Silly Signs, Silly Rules –- Know Any?

Workplace rules exist for a reason. Some rules are designed to protect employees’ rights and their safety, while others protect the employer and workplace. Then there are some rules that are just plain silly, and we ask ourselves why are they even are in place.

Sometimes the best way to find these rules is to ask. Last March, Major General Michael Oates of the Army’s 10th Mountain Division asked for information on the stupidest rules or policies in the Army in his Mountain Sound Off blog. Soldiers commented on everything from uniform regulations to policies on leave. FederalTimes.com borrowed the same idea and asked its readers, “What are the dumbest workplace rules affecting you?”

Since we know you aren’t shy, we thought we’d ask you the same question about the Postal Service. What Postal Service workplace rules are hindering you from doing your job? Are there rules or processes in place that no longer apply or need to be changed to meet today’s business needs? Let us know what you think.

    Recently a USPS inspector conducted a no notice inspection of the Post Office. As a result, the Inspector identified that I, a HCR box delivery carrier had not been re-screened since being awarded the route (17 years). This includes a drug test. My problem is that I have been told that the costs involved are my responsibility and I will not be reimbursed. The facility that performs the drug test is 45 miles away, which will take approximately 21/2 hours of my time and gas. I told my Postmaster that I will not do it unless reimbursement is guaranteed.

    Do any postal carriers in the city actually do anything? Check out 3905 Hedgcoxe Rd, Plano, TX 75025 Tip, mail doesn't actually get delivered it just get shoved anywhere, addresses are just "Suggested stuffing locations" Stuff any items in ANY box at any address... what's anyone going to do? File a complaint with the IG LOL, good luck with that.

    Most all homes around me have boxes at their curb for home delivery. I, however, am not allowed this same service. I am told that because I live within a 1/2 mile of a rural post office, I will recieve a FREE PO box there. The lady who runs this office laughed and me and said that she had never heard of such a thing. Meanwhile, homes NEXT DOOR to this PO receive mail at their homes. My street is BETWEEN all these homes that do receive mail and they essentially have to pass by my house to deliver them. So, I can not get mail at my house, I watch the mail lady drive by AND I have to pay for my PO box. What about everyone is entitled to free mail service???

    Silly rules? Where do I start? I would be happy if the Postal Service just followed the rules already in place. Middle managers are constantly ORDERED by district staff to not only bend, break, and change the rules already in place in manuals such as the the ELM-Employee and Labor Relations Manual but also violate the National Agreements. On a daily basis a Postmaster or Supervisor may receive three or four contradictory instructions from different "bosses" for the same situation--none of which are in agreement with the written policy of the Postal Service. We have mandated safety audits and preach safety but require a lone female carrier to return back to the route to deliver a missorted utility bill after dark at a unlit trailer park in a crime ridden portion of town. IS THERE A BETTER WORD THAN SILLY? We travel HUNDREDS--THOUSANDS of extra miles daily and pay HUNDREDS OF DOLLARS PER LETTER to get a few missent 44 cent letters to the right office or to the right route. The public needs to know what is silly and why we are losing money. The ones that know we are doing it DONT want it. They want to know that ONCE they have gone to their mail box and retrieved their mail, we won't be back and put more in to stay overnight or for it to be stolen. Silly is not the right word, but worst of all is the intimidation FOR Postmasters NOT to follow the rules and using the OIG as a tool to threaten them. This is all done for the express purpose of manipulating numbers--making the district scores appear better than they are. THAT is an investigation the OIG needs to pursue. The EXFC numbers need to be what they really are--not what is gotten on the stress of the middle managers and at the possible expense of the carriers out after dark. Their safety is at stake. Please--before it is too late.

