While conducting site visits at the Chicago International Service Center (ISC) for our International Election Mail Observations for the 2020 General and 2021 Georgia Runoff Elections project, we found significant operational delays of international packages and safety and security risks that we believe warrant management’s immediate attention and corrective action.

The U.S. Postal Service processed over 729 million pieces of international mail and parcels in fiscal year (FY) 2020 and the Chicago ISC is one of five Postal Service facilities that are primarily responsible for processing international inbound and outbound volume. A key segment of these mailings are packages, such as those sent using International First-Class, Priority, or Express Mail service.

    This is ridiculous, a major usps facility lacking support and no corrective action i think action needs to be taken and people need to be held accountable i've been waiting a month for a parcel now neither USPS or Chicago International Distribution Center have been helpful and i'm frustrated this is how its being handled lack of information, making businesses look bad people still having to pay for shipping when this can be corrected. I have had parcels come within a week to Canada from the states using USPS at least New York has it together. How man more complaints do people need to make to have this corrected do you realize the impact you are having on businesses for the non shallant attitude of "you're package will come when it comes" seems a load of ........ to me. One very frustrated Canadian customer

    Tracking says my small package from the U.K. processed through Chicago ISC on 23 June. If so. it should have turned up at Aurora or Bensenville for forwarding to the local PO. Ir hasn't. Filed a report and my local PO said it would be "Investigated". Some how it's comforting to learn I'm not the only one experiencing delays from the U.K to Chicago. I read the IG report & saw the photos and IMO Chicago ISC needs to be shut down until they can be properly equipped, staffed & managed. This is something one would expect from a developing country not the USA.

    I ordered something from an artist in the UK. This package got stuck on April 20th. I filed five service request and requested to be called. They were all closed without contact. I called and waited for the them to call me back an hour later. Each person told me that they did not know. I had an email chain with my local post and they told me it was stuck in the ISC Chicago. Their latest on told me that there is nothing they can do after six month... It had only been two at that point. When I got ahold of someone in this facility they told me they did not have it. I keep calling this facility and leaving messages and no on calls back. The art was not cheap. The guy Trump put in charge should be fired.

    I ordered my item on June 17, 2021 and on June 24th it was processed through facility at ISC Chicago. I was worried after reading some of these comments that my item was never going to move from there.. Well, turns out that I never got a text when it did leave from there... or even if it left another facility after that, because it showed up in my mailbox yesterday, July 2nd. My advice is to be patient with them, and who knows.. it could be coming to you even if it doesn't say it is.

    I have a package, a t-shirt, shipped from England that has been in this ISC Chicago facility since June 12. I cannot get an answer as to when it will be released to be delivered. The USPS tracking says it was processed on June 12 however there are no further updates.

    Clearly still huge problems here. I ordered a small item from Sweden, which arrived at ISC May 20: May 20, 2021, 9:17 pm Processed Through Facility ISC CHICAGO IL (USPS) Then no further tracking of any kind until July 1: July 1, 2021, 8:17 pm Arrived at USPS Regional Destination Facility CHICAGO IL INTERNATIONAL DISTRIBUTION CENTER Your item arrived at our CHICAGO IL INTERNATIONAL DISTRIBUTION CENTER destination facility on July 1, 2021 at 8:17 pm. The item is currently in transit to the destination. 40 days in there, with no mention of customs, so it was just sitting in the facility somewhere, likely behind or under something else. Clearly the problems about Chicago ISC in the report are still ongoing.

    Yes I agree with you. USPS is saying it is delaying because of custom but no... Processed through facility means it has cleared the custom I believe. It is just sitting in Chicago. Mine still sitting in Chicago since 8th June and with the same update- Processed through Regional facility. How could custom take 1 and more month to clear packages?

    It's nice to see some people started to received their packages. This kind of give us some hope. My package arrived at ISC CHICAGO IL on 5/15/21 from Singapore (5/1/21), but there hasn't been any update since. The seller won't issue a refund because it's "NOT LOST" but we all know quite a few packages came in here never made it out like some kind of scary movie plot. This facility needs to be checked regularly and make sure the workers are doing their job!

    *** URGENT APPEAL FOR THE USPS *** Chicago ISC facility should be CLOSED until they are able to solve the issues, which have been identified in the May 12th audit report! Too many international sellers are being negativley impacted by the huge delays that occur when their packages pass through this facility. Delays of more than 2 months are very common. In the audit report it is stated that this facility does not prioritize mail in the order that it has arrived, or even by the class of mail. Pointing out that packages are placed in containers which are stored wherever there is room, and often forgotten about for months on end. No international mail should be allowed to pass through this facility, until they are able to follow the USPS’s rules and regulations! *** Please send help to this facility ASAP because they are clearly severely backlogged.

    I wanted to provide an update to my comment that was posted last week. My package (a pair of earrings) was delivered today (July 1) in perfect condition. My package had arrived at ISC Chicago on June 10th from the UK and I didn’t see any additional status updates until last night when it arrived at our local hub which is located outside the Detroit Metro area. I really believe the ISC is backed up and everyone should receive their packages soon. I also wanted to let everyone know that if you’re worried that customs is holding your package, it is my understanding that US Customs will send a letter to the package recipient that details the reasons as well as next steps. I also wanted to share that the type of item(s) as well as where it was shipped can cause delays as well. I wanted to share my feedback with everyone to let you know that I waited 3 weeks for my item and received it. Hopefully you all will receive your packages soon as well!

