Most people probably don’t know what a universal service obligation is, much less that the Postal Service is bound by one. But a USO, as it’s commonly called, is essential to ensuring that everyone receives the mail service they need. And the Postal Service’s USO is long overdue for updating and clarification, as you can see in our new white paper, Guiding Principles for a New Universal Service Obligation.

In general, a USO is a collection of requirements that ensure everyone in the country receives a minimum level of mail service at a reasonable price. The Postal Service’s USO includes a requirement to provide mail services to everyone, regardless of where they live, and for at least one mail product, at a uniform price. Other features of the USO are understood to include frequency of delivery, a range of product offerings, access to mail services, and quality of service. For instance, delivering your mail 6 days a week is part of the USO.

But frequency of delivery is the only obligation that is clearly articulated in the Postal Service’s current USO. In fact, the USO is based on a hodgepodge of various legal requirements and regulations that, in most cases, provide only broad guidance. For example, while public access to postal services is another important component of the USO, there’s nothing about how many access points, such as collection boxes or post offices, must exist.

The big question: What exact services do policy makers and the American public (both senders and receivers of the mail) now need the Postal Service to provide? Our paper provides six guidelines the Postal Service and its many stakeholders can use to frame the discussion about the USO and try to answer that basic question. For instance, we say a new USO should be clearly defined while also being flexible enough to adapt to future changes.

Do you agree the USO should be updated to reflect the changing nature of communications? How have your mail needs changed in the last decade? Do we still need 6-day-a-week delivery? How do you think the American public would benefit from a more clearly defined USO that included, for example, a minimum requirement for the number of access points?

I'm not sure if anyone checks these posts but I live in Kenmore NY 14217, a suburb of Buffalo New York. I had an incident with the Postal Service not being able to rectify the situation at all. The apartment I live that is vacant above me and the worker who has been fixing the unit up above me told the postal carrier yesterday that the unit was empty and to discontinue mail she took it as the whole property being vacant and discontinued all of the homes mail. The issue with that is I was waiting for very important check in the mail that was to arrive today. The postal carrier discontinued the mail indefinitely at our address sending all mail back to the sender. I tried telling the carrier not to stop the mail & she wouldn't listen. She had my mail in her hand & wouldn't give it to me. Now the check is going to be returned & who knows when or how I will get it back. And when anyone I don't care who you are is enticipating money of any kind & someone is stopping you from receiving it that is upsetting. What if I told her she can't have her paycheck even though I have it in my hands. The actual office was no help either. They said if she thinks it's vacant then she doesn't have to deliver the mail. Only thing is it isn't vacant & why can any random person not the owner or tenant be able to Control my mail delivery?

In general the Post Office doesn't give a damn about anyone. They can deliver mail incorrectly without any compensation to those affected. For example; I ordered two items from the same company, they both ship the same time, and have the same expected delivered date. So it maybe someone's livelihood, but one get delivered on time to the correct location, but the other gets misshipped by the post office to another city. That is 250 miles away. What a normal business does is accommodate their customer, but ensuring the customer gets what they want, or at least make you feel better. Not the post office! There's nothing we can do to help you! Oh, and now you have to wait till Monday, because we're that nice! Overnight it, do whatever you can, but get it to me asap! Not make me wait 3 more days.

unannounced to me the time of mail delivery was changed, was approximately 4pm now between 10am and 11am. How I found out? No mail....then my dog would bark and I look out and scan (i am visually impaired) see no one. I see a (secure dog) sticker in mailbox. Next day, approx 10:30am, i see mailman across the street, dog barks (he is behind screen door), I take dog back, and yell (dog is secure!!) I close the door and mailman skips my house. I go out and say "dog is secure, give me my mail" mailman looks at mail in his hand then ignores me and walks away. The postman works out of the Mission Hills, CA post office. I understand fear of dogs, but I was there and the dogs was in the house, my daughter (43) wanted to wait by his truck as she watched in disbelief of his omnipotence.

We have not received our business mail in over 3 weeks. Since Consumer's Affairs contacted us once, the issue is still not resolved, nothing can be done, except for me to write a letter to Washington. Since they don't deliver our mail - then they wouldn't be picking up the letter I would write.