    How about the rule that they run the City Carrier mail first? Rural carriers drive more miles, farther away from the post office, carry more mail and do not curtail bulk and we wait for DPS in our office constantly. Management is bringing the clerks in half hour later and sending some of them home before rural DPS is even complete. The city carriers are ready to leave for the street almost before we get in at 8am, they start at 7 am, so any missort mail in the DPS now has to be run outfor delivery or to the city carriers by the janitors! We were told by management that the 8 am start time is "unacceptable" but we cannot change our start time and waiting nearly an hour for as little as three trays of DPS is mind boggling. One could almost understand the wait if they were buried in DPS but three trays? It is dark here by 4:45 pm and most of the Rurals in our office have evaluations that including lunch keep them out later than that, isn't safety a consideration either, now that daylight savings is over? Once the weather gets bad it will be even worse. On another note, they put in larger DPS machines a few months ago to help put an end our wait time and what is even more mind boggling is that the older, shorter ones that they removed sat on the back of Postal property in the rain for about a month before they brought in a dumpster and carted them off as scrap! Was there no outlet to sell these machines? How about using them for parts? Something! We keep hearing about the dire straights the USPS is in and then we see this waste?

    I was told by my manager that I should not share an internal document with the postmaster. The document showed current month and same period last year revenue by business and address. I wanted the postmaster to see what businesses in the zip code were generating revenue. I provided letters so the carriers could thank the customer. I was hoping to a get "bigger share of wallet" from current customers. My manager said it was wasting the time of the carrier and that I was trying to get them to do my job of prospecting for leads.

    This ones not a rule but more of a practice done by management... After they promote a craft employee to a Delivery Supervisor and then send them through the ASP course, they find out the person has no people skills, motivation, or ability to perform in the position. The usual solution...promote them to a Postmaster position in a small post office. This really sends a positive signal to all employees that even if you can't perform as a supervisor (any other EAS positions) we will just make you a Postmaster. And the 204B's that have been following behind the deadbeat supervisor and cleaning up the messes so the office still looks good on paper, can't get promoted because the useless emplyees are getting the small Postmaster positions. Really makes me want to be a 204B and work hard......

    Random drug tests/breathalyzer employees. Discuss basic hygiene and dental care with employees, enforce it. Train employees to use basic courtesy. Respect is too strong of a word. Psychological testing/counselling to employees with history of violent outbursts or anger issues. Enforce state/city tobacco laws on Postal property and in vehicles. Allow employees to use their earned sick leave without harassment. Eliminate all scans other than accountable postal items. Scheduled maintenance for vehicles so carriers may leave rain gear in vehicles. Properly train PTFs and allow them ample time to deliver a route in an accurate fashion. Stress confidentiality to supervisors and carriers (MYOB). Single out and discipline the carrier that is/has- not made 5, missed noon delivery on an Express, gotten in an accident, used too much sick leave, late for work all the time. Stop yelling at us as a group and stop giving me these memos!! Answer the phone within 5 rings. Clearly mark the customer entrance VS the Postal entrance lot. I'll think of more..

    Well said Pilgrim..... To add to that fine statement, There are definitely too many managers. I've always believed that you "manage" a program, project, etc. But you "supervise/lead" people. The Post Office desperately needs supervisors to replace the people who treat the workers as a tool to achieve a number or rating. Most people who have experience as a true supervisor want nothing to do with the postal service management because they see how they would be expected to treat the people, while being responsible for performing practically everything in the office for negligible increases in pay (actually a decrease in pay if you go by the number of hours worked). This leaves the supervisors to be filled with people having no experience in dealing with people, and a few weeks in ASP does not a supervisor make. Most of these people only take the position because they know its the only way to get into a cushy little Postmaster position at a level 13 or 15 office. They have no desire to actually be a supervisor. Its just a necessary evil.

