While conducting site visits at the Chicago International Service Center (ISC) for our International Election Mail Observations for the 2020 General and 2021 Georgia Runoff Elections project, we found significant operational delays of international packages and safety and security risks that we believe warrant management’s immediate attention and corrective action.

The U.S. Postal Service processed over 729 million pieces of international mail and parcels in fiscal year (FY) 2020 and the Chicago ISC is one of five Postal Service facilities that are primarily responsible for processing international inbound and outbound volume. A key segment of these mailings are packages, such as those sent using International First-Class, Priority, or Express Mail service.

    Package processed through ISC Chicago April 24, 2021, estimated delivery date April 28, 2021. I just checked on the status of the package and I get this: "Label Created, not yet in system A status update is not yet available on your package. It will be available when the shipper provides an update or the package is delivered to USPS. Check back soon." The shipper can't provide an update since it's been in USPS hands since April 24 and evidently USPS doesn't think it's been delivered to USPS (see previous tracking) ???? At this point there are no words, at least none I care to put in print.

    I recently ordered 3 items and only 1 of the 3 arrived. Prior to only 1 parcel arriving to my location i track all my parcels daily and enter my e-mail info to receive updates as well. So, I decided to order the 2 items from the retailer notifying them that I didn't receive all of my mail, they then re-mailed my 2 items again free of charge. This time, I was notified on 27 Aug around 8:58 pm Chicago time that they lost my items. So, I decided to submit a complaint via the USPS website regarding this situation. After their response I have to do 2 actions: I have to submit a missing mail search request after 7 business days and in-conjunction to that since it's a "insured package" I then need to submit a claim. Well, this is a lot for mail that should be accounted for anyways since correct me if i'm wrong all packages have a tracking number and are monitored until it's delivered to it's destination, this is inconvenient as hell but, hey it's life and there is always something that is gonna happen. Regardless, I really need this item so i'm tracking it like a hawk this time to make sure it gets to me this time as of 3 Sept; it says it will be here 17 Sept (quite awhile) but i don't care I will ensure IT WILL get to me. In the meantime, if there is mail theft occurring they will get investigated for this, as i'm not the only customer that is experiencing this. I'm sure there are other factors, i hope something works out for everyone in the end.

    Guys, I sympathize very much with all of you, who also found themselves in such a situation. The circumstances are difficult because, in fact, each of us is alone in our own trouble. USPS doesn't want to help us. I was faced with that fact after I came to the postmaster of the office from which I shipped my package; he did not even want to talk to me! And like you, I don't understand why I paid so much money for a delivery for which I have to wait several weeks for the package to just leave Chicago. Why should we all endure such mockery for our money? Let's get moving! For starters, everyone with a package stuck in Chicago should go to the nearest post office and write a letter to the postmaster/manager of the post office. Below I am attaching a sample text of this letter. You can add to the sample text as you see fit. You need to print 2 copies. Your copy must be signed by the postmaster/manager; this will be the proof which you can use later.     My package is saying its left your facility but has not shown up to my apo yet. This was on August 11th it is now September 2nd. This is the longest it has taken for a priority mail package to come in from the states. Its upsetting that as military we have to use apo and our family send us packages and they do not arrive in time before we leave for a mission

    I'm going on a week with a package sitting in Chicago with no movement, while it only took four days to get it from London to Chicago. Then, another local package being sent was accepted at a Chicago area Post Office and has been there "in possession" of the USPS since Sept. 29? Four days, and it's only a seven hour drive to Chicago. I thought it was a double-fluke, but just look at this laundry list of complaints! Egad, something's rotten up there is my guess. I read the head was removed back in June or July due to the excessive backlogs. But other commenters said it right: why are they not diverting this backlog to other hubs? People are missing important documents, likely prescriptions and other urgent items and this has been going on all year? If after replacing the Chicago head the problem has just continued (for months), how is there not more accountability? I love and respect the USPS and several family members and friends have worked hard there all their lives. But if this was a private delivery company operating the way Chicago appears to be, it would have collapsed in the market long ago.

    We are overseas Apo address (considered a US address) and I shipped back an item to be returned to Amazon. It has been processed through the facility aug 26 and still no movement. I need to get this package moving so I can get my refund of $279. If it doesn’t get received on time then I would also be losing out on shipping of $31.50. Since USPS is the only available carrier beside using our host country’s carrier I would have just gone with another US carrier if possible. It is now sept 1st and I’m getting antsy!

