• Project Title:
  • Study of Service Performance Metrics
  • Start Date:
  • Tuesday, November 27, 2018
  • Estimated Report Release Date:
  • July 2019

The Postal Service has service performance goals for time it should take to deliver a piece of mail after it is collected. These goals are called Service Standards, and they vary by class of mail and by distance between collection and delivery locations.

We plan to analyze service performance metrics and cost trends for Priority, First-Class, Periodical, Marketing, and package mail over the last five years.

  • Overall, how effective is the Postal Service in accepting, processing, transporting and delivering mail in timely manner?
  • Do you experience a difference in timeliness between a letter, flat, or package?
  • Have you experienced a significant change, either positive or negative, over the last five years?

I have been experiencing more and more problems with delivery to my house. Most recently I've had a problem with mail not being delivered in a timely manner. Currently I've have a Certified letter from Social Security that should have been delivered on December 20th. It arrived at the Dayton, Ohio Distribution Center at 11:47 a.m. on the 19th. At 4:32 a.m. on the 20th, the letter left the Distribution Center to make the 3.9 mi., 10 minute trip to the Dabel Branch on Forrer Blvd. On the 20th, my Informed Delivery showed that I had three letters scheduled for deliver that day - one of them was the Certified Letter. When the mail came on the 20th, I only received two letters - the Certified Letter was not delivered (yes, I was home). When I checked my Informed Delivery today it showed that the letter, as of 12 a.m. on the 21st, was "In Transit to Next Facility'. The last time this happened I had a Certified Letter that left the Dayton Distribution Center and was 'In Transit to The Next Facility' (again, only 10 minuted away) for the next five days before being delivered. This is one of many problems that I have been experiencing. Lately, when ever there is a substitute delivery agent on my route (the regular delivery agent is great), I often don't get any mail. Even when my Informed Delivery shows that I have multiple pieces scheduled for delivery. When this happens I usually get two deliveries the next day. I've also had times when my Amazon Prime two day deliveries (that left Amazon in a timely manner) take three days. Again, when is't a substitute delivery agent.

Mail is getting progressively more and more delayed. "Priority" parcels are still undelivered ten days after collection. Important paperwork is flat out not being received at all. I've had to move my shipping from USPS to UPS because USPS is so unreliable. Tracking services are worthless -- the current package I'm waiting on hasn't had an update in five days.

To add to the comments about calling customer service: I was never able to reach a person. Every avenue I tried on the automated system either looped me back to the main menu or hung up on me.

I'm having same issues, one with two boxes of Xmas presents and one with an Amazon order (Amazon's website has more current info than USPS, go figure). When you finally get someone, they fill out a complaint, then you get a call from your local PO telling you that they have 3 times the mail this year and you'll just have to wait, that it's in transit. I still think they should refund the Priority Mail fee. My boxes were mailed the 13th, tracking still shows "In Transit". Use UPS or FedEx next time, USPS is the worst.

I had a horrible experience at the USPS in Medford, MA, right next to Tufts University. The lady working there was incredibly rude, and was truly awful at her job. Not only did she refuse to be helpful, but almost sent all of my packages to a random address that had nothing in common with the one that I had written down (leading me to assume that she was either stupid, lazy, or perhaps intentionally wanted to send my packages to the wrong place...but honestly it might have been all three). I have never been so frustrated or had a worse customer service experience. Furthermore, my packages were supposed to arrive yesterday, but they did not. The tracking section of the website gave no reason or explanation, and could not even tell me where the boxes were. I attempted to call, but sat on hold for hours. Rest assured, I will never use USPS again.

I mailed a Priority package on 12/06/18 from Tuskegee, AL to Mancos, Co. It has still not arrived 12/10/18. Our post office says that it is stuck in the Denver Co. Processing Center. Our tracking information says that since 12/17/18 it is "In transit" to the next destination and to expect a delay. In addition our substitute rural carrier will not deliver the packages from Amazon if they are large. She lies and says there is no one to accept them or the dogs are out. We have to go the post office to get them after a few days. I think that Amazon is going to have to use another service to get our merchandise to us.

I do not beleive USPS delivers items in a timely nor effective manner. Packages usually get delayrd more often than flat mail. The change in custiner service quality, delivery times, and overall performance has drastically downgraded in the past 5 years. I used to be able to mail a letter to FL that would arrive in 3 business days. Now I’ve mailed 4/5 letters total and only 1 made it. All other were lost in limbo. I never receive packages in a timely manner and it takes forever to get info on delayed packages as not one Custome Service respresentative is kind enough to pick up calls at the USPS 1-877 number. Much less does a clerk pick up the phone at the local post office. All in all the customer experience is a grueling one at best.