    Managers like silly rules........Leaders do not. Managers look out for themselves......Leaders do not. Managers cover themselves in glory.......Leaders love to see their people shine. Managers make rules.......Leaders explain situations, seek input, decide best options, explain best options and watch their people and the mission succeed. We have toooooooooooooooooooooooooo many managers and a dirth of leaders. In 1919 West Point was in the depths of a hazing scandal which almost caused its closing. Douglas MacArthur was sent in as the new Superintendent. He recognized the problem in a speech to the Corps of Cadets. "West Point must create LEADERS of MEN, not Drivers of Men" was his comment. 23 years later we had the leaders MacArthur was talking about. Name a leader in the Post Office?

    "Stand by" room assignment for temporarily injured workers (carriers) who can perform some or most of their job functions and improve their condition while still being productive...but are paid to just sit and rot...while overtime being paid to others to cover all of carriers route and not some of...spend a dollar to save a dime mentality.

    My PM has a budget that he cannot meet because it is based on volume only and does not allow for the fact that he has three full-time clerks that are guaranteed eight hours. What is the point of having a budget that everyone knows cannot be met? I agree with many of the postings here, if only employees were asked for input and listened to... The resources in craft employees alone could turn around the USPS and make it the best company ever! It's time management understood that the people on the front lines have a huge contribution to make in terms of ideas and commitment. I have never seen a room full of employees doing nothing while others worked. Not that I haven't seen people slack from time to time (many times because of the total lack of respect and recognition from management), but I see a lot more people working hard to do their jobs well, even after withstanding years of harassment and ignorance by their management. They still show up every day, work hard and get their jobs done.

    Most of the silly practices I've encountered involve an area that has been hit on several times in this blog. Management is more concerned with making their "goals" than with the cost involved. 1. Pay someone to drive 60 miles to pick up a handful of missent letters. 2. Paying numerous people to make "special runs" for Express Mail items that did not make dispatch on time. 3. Scanning a 60 cent Delivery Confirmation label more times than a Certified or Insured item. Just to try and make sure we don't miss one delivery scan because thats the pet project of the time. We're doing scans now that a few years ago, when questioned about doing arrived at unit DelCon scans, we were told "can't do it". 4. Every employee is checked out before hiring them. Why doesn't management trust us. The "no personal items on the workroom floor" rule is a slap in the face concerning trust. 5. You hire a Postmaster to run an office, but they are not given the "authority" to run it as they see fit but they are held "responsible" when there's a problem with a rule generated by somebody in an office somewhere who has never even touched a piece of mail. Let the Postmasters and supervisors do their jobs and if they can't perform, get rid of them (don't just move them to a place where they do less harm/work). 6. Don't try to mandate policy for every office just because some offices/managers fail. Find the problem and fix it. Don't apply a band-aid by making another item to scan, form to sign, or report to submit. 7. Start treating a city carrier like rural carriers. Yea, I know, the Union won't agree to it. If you treated city carriers like rural carriers, you could eliminate so many programs, reports, headaches, and upper level EAS positions (reduce anyway). DOIS, MSP scans, street time/office time issues, deliveries per hour, office efficiency, street efficiency, requests for overtime, counting every little piece of mail for DOIS, pivot plans, and more I'm sure. And thats just in the local post office. How many OPs Support people are monitoring the "numbers" so they can tell us we're not doing good enough. Why are all these "numbers" only important for city routes and not rural. 8. The Associate Supervisor Program can not make a supervisor. If people have no experience in supervising people, why are they being selected as supervisors? Answer.....because anybody with any experience can see how the supervisors are treated/paid and unless they "have to" will avoid it like the plague. Supervisors get dumped on from both side and don't get paid appropriately for the crap the put up with. (I'm referring to the rare, qualified supervisor). The bumps on a log supervisors get paid pretty well for what they do. Postmaster's are largely figureheads and most offices run fine without them because the supervisor handles the day to day functions. 9. I really like the MPOO's who are determined that workhours and mail volume directly correlate. If mail volume drops 20 percent, clerk hours should drop by 20 percent. There are many fixed requirements that make this assumption absurd. 10. Mystery shopper is a joke. At least in small towns. There is no way you can get an accurate indication of how well an office is performing by a five minute visit a few times a year. My office got scored less than perfect the day the twin towers were destroyed (9/11). The clerks minds were not focused (wonder why). We protested and lost. 11. Ordering supplies....I got no problem with E-Buy. I got a problem with the six people who have to approve whether or not the office needs everyday office supplies, priority/express shipping supplies, etc. Shouldn't the Postmaster be held accountable for this? 12. Oh Yea, now we have to add another person to the list when we order a printer toner cartridge and get this........if we don't include the serial number of the printer, the order will be declined. 13. And if anyone changes something on the order, like a changing the type of pen you ordered because they know of a cheaper one, the entire order has to go back to the requisitioner and start the approval process again. This can happen several times in one order. If we have a certain list of the cheapest versions of items available, why have the other options? The Postmaster should know what he needs better than someone 200 + miles away. 14. Micro-management is a bad thing. And it appears that the Post Office thinks its the best thing since sliced bread. 15. VOE is a joke. You have to be counceled before you complete the survey. 16. DOIS.....we have a program designed specifically to determine how long a carrier should be in the office and on the street based on mail volume. How come management isn't happy if the carrier performs to this standard? They want the carrier in quicker than what DOIS says...go figure. And on top of that, if the carrier has 700 pieces of boxholder mail, they get no additional time. Somebody's never carried mail before, have they? 17. Many other report fall into this same group of "we need statistics" or "we don't trust you to do your job" reports. CPMS, SPMS, SOX, distribution scans, box up time scans, Del Con scans, and more. 18. The email communications system is out of control. You receive the same email from 3-5 different people because nobody knows who gets what from who. Upper management, different offices, etc should be contacting lower levels of management, who can determine who actually needs the information, instead of everyone sending everything to everybody. How much time is wasted reading emails that don't apply to you, just because it was easier for the sender to select everyone down to the custodian about management issues. I'm tired writing and if you read all this, your tired reading. There is still much more that hasn't been touched. It would really be great if the OIG would send out a compilation of what was addressed in this blog. Even if nothing changes.

