The Postal Service uses a staff modeling tool called the Function 1 Scheduler to determine optimum staffing levels at mail processing facilities. The tool utilizes data inputs such as mail volumes, types of mail processing machines, transportation arrival and departure times, and mail processing productivities. The Postmaster General said in July 2017 the Postal Service needs to match employee workhours to mail volume to offset higher than expected mail volume loss.
The objective of our audit is to determine if mail processing facilities are optimally staffed based on use of the Function 1 Scheduler.