As a business, I have noticed significant changes in the past five years especially when it comes to packages. Informed Delivery is great. However, while our business was in the Midwest (Ohio) we never had a significant problem with mail delay. We ship almost exclusively priority mail and could rely on 2 or 3 Days as stated on the label. Unfortunately, that is NOT the case since we recently relocated to the PA/DE area. Any package that needs to go through the Philadelphia PA Network Distribution Center is significantly delayed. In the past 20 Priority Mail packages sent - only 1 has been delivered in 2-3 days. We are seriously considering utilizing another service. This is incredibly disheartening.

I sent a package to my son (from Florida to Torrance, CA) on 12/12/18... it arrived at its destination on the 14th... BUT... he had an old forwarding address on file. So now -- five days later -- it is still 'in transit' and the postal employee I spoke with said it is in the Processing Plant waiting to be forwarded... yet she cannot tell me where the plant even is. There is no accountability -- she even tried to tell me there was no number to call, then said when she calls it nobody answers... this package was not only Christmas gifts, but important paperwork as well. I have always held the USPS in high esteem -- until this. This is the worst customer service I have ever seen. There is no accountability, no responsibility, no fact checking... for all I know an employee stole my package! "They" do not consider it lost until 30 days passes... 30 days??!! What crock! This is PRIORITY MAIL??

I work for a political mail firm - during the election cycle this year we did a project that had first class postage on it and was red tagged - It was delivered to the post office on 10/29 (ish - I have paperwork). In MULTIPLE states the pieces were not delivered to customers until after 11/14. I have opened a formal compliant with my Sales Rep, called the mail house and still no answers. This has never happened before and all of my presort standard pieces that mailed on the same day were received. This project again had first class postage. I have never seen a delay like this - Can I get a postage refund?

I mailed a Christmas card on 12 Dec 2018 and it has not been received yet. It was mailed at the Bossier City, LA post office on Barksdale Blvd to Balchsprings, TX. How long should it take to be received?

I mailed a box of christmas presents from Marietta, GA on Dec. 8 priority mail, for delivery no later than Dec. 11. The package has NOT arrived at the destination (6 hours away). Tracking shows it arrived at the ATLANTA-PEACHTREE GA DISTRIBUTION CENTER on Dec. 9. I have been told that the update on Dec. 13 that the package will arrive late and is still in transit is just a computer generated update when there hasn't been an actual scan. Where is my package? I will NEVER, EVER mail anything via the USPS again. The postal service is incompetent. I have little faith now that the package will ever arrive, much less in time for Christmas.

I work at a company where we send 3-5 checks out on almost a daily basis via regular USPS First Class using envelopes printed with postage from stamps.com. I mention this to just say that I used typed addresses, not handwritten and a printed on stamp, so there isn't a physical stamp to fall off. They are always clear and easy to read. Over the last 2-3 months, we have had a large number of items not reach their destination. Many of these go to addresses we mail to multiple times a month. Over 7 checks in October and 6 checks in November have not reached their destination and have not been returned. We hope that only the these items aren't reaching their destination since we also send other items and have no way to track them. All of our outgoing mail goes into a locked mailbox at our office complex in the Lawrenceville, GA 30043 area. We have been mailing out of this office for over 10 years, but this problem has just started occurring in the last 2-3 months and we aren't sure what to do to get it resolved.

The USPS service in the 27407 area (Greensboro, NC) is absolutely ridiculous. Either there or somewhere along the delivery route, once again the USPS has lost a very important package/padded envelope addressed to my parents for Christmas. Their excuse is the snows have hampered service. I can see it for a few days, but over a week? Mail from Nashville to Greensboro should not drag that long. Last year, they RTS because the newly assigned house number (USPS new assignment) was not recognized. Huh? USPS is the one that reassigned a number! All other mail was delivered, mine was RTS. If this gets resolved, I am not longer using USPS for sensitive documents. I'll use FedEx or UPS and pay the extra.

Overall, how effective is the Postal Service in accepting, processing, transporting and delivering mail in timely manner? The USPS in NYC is terrible!! None of the packages are delivered. Thank God for email and tracking because without that, my packages would be sent back. The lady who delivers in my neighborhood rings the bell for people to get there packages and if your not home, she doesn’t even leave the pink slip for you to go and retrieve your package. Do you experience a difference in timeliness between a letter, flat, or package? Our mail carrier route has changed and she’s been rerouted and have additional block to cover. She doesn’t get to my apartment building until 10 pm some nights to give us mail. That’s unacceptable. Y’all need to stop being cheap and hire more people during holidays even if it’s just temporary. My packages used to be delivered between 7-9, I’m lucky if she shows up at 10. Have you experienced a significant change, either positive or negative, over the last five years? It’s all been negative. Slower service, nastier attitudes and poor customer service. Y’all need to retrain and have secret shoppers come in and see how some of us are treated because it’s unacceptable and very unprofessional.