    Package sat in Chicago ISC for about 6 weeks and was finally delivered yesterday........to the wrong address!!!! Still waiting to hear the final explanation, but I was told it was likely a duplicate tracking number that sent it to a completely different place than where it was supposed to go. I can't believe that is even a thing that can possibly happen. USPS you had one job. But for those of you still waiting, my package did at least make it out of Chicago ISC after a month and a half.

    I have been trying to speak to USPS customer service on the phone number given a person never answers I have left several messages about my package sent from UK which as been in ISC Chicago IL USPS since 20 th June today is 1 July when I try to complete email form it will only accept us or Canada details not UK despite leaving several messages on phone no in one gets back to me. I was informed that packages get to ups after they have been through customs and should move on in a day back in April a package I sent was delivered super quick but not this time.

    I have the same exact issue. I have a package from the UK that arrived on June 9th it said I was going to get it the following Wednesday and then the expected tracking information disappeared and it shows it's just there at ISC in Chicago. I contacted USPS which you can only email and not call, and they said that they're sorry but there's nothing they could do because ISC has not released it to them.

    My package arrived in Chicago June 9th and I haven’t gotten an update since. Submitted a request to usps for more info and they told me it could be stuck in customs for up to 6 months! I don’t even have confirmation that it had been sent to customs yet though and according to the inspector general’s report some packages are not making it to customs and simply getting lost in the chaos. Bring back overtime or hire more people NOW, please. “Training” is not going to fix a lack of manpower for the terrible backlog that seems to have developed here.

    For all of the USPS representatives giving folks the answer that there is nothing they can do because ISC facilities are operated by CBP and not USPS, that is false. CPB's own website states that: "The International Sorting Center (ISC) is a U.S. Postal Service Processing Facility and not a CBP one. If the post office has a tracking number that indicates the package went into CBP, but no record of it exiting the facility, you might ask USPS's customer service representatives to work directly with the CBP facility to see if it is still there - although the absence of a record is not proof that the package is still in the CBP area." There has to be some level of communication between CBP and USPS to fix this. I've now gone months without word of any movement on a package, and the follow up package the seller kindly sent to because they felt so bad is now lost in the ISC black hole as well.

    I had an international package that arrived at this facility on June 15th and was supposed to be delivered on the 18th according to tracking info. When it didn't arrive I filed a help request and USPS called and left a message saying it was being held by customs and to call and see when it was going to be released. When I called customs they said there was no evidence it was being held and it was likely just stuck at the international service center in Chicago and to google the center to see how many people were in the same situation. My help request with USPS was marked as resolved and it won't allow me to file another one with the same tracking number. Not sure what to do at this point but it's very frustrating!

    I sent a package to Australia on June 5. It finally left Chicago on June 29. This package was sent international priority with aGUARANTEED delivery by 6/21. Part of that shipping policy was a guaranteed delivery date or your money back. I’ve filed a claim with the USPS for a refund. This is absolutely ridiculous and unacceptable.

    My item was shipped from UK June 3rd, arrived and processed in Chicago June 9th, 20 days ago and nothing has changed. I contacted USPS yesterday and the lady said I just had to be patient and wait for it to arrive and that it could take over a month to receive. How is this acceptable?

    For my birthday, my husband purchased a piece from one of my favorite artists in Greece - he shipped it to us on May 12th, and it's been sitting in Chicago ISC since May 18th with no movement. Multiple lost package tickets have been submitted - they respond saying our issue has been resolved. What complete and utter garbage. This isn't the first time this has happened at this particular office either, but this is the most egregious since at this point in time, we're out about $500 on a lost piece of artwork. Hire some temps to get through the mountain of mail, and while you're at it, brush up on the concept of FIFO. X-(

    Two packages from UK, one said processed through customs March 23 the other May 18, have received neither and no new tracking updates since. So now well over 3 months on one and going on two months with the other. Beyond unacceptable! Both are gifts for long past birthdays. I filed complaint and update with usps they called said there was nothing they could do. One cannot file with customs and the phone numbers I have nobody answers or returns messages. I don’t expect much of anything related to government works well anymore.

We are gong on 3 months!! yet somehow a package received by them on June 3rd was released the other day?? I cant even figure out who to contact to do something about it...

    Good to know - I will make sure I don't order anything international. This is disheartening and I hope it gets fixed soon and that other people know so that money isn't wasted on packages they will not receive for a long time if ever.

    All the comments reflect people with the same issue...... I understand things can be delayed, and getting everything up and running after the problems with the pandemic.....I can somewhat understand. But everyone has serious, legitimate concerns, and issues with trusting that their package, whatever it may be ~ will be recieved. I think drastic situations, call for drastic measures....... HIRE MORE WORKERS, until you get through this nightmare. People can't be expected to wait forever, for wedding invitations, wedding bouquets, and whatever else they paid for..... and expected to receive. Its really not expecting too much..... HIRE the manpower necessary......and work 24/7 until you get caught up!!