    I stood in a very long line while we stared at the one clerk working, and 2 empty posts. Someone mentioned how they read about roomfuls of postal workers, on the clock, not allowed to do productive work. I estimated the line would have taken 30 to 40 minutes. But so many people walked out, I almost made it their 5 minute goal.

    The stupidist rule is we have a "goal" of 5 minutes or less wait time in line. We are considered "successful" if we meet that goal 85% of the time. 5 minutes is an eternity waiting in a line which is why the number one complaint about the PO is waiting. If we want to change our reputation we should have a goal much lower 2-3 minutes or so. I understand management is trying to prevent unprductive employee time by always having a line but the same could be accomplished by ensuring other tasks that need to be done are available for window clerks to move to at dead times without ruining our customer service reputation.

Does this qualify as silly? Or does it merely qualify as waste and abuse of Postal funds?

    How about needing identification to start up mail service that was previously stopped but allowing ANYBODY to stop or redirect mail service WITHOUT IDENTIFICATION. This has already lead to cases of IDENTITY THEFT yet the policy continues.

    SOX. This is the silliest of them all. The law states that it applies to PUBLICLY HELD COMPANIES. That means the companies issue STOCK and pay dividends. We are not a publicly held company and we don't sell stock.

    If VikingDaddy is only spending 5 minutes on SOX issues, there is a problem. A cursory review should take well over 5 minutes and an in depth verification, depending on the size of the mailing at least 20-30. Just placing the information into POS takes more than 5 minutes and it now has to be done twice! SOX applies to all financial aspects but should not apply to the Postal Service if anyone has read the law itself. In my district if you pass gas, you get discipline for a SOX violation. Everything has been lumped into "sox" because they "can".