I mailed a package on December 3, 2018 at the Murrells Inlet (near Myrtle Beach, SC) post office. It was being sent to Houston, TX. Needless to say as of today, Dec. 19, the package has not been delivered. Tracking it comes up the same thing each time. "Your package will arrive later than expected, but is still on its way. It is currently in transit to the next facility”. It arrived in Oklahoma on 12/9/18, 6 days after mailing it, and sat there until it arrived at Dallas on 12/15/18. Each time I have tracked it, it says the same thing. Of course, everyone but the USPS knows this is unacceptable. The USPS could care less. After all, they are a government agency and everyone knows who the government looks out for. I specifically mailed it early because it is a Christmas gift for my new granddaughter who was born in October. So much for listening to the USPS about mailing things early. This branch of the government needs to be shut down. It is worthless. It doesn’t take a rocket scientist to see that the USPS is a bunch of incompetents who don’t know what they are supposed to do. Typical government agency. Pay more money for a lot less services. Postal workers don’t care if you get your mail. This is why I do my banking online. At least I know my bills are paid. I will use FedEx or UPS from here on. It might cost more but at least you will get compensation if the package doesn’t get delivered. I have never had a problem with either of them.

There has been a significant change in mail service at my address, and it is to the negative. Have mail that I have been expecting that never arrives. This has happened twice in the last three months with very important mail. The said pieces have NEVER arrived and I fear someone is stealing. I have gone to the post office in person, spoke with a supervisor who filled out a yellow form and said he would call me when they located my missing mail and of course there was no call. Then I have made a claim online with missing mail and have never received a response from that department either. Last Thursday morning I tested the mail service by mailing myself a card from only 3 miles away. Today is Tuesday and that card still has not arrived. Can't understand how a card mailed from 3 miles away cannot get here within 6 days. The USPS is the worst service in the world. I need to know who I can go to for help with the issues. Seems everywhere I have turned to so far has done no good.

    1. Overall, how effective is the Postal Service in accepting, processing, transporting and delivering mail in timely manner? - Not effective. Mail delivery is late or skipped altogether frequently. It is also misdelivered to wrong addresses. 2. Do you experience a difference in timeliness between a letter, flat, or package? - Letters are often several days late. Packages are mis-delivered altogether. 3. Have you experienced a significant change, either positive or negative, over the last five years? - The accuracy and timeliness of service has absolutely decreased in the last 5 years. I never had issues years ago and now, I never know if I'm even going to get my mail. Previous zip code 97223 Current zip code 83843 Issues in both zip code areas. Seems to be an issue throughout the entire organization.

I reside in Natchez, Mississippi. Many of my purchases are online and are shipped to me via USPS. In my case, delays in USPS shipping have become common. More often than not, the delays I am experiencing seem to be associated with the USPS Jackson Mississippi Distribution Center, which is in my opinion deserving of a targeted performance audit and managerial overhaul. In contrast, packages that pass through the Mobile Alabama Distribution Center generally arrive without delay. The sad fact is when I discuss what I am experiencing with others in my community, they relate similar experiences. It seems that poor experiences with USPS shipping are not limited to me alone. I now experience delays in USPS shipping so often that I am archiving the tracking data for each item that is delayed. When I have amassed data sufficient to support my assertion, it is my intent to tender a blistering letter of complaint to our current Postmaster General, Megan Brennan. As the head of the organization, she is ultimately responsible to all of us - the citizens, customers, and ratepayers.

He was in the process of ringing me out. ,Your employee screamed at me about being on the phone while my customer was still talking to me. Totally unprofessional, impolite, and I want to file a formal complaint, where can I do this ?

The Des Moines, Iowa, distribution center is apparently still a mess. I sent a package to Cedar Rapids, Iowa, on 11/29/18 by priority mail. It got to Des Moines, but they sent it to Mason City, Iowa (WRONG direction in Iowa and WRONG zip code) which sent to back to Salt Lake City (rather than Des Moines or even Cedar Rapids). Since then it has been in the USPS version of the Bermuda Triangle: Salt Lake to Des Moines to Denver to Salt Lake to Des Moines. It would be nice if I could at least get the package back and send it by FedEx, but I assume I may just have to make a claim for a lost package and buy replacement presents for my aunt.