Greetings OIG October 22 2015 I have lived at my address for 4 years and until I questioned a $1.05 postage due and simply asking for a reciept and being told no by the carrier and the supposed postmaster "I / B" at the Benton City 99320 post office. The woman who came to the counter on March 13th 2015 was not the real postmaster but allowed me to think she was and she never disclosed her real name or her position and she stated that no more parcels would be delivered to my home as they had been for the last 4 years. Another male clerk stated the same to me in April 2015 when I was forced to drive 8 miles to get a priority from Vitacost it was beat up and after 4 years this was the first time it looked like that so I refused the parcel. is that lawful under the postal rules? Today the Benton City post master I/ B from 99320 drove to my property in her private vehicle. I actually must state that since she stated she was PM I / B I do not have any reason to trust that was who she actually was because she never offered to show postal ID. And also due to what happened back in March when some unknown woman pretended to be PM B. She agreed to come here because we had both been on the phone with amazon and the local carrier and post master have been dishonest with Amazon and myself as to the delivery of a recent parcel. This parcel sat at the 99320 PO for three days before a notice to drive 8 miles to the PO to pick up what the carrier is being paid to deliver to my home as it was until I questioned and requested basic services that are part of the postal duties of these postal personal. I feel intentionally discriminated against becuase today PM Ms. B did not arrive to correct and fix a problem she drove over to try to escalate it. This was apparent right away becuase she was trying to say that there was no place to turn around and I have several places and my neighbours on both sides have no problems with their parcels being delivered to their door/steps. She blamed the "retiring" carrier a "denise" and several other carrier. The email Amazon sent me shows the inconsistencies and why are there two separate reasons for the non delivery? It was totally false that there was no safe secure place to leave my parcel on October 17th. This carrier never had my parcel becuase she knew she was not going to drive down my drive way and deliver it. Just like I watched her drive real fast PAST MY MAILBOX on October 14th 2015 and she never placed ANY notice to pick up until the 16th! Yes I have filed a online complaint with you OIG please can we get these issues returned becuase as a disabled soul I really do not need this sort of problem. After 4 years and not having any of this going on it shows that this 99320 really needs a serious audit. Thank you and i really wish you all the very best and please let us work together to make this right.

To the OIG, I had a package of medication that never reached my address, but was marked as delivered by the carrier. The local office believes it was mis-delivered by a substitute carrier. I've been in contact numerous times with your local Consumer Affairs staff, as well as the theft division. Because the local folks believed it was improperly delivered, the theft folks declined to consider this as a theft and referred me back to Consumer Affairs. The medication company -- Medco/Express Scripts (a real joy to deal with) stands firm on the USPS record of the package marked as "delivered". They will only replace the package at my (and my medical insurance carrier) expense --- which requires using one of my allotted refills. I agree with the theft folks -- it probably wasn't stolen -- just mis-delivered as were many letters I find in my mailbox for other neighbors, including addresses on different streets. None of this was caused by me, but I seem to be the one holding the bucket. From other posts I've read on this site you seem to aim most folks to the Consumer Affair office, but it is becoming obvious the Consumer Affair rep has little intention of bringing this mess to a conclusion satisfactory to my beliefs. The point of this message is ----If I continue to have no luck expecting the USPS to replace the lost package --- what is my next step in this process? Personally, I'm aiming for the US Attorney General. You can probably reference my complaints through my e-mail address in the Pittsburgh area.

I live in Brewster, NY. Yesterday I came home to 2 garbage cans that had been run over. My neighbor across the street said she saw the letter carrier run over them multiple times! She actually thought to video it and we have a video of him trying to get one of our garbage cans out from under his vehicle. We went to the police but since the postal service is the government they couldn't do anything. We are going to contact the postmaster but from what my neighbor said (this happened to her too) they will just reimburse us for the garbage cans and this guy will continue delivering in our area! It's not our fault that the garbage men put the cans too close to the mailbox while we are not home. I would prefer him to not deliver mail that day than destroying our garbage cans! Is there any way we can get this guy off our route for good?

This leaving pink slip thing seems to be common practice, judging by all the comments on here. Amazingly enough, I was waiting on a package the other day, which was a car part to repair a vehicle, and while I am standing in my drive way, the USPS trucks delivers the mail to the mailboxes. So I figure, the carrier left the box by my mailbox. I go over to the mailbox, but I don't see a box, I was left a slip that said "Sorry we missed you" Which was pretty strange, because I was standing in my drive way, and looking at the mail lady drop off the mail, and at one point we made eye contact. I took the slip to the post office, and they tell me my package was not on the truck, despite that the tracking information says "Out for delivery" which I showed the clerk at the desk. She then tells me the box never made it out of sorting, and to come back at 4PM. Which was also pretty weird, because the post office closes at 4pm. Also, different Isse same post office, for a while I was receiving mail, I would have to go to the post office every day and collect my mail, and when I asked why, the clerk tells me I need to fill out a form, and put all the names in the household that will be receiving mail at this address. No problem, I fill out the forms and hand it to the clerk, and no I got mail from for the previous owner of my house, and repeated attempts of returning the mail, and telling the clerk this person does not live at the address, and is also not listed on the list on the form. This has been going on for years! And last time I went to the post office to speak on this matter, I was told therected was nothing they could do. So, now every month or so, I go back to the post office with a box of mail, which isn't mine, and that "they can't do anything about" and I dump it on the counter and I walk out.

I have tried for two days, all day, to leave a message or speak to someone at the Brick NJ Post office. I just want to make an appointment to renew my passport, not take any extra of their time. I can't even leave a message because when it says to leave a message it says the voice mail is full. I don't know what else to do at this point. Very poor business service.

