPS tracking page, April 24th. It wouldn't be so bad but USPS sent notification of "expected" delivery date of April 28. June 28th and no package!!

    I mailed a package on may 10th. Nothing has happened to my package since may 16th. I paid $70 to have it delivered within 6 to 10 business days. At firist, when calling the Chicago Customs, the phone would either give a busy dial tone or continuously ring till it auto hangs up. Now I have called and I am able to leave a voicemail without a return call since. If you pay to have a package delivered with in a time frame it should be done with in that time. I need to know where my package is. I need my $70 refunded. I need a response back from someone as to where and when my package will be delivered. I have been kind, understanding and patient.

    I never have a problem with my overseas orders when they come thru ISC New York.its always Chicago;...and this has been happening for awhile.ive had items stuck there on a regular basis going back to 2016.usally in the 3-5 week range.instead of the 3-5 day ISC in NY....i have very important items stuck there from june 5.and june 12.getting close to the 3-4 week range where ive had them move on before.fingers crossed they move this week

    I have an International package (which is just a paper) arrived at ISC Chicago on 13 june 2021 and since then it says inbound into customs. When I called the facility they told if its just a piece of paper we have scanned it to another facility. This is so frustrating, its been more than 10 days, there is no update. And when I try to call the number given by the facility no-one is responding. I have no idea what to do. T

    Count me as another frustrated customer of USPS with a package that was shipped to me on May 26th, was "processed" at ISC Chicago on June 5th with no activity since then. I submitted a USPS ticket when the package hadn't arrived by 3 weeks from shipment (sender said they typically arrive in 2-3 weeks) but the answer was from my local post office, saying "we see the same tracking information you do" and then they closed the ticket as "resolved". It was NOT resolved and won't be until I receive my package!

    I have also had a package sitting with ISC CHICAGO IL (USPS). Ordered from the UK on Sunday 06 June 2021, then 6 days later, on Saturday 12 June 2021 the tracking update says "Item Received". So mine hasn't even been processed through yet and I live in Texas. It's going to be forever then....

    I sent a package to the UK from Wisconsin on the 12th of June paying priority mail (3-10 business days it says) and it’s been sitting in Chicago international distribution center since the 18th June for 10 days with no updates on tracking. I was getting the same generic tracking message that’ it was within the USPS system on way to destination since the 14th June and now it’s nothing for 10 bloody days. I’m sick of having to go with USPS the service is awful, my brother sent parcel from The UK to the USA and it took 10 days. Terrible service.

    Says its in transit since May 18th, does package travel straight to customs?day45 since this kind person sent it in the mail on May14( didn't add those 4days)..new to this and frustrating as only a machine to try and get answers from..also have recieved mail from other parts of the USA, no issues. UK mail arrived within a week.

    Sad to see so much negative feedback on this facility. I recently had three items arrive at this station on May 23rd, 26th, and June 1st. Strangely enough, the only package that arrived was the latest one (June 1st) and it barely arrived today. The other two items have remained stuck with the initial arrival scan at the Chicago ISC and haven't had any updates in now over a month. I've also ordered quite a few things from Japan lately and have been using FedEx and DHL and they have been arriving within 4 to 5 days... crazy huh? I'm willing to pay the small difference (usually around 10 dollars more) to get my items on time and will be opting for any other service that isn't USPS from now on.

    My package arrived to this facility from the UK on the 14th of June and has shown no movement since. There appears to be some very serious issues that need to be addressed asap. Customers cannot be left entirely in the dark in regards to their package status. Seeing reports of mail being delayed by up to a month or more is an absolute failure in the leadership at this facility. This reflects poorly on our country, we deserve better.

    Hi, I have a package that was shipped from Sweden on May 8, 2021. Tracking says it was processed through ISC Chicago IL (USPS) on May 15, 2021 5:32pm. The package has not made it out of this blackhole in 43 days. What can be done to get this package found/released so that it can make it to me in Kansas.

    I sent a parcel that arrived and was scanned and process through the facility on the 10th of June in the early morning and it has been stuck there since, no updates, no movements, and I am unable to get a hold of anyone at the Centre, please just deliver my package. This is ridiculous, its one thing to be a bit backed up by COVID but to not inform of the severe delays going on, and this is just far too long. You should mention when using your service that there is a chance that the packages may get lost at this point, which is unreal and detrimental to sellers everywhere.

    This place should be placed should be shut down. Or have mail sent to other ISC. My friend from Japan runs a business, and they ship around the world. Every package that goes through this place is "lost" or still there. They sent 45 package all came here and only 3 have been delivered. Send mail to other ISC until this place has no mail left in there. Then retain the Employee or fire them all and hire from top to bottom. The only reason this place is like this, is because the management doesn't care and the employees don't care. It's just a nice big fat paycheck.

    I've had a package stuck at this location since JANUARY 2ND. I've called USPS customer, tried calling the ISC directly, called US Customs, submitted lost mail requests, search requests. You name it, I've tried it with no luck. I don't know what else I can do.

    As a small business seller from Sweden, our US parcels have always been reaching our costumers within 6-8 business days. Recently, our packages have been routed through the USPS ISC Chicago facility and as we are speaking, we are experiencing delays of up to 1 month on some parcels. Due to this, we are sadly planning to stop selling to the US as this is not a sustainable solution for us, having to constantly refund our costumers and not being able to provide the service that we promise.