    Bulk mailings are a service we supply to publically held companies and the moeny they claim to spend on such things as bulk mailings is covered by the SOX Act and therefore we are in need of providing proper documentation to cover ourselves. Stop crying about it and answer the few quick questions on the form and file it. It takes all of what, 5 minutes max during a time when there is little to do anyway? It is the law, as Nike says, Just Do It!

    As I have asked our district staff why after a one week mail counton the HCR renewals in Sept after losing 6 million would they would rewuire another one before the end of Oct, This is what the professionals in DC do. They have more stupid repetitive junk, doing the same thing three or more times and most of it is a pencil whip because there is no and I repeat no way to do it right with the pressures and the cuts its just stupid all the DC people should be forced to come and do this stupid crap. Scan, sign off and the close out is worse, I know there has to be check and balance but this is dung. Please offer another EAS VERA

    Oh My God! Silly Rules! Where do you Start? How about this. First;Do not establish a new rule, until you do away the old rule. We have too many contradictory rules, and people that love to enforce them. Wev'e got plenty of rules handed down from HQ that say you don't have to do it the old way. But somebody always interprets that as do it the old way, and the new way. Second; Don't waste all our resources preparing for hypothetical disaster scenarios that are highly unlikely, then ignore the big problems we work around at least once a week. [ you can't go wrong fixing imaginary problems, real problems = real work] Third; If we buy into a system that doesn't work, MAKE THEM FIX IT! If a system requires hyper complicated procedures + rules + threats of discipline, to work, don't expect to see the efficiency you paid for. Fourth; Just because a system makes it easier for clerical staff, it doesn't mean it's efficient. If you want us to order stuff by computer, them maybe 5 people sharing one computer is a chokepoint. My personal theory on our current deficit is that it is probably equal to the outrageous prices we are paying to our "Preferred Supplers". Fifth; If a supervisor wants to enforce a crazy rule he just says "That's what the OIG / Inspection Service said." You find out much later, that no such interaction took place. Put it in writing, and tell them not quote you without documentation. We wer'e told that if we do not use the "preferred E-Buy supplier" for any purchase, [even though it's 4x the price]we could expect an OIG investigation.

    We need to stop extracting mail from the second pass DPD just because 1 in a 100 goes out of sequence. I have seen 2000 pieces of raw mail created just to save 20 out of sequence pieces. This makes no sense to me.

    The Supervisors often have us remove mail from the second pass sequence trays when a certain mailing "kicks out" or rejects at the rate of 1 in 500, in order to make the sequence percentage targets. In our plant we have a target of no more than 1 in a thousand out of sequence. If we run five trays of thin cards on first pass and they begin "going out of sequence on the second pass, the supes will order us to begin extracting all of them, and we end up with 2000 pieces of raw mail instead of 20 pieces of raw mail, as well as making it difficult to keep the ledge loaded. Seems to me delaying the mail, even when the justification is to meet a target is STILL delaying the mail!

    for a second why should i believe that any of these scenarios will be addressed? and if they are how will they be addressed? similar to postal managements reaction to the oig report that netflix are nonmachinable? how about total disregard. i have been MANDATED to process netflix on dps even tho the machine shreds them. not holding my breath that anything meaningful will result in any of these posted situations.

    It's not that important in the big scheme of things, but it is very stupid: changing the computer printers to print out on both sides unless you remember to tell it not to. Designed to save paper I guess, what it really does is make you print it twice. You throw the double sided copy away and then print it single sided. Waste of both paper and time. Stupid.

    why not just go to your printer properties and change the setting to NOT print on both sides? by changing the properties you will not have to change it every time you print. and do not believe that changing it when you print will work it will not, you must click the start button and then go to "printers and faxes" look for the printer you sue and change it there.