I live on Maple St in North Berwick, ME. I have had several days over the last year where mail was simply not delivered. When I’ve called the post office for clarification, the only answer I received was “we didn’t get out to deliver mail today”. That’s great. I wish I could show up to work and decide “I don’t feel like working today” and let all my patients down. This has happened more than it should. It should not be this hard to get my mail. Something needs to be corrected here.

I mailed two packages at the same time to the same address. Both sent priority mail from Edgewood, NM to Weatherford, TX. I sent them on the 6th. One package finally made it a week after sending. The other one is who knows where. Why offer priority mail if there is no actual priority shipping. This is the first time this has happened when I have sent a package. The second package is still showing:' Your package will arrive later than expected, but is still on its way. It is currently in transit to the next facility'. This is unacceptable.

I live in a community that has a large mail box. The boxes have been left open. We as a community are not getting our mail. Most of us have signed up for the Post Office website that shows us what mail we should be getting. But if the mail carrier puts in the wrong unit, it will still showed as delivered but we never actually received. I have gotten my neighbors mail about 6 times this year. One piece of mail wasn't even for the correct city.. Most of it looked important. So if I am getting theirs, where is my mail going. Some of us complained to the local post office and it seems like a waste of time. It would be helpful if the local Post Master could audit. The most effective way would be to follow up after the carrier is done and verify if correct mail is in the correct boxes.

As of today, 12/17/18 the post office left 3 packages at my front door that were not mine nor to any address on my block. They went to 3 different addresses in Houston. My post office is Oak Forest, so I returned them to this office. I went in and asked for the manage, they never came to the front desk, so I was told to go to the Customer Service window. The lady in Customer Service told me I was the third person today to bring in packages that were delivered incorrectly. She thanked me for being honest and bringing in the packages. My mail carrier told me I was the 5th person today to tell him of this problem. This problem needs to be addressed and the manager of the Oak Forest post office doesn't seem to care. What if someone is waiting on medications. That is a scary thought. Hope someone can be of assistance to this issue.

In many of the cases the package never appear, and its really bad because we are business that is affected for that treat. I wish the post office would deliver my mail! They actually started sending my mail back with the yellow sticker saying "return to sender, moved, no forwarding address on file" Needless to say I hadn't moved!!!! I thought my carrier was just being lazy as I would receive some items of my mail but not everything, so I had mailed myself something from my work address, (that is how I know about the return to sender sticker!) when I went to the post office with the envelope that they sent return to sender, they could not explain why this was happening. When I called my utility companies they all said that they received returned mail on my account, however I am paid ahead so I wasn't late on anything! The manager at the post office was the most relaxed and carefree person about this and didn't seem to bother him that my mail was being sent back and I wasn't receiving it, he claimed he would research and call me back the next day. Well he called me back to see if I received mail the next day and that was it. I still do not have all of my mail, so I am now having my mail forwarded to a friend's house because the post office in my area is so unreliable! I also had the informed delivery app on my phone, and would mark the items as "not received" and nothing ever happened from that either.

Our mail carrier in Scotts Valley, CA now refuses to deliver mail to my all the units in our townhouse complex because she claims our mailboxes are obstructed. I park my car in a LEGAL street parking space between two sets of mailboxes. This means that the mail carrier cannot drive between the two, but must, rather, either get out of her car, or drive around mine to get to the next set of mailboxes. It's preposterous. The space between the mail boxes, as indicated, is a legal parking space on the street. If I move my car, someone else will just park there immediately. Either this lazy mail carrier needs to find another route (she's threatened before to stop delivery because people were parking directly in front of the mailboxes) or the city needs to make it illegal to park there.

On November 16, I dropped off a large box containing two new shoe pairs I was returning in the APC deposit box at USPS Post Office, 4602 21st St, Long Island City, NY 11101. This was a big mistake! Merrell who sent the return label with the shoes have not received the package yet (a month has passed!) and do not have a tracking number. As you are aware collection boxes do not issue receipts. Prove me wrong, but I can't help to think that a postal worker took advantage of the situation, never scanned the box and took the contents. The label has Merrell clearly written on it so this assumption isn't hard to make. My issue is that in the process I saved time by using self-service instead of a clerk who can give me a receipt, while losing $140. Lesson learned!

