This report presents the results of our audit assessing mail delivery and customer service issues at the Greenpoint and Williamsburg Stations, Brooklyn, NY. We conducted this audit in response to a June 21, 2019, request from four New York members of Congress (Senators Charles Schumer and Kirsten Gillibrand, and Representatives Nydia Velazquez and Carolyn Maloney) and New York state Assemblyman Joseph Lentol. These members raised concerns of untimely mail deliveries, misdeliveries, and no deliveries in specific ZIP Codes in Brooklyn, NY.

We found undelivered and delayed mail at both stations as well as deficiencies in scanning. We also found unsecured bank deposits, cash drawers, money orders, and stamps as well as significant building safety and maintenance issues.

On top of it all, they are liars: I was at home all day today and the notice online says they came at 2.41pm to deliver a package and I was not home. It is the 2nd time it happens over the last 10 days. And it happened before. This time I know I am waiting for a package because I ordered something, but In the past It was a gift and I had no idea there was a package waiting for me in the post office for 2 months! Also now I have to go to the post office with my newborn while we are in the middle of the Covid crisis?!

This is just crazy that these mail carriers will give your mails and package to people without asking for verification and looking to see it there is card have the mail box address on it. Everytime I check my mail box I am not receiving my mails on time or at all. I have been waiting on a mail since last week Wednesday and today is now Tuesday, March 10 and still I have an empty mailbox and the only one that holds the keys for my mailbox I’m not sure why I’m not receiving my mails the mail carriers should be asking individuals for IDs before they can handover your meals to strangers . For this to be a federal business a lot of Fraudulent activities are taking place and it needs to be a stop to it. These unworthy carriers needs to be retrained. It’s just not fair that people have to suffer when this is an occupation that have strick rules and regulations that need to followed.

This is not new news. It is a continuum. Years ago, Rangel, Green, & Weiss (all M.C.s, Manhattan) brought PMG Bolger to Manhattan to address this very same issue. And before then. And after then.

I recently had mail, that did not belong to me or anyone in my house, delivered to me. This is from the Greenpoint Post Office. One envelope was addressed to someone about 5 blocks away. The other wasn't even the correct zip code, it is for someone 6 miles away in 11210.

Since when has package delivery become a courtesy and not the job. I was told by postal managers in Brooklyn that package are to be left by the mailbox in the lobby. Package Delivery people do not have to deliver to the apartment door period. Nor do they have to tell you your package is there. They can just dump it, steal it, or give it to the wrong person does not matter to the post office. Your words not mine.

When I used to live in Brooklyn I literally developed a “post office fobia”, fear of lost package, fear going inside the post office, fear of talking to clerk always expecting an attitude and mean face. Selling and buying in eBay was another nightmare. My boss in the medical office often had stolen and lost checks from insurances. When I moved to Florida things got better, package was not stolen like in Brooklyn. But what surprised me recently when I filed a claim about the lost package is that supervisor in the local post office said don’t worry, you will get your money back from Victoria secret (my package was lost from them), that companies like that protected. That made me think it’s not only they don’t care, they are very sure they got away with that. Not to mention their customer service and talking to clerks with attitude is another fobia.

I can tell you with some certainty that this is more common than many realize. You've got to get some neutral observers down to look into the situations in offices around the country, and do it without pre-warning local officials to give them time to hide it. There is a curtain that exists that hides what goes on between higher level management and the District and lower levels. As an employee, I care about the future of the Service and I've never seen things as bad as they are now in over 27 years.

After reading the findings of the evaluation, including the actions needed/taken, I wanted to express that unfortunately, I do not feel that much improvement has been made at this station. This weekend (1/4/19), I received mail dated mid-August. This has happened several times to me—mail being delivered months late. Last week during a visit to the office I was again quite disgusted with the condition of the station. Frankly, it is filthy and a mess. Staff at the station continues to be rude and quite slow and checks their phones while working. I could hear staff shouting and cursing behind the window while children stood in line with their parents. Packages were piled up outside of the drop off window untouched from an entire day’s worth of people dropping off. A few months prior I went to the post office when it opened (around 9 a.m.) to mail something—no one came to the window to help the long line of people waiting until 9:45 a.m. It was truly unbelievable. We were ringing the bell, knocking on the window and no one came despite the fact that workers were present in the back. I am hopeful that the evaluation will create real change, but I really must insist that the Greenpoint station continues to be an extremely unpleasant place to visit. My hope is that the IG's team will continue to stay on top of this post office to ensure we received adequate service and a pleasant experience.

The mail delivery for 11206 (South Williamsburg / Bushwick) is HORRIBLE. The letter carriers do not seem to care about doing their jobs at all. We routinely get neighbors' mail--not just mix ups between apartments but mail for other buildings on other streets. Sometimes the carrier will stuff all of our building's mail in the box for one apartment; they can't even be bothered to look at apartment numbers. I recently moved to a new apartment in the same zip code and immediately filled out a change-of-address form. It's been 2 months and I have not received even one piece of mail forwarded from my last address. This audit is a great start but please look into the actions of individual letter carriers whose routes have received complaints.

This report is *so much better* than good enough for government work. I am legitimately impressed! It's thorough, readable, carefully designed, and actually gives me the sense that you're invested in improving the efficacy and reliability of the postal system. Thank you for exceeding my expectations!

I reside in Williamsburg and I find it horrible that the postal workers don’t even put the mail in the mailboxes. I find the mail on the floor and the people in the building are taking other people’s mail and packages. Something needs to be done to make delivery easier and safer for tenants.