    One of several is-all the del confirm scans. PO box parcel is scanned "arrival at unit". Then it moves 20 ft in a cart and is scanned "arrival at pick-up point". Finally, as it goes on the shelf, it is scanned "attempted". For all the work, they should charge about $5 for del confirm. Once a simple and effective tool to find out when your package was delivered, the powers-that-be have turned del con into an excessive waste of time and money, slowing down the morning sort. And, out of nowhere, the morning box section uptime is moved back an hour for no reason? Tear the whole thing down and start all over, only was to fix this mess known as the USPS.

    1. Stop using so many Associate supervisors, just make them permenant or the service must not need them. There is so many in our plant. 2. Select the best for the supervisor Position, train them and make them one. Don't pull them to do it for 120 days every so often and then have someone else do it and then someone else and the cycle continues. 3. Big problem, Pieces At Risk. We have been going through this for years on our AFCS's. Well, these machines were made to run "new mail" into the mail stream. Have the offices to take out the open faced mail, mail with internet printed postage on it, mail that has already been processed and is being returned to office with wrong address, no such person etc.. on it and returned Bulk or presorted bussiness mail. We are expected to meet a goal that is unattainable under these conditions. There is no telling how much money has been wasted trying to get our pieces at risk down to no avail. I seen it very close hand today as I was looking for a few pieces to run out of a hamper that came in today.

    Our worst rule/regulation at the USPS is the fact that there are different crafts under different unions. We ALL work for the same company and should be able to bid on any position at the USPS without having to lose our seniority and start from the bottom up. 2) The fact that even though we HAVE empty carrier cases sitting in our offices, we cannot use ant of those cases as extra wings for cases that have been converted to 5 shelves. This makes NO sense at all, the USPS is not taking into account the many more repetitive injuries that may occur due to the 5 shelve system which could very easily be avoided by using an extra wing case and converting back to 4 shelves!!! 3) All supplies MUST be odered from certain companies that are contracted with the USPS, WHY? This does not allow the USPS to comparison shop and save $$$$$ 4) The need to wear ID badges inside the office, we all know who we are and it is pointless when there is no type of security system to enter the building. Anyone could easily enter our building at any time so what is the point of wearing badges?

    Also we have to leave our vehicle back door open at the end of the day so the supervisor can make sure nothing is left inside. We also a "check your case card" we have to leave on our case when we leave for the street. Then the supervisor comes around (sometimes) after we leave and also checks our case, then turns the card around to show that he or she has double checked. I guess they have to justify their jobs.

    No personal items at case. If I need a kleenex I go get one from my lock. If it gets too hot in the corner I go to my locker and get my portable fan. I was also informed that I take too many bathroom breaks on the street. Delivering mis-sequenced mail in the dps. Don't forget, no talking at your case.

    we can not buy from the local hardware store. we can not but from the local walmart. we used to be able to. the PM would pay the bill with a money order. now you have to buy from Postal Products or some other expensive company. we had to buy 12 straw brooms. we only wanted one but they had to be purchased by the dozen. recently we could not even get a printer cartridge without POOM approval. Now that is what the USPS needs. Aperson making $120,000 a year making a command decision on whether a printer cartridge is needed. good thing I don't have to ask her permission to go potty.

    You can still buy from local merchants, you just have to pay with the IMPAC card. If you can't find what you want thru EBuy, you can local purchase. You can order only one broom through one of the suppliers, I've done it.     The SW Area has implemented a rule sometime back that in order to bring in anybody on all day OT they have must higher level permission ON THE DAY OF THE NEED. No preplanning NSD OT. This results in mandatory OT of non-ODL carriers, a grievance and then a settlement for admin leave for the non-ODL carriers and applicable payments for the ODL/TE carriers who missed out on the opportunity to work the OT. So for 2 hours of mail delivery that was forced on a non-ODL carriers, the agency paid 2 hrs OT, 2 hrs admin, AND 2 hrs POT for a total cost of $216 when it should have cost only $96. Multiply that by the 500 plus grievances per year we handle and each grievance routinely deals with 5 + hours of mandatory...