A lot of people dont realise that when they send odd shaped items, over sized items, magnetic items, tubes, rolls, very small parcels that it may take extra time to be delivered. These items are not intended to be ran on the large parcel sorters in the NDC's. These items tend to fall off the shorter, not get properly inducted or slip between areas in the large complex belt system that feeds these machines. "Mail search" is performed by dedicated mechanics multiple times a day on all shifts, they will also do extra in depth searches when complaints come in for lost mail. With every job anywhere, you will have lazy people that dont do there job and supervisors/managers that dont follow up on there employees work. Please understand that not every package which is lost is due to a bad USPS employee stealing your mail.

I've been waiting for a SIM card sent from my new cell phone provider in Texas to arrive in SoCal for for WEEKS now. It was sent November 23, 2018. It's been sitting... sitting... sitting unmoved in a distribution center in Dallas since then. (It's December 17, 2018 as I type this.) Because the SIM is pre-programmed with the phone number I'm porting from another company, I've been without ANY phone service since the day before the SIM was mailed. I had assumed the company was at fault until I got a tracking number- which showed my piece of mail sitting in Dallas. I filed a "missing mail" complaint and that's when my mail finally moved from Dallas to Los Angeles distribution center- about an 90 minute drive from my home. It's now been sitting in LA for THREE days. Tracking says it's enroute to its final destination (me) but there's been no movement or updates since it arrived in LA. I could've driven to LA and picked it up myself by now. Hell, I could've driven to DALLAS and picked it up myself by now. This is more than just "inconvenience" for me. My phone is my lifeline. I'm disabled, have medical issues, and I'm having surgery THIS WEEK. My phone number is attached to that SIM card stuck in USPS Limbo Hell. Too many doctors, clinics, pharmacies, caregivers/coordinators, etc are connected to that number, so I can't just go get another one. I don't know what else can be done to get this piece of small but important mail to my door. Especially during the Christmas mail crush right now. This isn't the first time this has happened; anything that goes through the Dallas distribution center is problematic and delayed. This is just the first time lost or delayed mail has had fairly dire consequence for me. Would love to see better, more detailed methods of tracking important mail, and better remedies available for the customer.

I sent two packages at the same time on 12-06-2018 to the same address, only 10 hours away. One finally arrived and the other is still 'in transit'. There have been no updates. Both were sent priority mail, which is not cheap. It is now 11 days past when I sent the package and it is still not delivered. No, they are not being timely in delivering mail, especially 'priority' mail.

My parcel has been in the ISC LAX facility since NOV 30, so I'm not feeling very good about the system at the moment, especially as said parcel contains gifts for my children and our friends AND was "Guaranteed Delivery" by Dec 5th (or Money Back, which the USPS is now disputing, as the parcel is in the care of Customs and therefore "beyond their control").

My local post office in New York Cathedral Station 10025 ARE THE WORST. Drivers possibly being lazy to deliver. You wait all day for your package to arrive, to then get a notification that an attempt was made 3 hours before saying Not deliverable/No secure delivery location/Left with doorman- when there isn't a doorman. Packages are NEVER delivered on date expected. Package are held 2-3 days at the station for no reason. When you go the office to get info, you receive no answer and terrible customer services, No one seems to be happy with their job here. Annoyed with the fact that UPS and Fedex transfer the packages to the Post office. See customer reviews for this location

Now I had to buy a padded package and add $3.50 over the original $2.00 postage. What was acceptable here was rejected elsewhere all for an extra $1.50. If it was such a tight line of discrimination, why harass me AND delay the arrival of my letter?

I have a package that has been at the Oklahoma city regional facility for a week now and it is important certified mail. Customer service says I am not able to just pick it up because it needs to be processed. Tracking says your package will arrive later than expected but is in transit to next facility. This is extremely important mail and I need to know how to get it

We repeatedly receive mail—first class and magazine/advertisements for addresses other than our own. Additionally, recently we received mail that was so late, offers for special sales had expired—by weeks! Our son mailed a card from Burlington, VT on 11/24. As of today (12/16) it has still not arrived. Letters to the editor of our local newspaper (Naples Daily News) suggest that we are not unique in this problem.

On 8 December 2018, I ordered Christmas stamps online. As of today the tracking status is stuck at "On the way to final Destination"- 12 December 2018 (Kansas City). Another tracking message states that they may have been delivered on 11 December. As of today though, no stamps have arrived. I have no stamps but was charged for them upon ordering. I will never purchase anything online from USPS again. This is just the latest fiasco - twice this year I used Priority Express overnight. In both cases delivery was not met overnight and my money was refunded. I appreciate getting the refunds but it was critical that the materials arrived overnight. Amazon should put you out of business!