    I am waiting two packages since May. They both seem to be stuck at Chicago. The first has arrived, departed and the arrived again at the O'Hare airport. No movement since the 13th of May. My country post and custom do not have it in their possession, so it's still is US territory. The other has entered the Distribution Center on the 18th of May. It went out of it two months later ... only to enter again on the 18th of July. No update ever since. I am in need of help. I am international. I want answers as to why this ridiculous thing is happening. It doesn't make any sense, and the only answers I have gotten so far have been vague at best.

    My priority international mail parcel from the US is stuck in the Chicago International Service Center (ISC). I contacted the Chicago ISC by phone: 773-894-9100. They gave me the number 312-983-8403, but nobody answers almost always there, I called without stopping to speak with a living person. When they finally answered my call, they did not give me any information but immediately gave me a USPS number 800-222-1811, where I did not get any result, because they gave me only information that is on the USPS website. The situation has become preposterous. This is the definition of a loop, where no one knows anything and nobody is holding any responsibility. The only way I can see that we can get a result is to sue the USPS for money. They need to provide us compensation not only for our lost time but also for the stress caused. Those who are interested in a class action, please reply to my comment.

    You would think that if Chicago is so backlogged, they would re-route to other centers till Chicago gets caught up. So here's the tracking on my package that STILL hasn't been delivered. The July 24 and August 10 entries are things that have appeared in the tracking history (I have screen shots) that are no longer there but it would *appear* my package has left Chicago 3 times. Also it seems it was in Chicago from June 11 to August 23. After countless calls and claims, the package finally was sent overseas, but now I am hearing that the receiving country is going to send it back due to conflict with USPS. What a joke!!!     This is getting ridiculous! I mailed a small package from Vermont Priority Mail on July 9 to South Africa. I've done this a few times before with no time issue until it gets to South Africa. My package arrived in Chicago on July 13th. The updates claim that it was processed thru Chicago on Aug. 2nd. That's almost a MONTH just within the U.S.!! I PAID FOR PRIORITY MAIL!!! Now I have no further updates and my daughter still doesn't have the documents she needs!

    Like many others, I had a parcel sitting in Chicago for a month. A parcel that I bought from another seller which was shipped through Jamaica NY 10 days later than this parcel has already arrived two weeks ago. The disparity between the speed of service across different distribution centers is appalling. I stumbled upon this page while looking for some answers. Not that any changes implemented would be in time to resolve my parcel issue at point, but am still glad to see this issue being addressed. Hopefully things improve for others in the future.

    On about 6/28 I mailed two "priority mail" international packages at the same time to the same recipient in Asia. Both boxes were forwarded from San Francisco to Chicago. OMG. Doesn't anybody at the post office know anything about geography. One box took 4 weeks to get to it's destination; the other box took EIGHT weeks. In both instances, the boxes were stuck in Chicago for 3-7 weeks. Totally unacceptable ! SFO is a gateway to Asia. Mail should be dispatched directly from SFO. In both cases above, from Chicago the boxes went to the Middle East (Doha) to Vietnam to Cambodia. I expect better from the USPS.

    **** UPDATE ON STATUS **** I ship a lot of shipments from Copenhagen, Denmark. They all go through ISC Chicago and right now new shipments clears ISC Chicago in about 4 weeks to a Month. I still think that it is a long time compared to the other ISC’s. I still have shipments in ISC Chicago from April, May and June so they haven’t cleared their backlog totally yet.

    Dropped off express priority mail package 7/28 but still show " in transit to destination" as of 8/20. About 20 page documents, paid $67 for 3-5 days delivery. These documents were to use for visa interview 8/18. The visa application was hold and pending with these documents. I didn't want to use USPS services at first place. After filled out Fedex label, the postman said Fedex does'nt deliver to residential address and recommended express priority 3-5 day delivery. It turns out a big mess. I thought it would be a couple days delay but never realize it could be several months delay like others here. It looks it's a horrible failure in Chicago center rather than airline cargo capacities. Never use USPS again.

    Ordered an item from a US store on July 25th, and item was received and accepted by USPS on August 5th. From then, updates were constantly given; however, when the item arrived at some facility in Chicago on August 10th, updates had stopped. It seems to have been stuck in there and no more updates given since then. First Class Shipping was supposed to be 11-20 days delivery for international but its almost 20 days now, and I haven't received my order yet. I just hope they didn't lose it. :(

    My package has been sitting in ISC Chicago since June 6th. I called 773-894-9100 and was told it would ship next week on 3 separate occasions over a 3 week period. They said the container was unloaded but some parcels were still "missing". They have to be in the building.....correct? I think I could look over the whole building and find the package before they'll ship mine. I feel for the workers there.....you know they don't like answering the phone knowing it's bad news on the other end with frustrated customers and it's obvious they have little or no training whatsoever.