At least 2 times a week I get someone else mail delivered to my home. the address is not even in the same town where I live. I called the post office and they say it's usually junk mail and that it should happen..... but it does. Today I received a letter that looks like someone's stock investment information. We always mark the letter that it's not ours... this letter we are going to deliver to the home where it belongs so they can put in a complaint. Also, I never recieved my homeowners insurance policy bill....I did pay it because I know when it's due but I never received it. I know it was mailed. I don't know what other mail I am not receiving, this is very frustrating!

I keep having problems with my packages being redelivered. This has been going on for about 1 1/2 I've made complaints last month the same thing happened called for redelivery was on hold with the local post office for 3hrs. During the wk I kept calling because I was home sick finally reach 2 very nice workers the young lady looked for the package didn't see it in the office thought it was out for delivery never received anything that day, the next day reached a young man who made sure actions was taken he took my complaint within an hour I received a called from my local post office with in the next 30 minutes I had my package which only took six days. The problem with this is I did my complaint verbally n electronically with receiving e-mail conformation as I have done yesterday for a package received conformation I would receive my redelivery today I've been on hold so far for 29 minutes this is the worst my postal office is Cornrell Station in BRONX NY.

Funny because I was looking up as to who's next in line if the US postal inspector is not doing his or her job with following through with complaints about postal delivery persons. I too have been having an insane situation with my mail and my packages disappearing and I am being robbed by the government employee, I hold back from wanting to kick this young dumb blond delivery woman for putting my mail clearly marked with my name and adress in a neighbors mailbox multiple times to me and other neighborhood residents, she should be charged with accessory to mail fraud and identity theft since she's initiating a federal crime. An " oops my bad", does not work if your a federal employee! Or maybe it does if she gives special favors to her boss...wink wink!. I am sick and tired of being treated like this, the FBI should seriously look into this and people are wondering why identity theft cases are increasing by the insain numbers. So who polices the USPostal Inspector? Hummm?? I'd like the USPS put all that down in black and white on their web site the chain of command and contact info for each! Ever hear the term " Going Postal? USPS is driving people mad, because we're being violated with an agency that is suppose to protect us and our privacy, which is clearly not happening.

Just watched a news video clip from leslie shaw on change of address theft that has been happening to a doctor. Someone fraudulently sent in a change of address for her. Have you all watched the CBS video? I think all your OIG agents should. All the hassles and lost revenues could be averted if Postage Service did a BETTER job. And I just know you can. And, it is so simple: Just require individuals to physically appear at a post office with picture i.d. and submit the form and be verified by postal worker. Come on it is brainless fix. Doesn't cost anyone a thing but minutes of time. please Just watch the full report and listen to the numbers. I also wonder if the different branches of the USPS meet on a monthly basis and really work with each other to solve issues like this or if there is lots of in fighting going on....just like congress. Seems like your dept of gov gets a large budget but needs some revamping. Some times getting back of simple basis works better. Fraud is growing so fast, costing you so much, maybe it should be handled by another fed branch. my dad use to be a mail carrier, retired after over 20 years of walking a route in southern texas. please reply, thank you and have a wonderful day.

My mail carrier in east new york brooklyn 11207 at the Pennsylvania ave and atlantic ave post office is intentionally not delivering my mail. She was caught being lazy and putting my mail on the bars of my gate...i told her to put it in the mailbox because i would find my mail scattered on the side walk and my magazines were being taken. She then got rude and now she's intentionally holding my mail at the post office. I was told I would get my mail delivered and it never came. But my neighbors mail was delivered. Now she's using every excuse not to deliver my mail.... including hearing a dog bark from inside my house. I have an aluminum door with two locks. My dog is never outside. I don't even have a gate door in front of my house... you just walk in. So if my dog was ever out, he would go missing. I have the most 7 steps to my mailbox. This is unacceptable.

I had two packages that USPS said they delivered, but they did not. I talked with all of my neighbors and none of them claim to have it. But that was not MY responsibility to take care of, USPS should be making sure they deliver my mail and do it properly. I contacted consumer affairs and they basically told me it is MY problem and that USPS has ZERO responsibility even though they lied about the delivery OR delivered to the wrong address. We have had 10 different carriers since I moved here and they have made so many mistakes for me and my neighbors. All I want is my packages and I have gotten no help now I am 30 dollars. It is complete bull and I have nothing good to say about USPS. Never trust USPS as they don't care about their customers at all.

Well Serena, don't feel bad. I had a letter (9x6 manila envelope with a car title in it) mailed 'priority mail' to Round Rock Toyota, in Round Rock, TX. It was delivered to the dealership but they did not accept mail at the office, so it was forwarded to the Round Rock P.O. and from there is it was (two weeks later) delivered to a residence in WEATHERFORD, TX??????. When I called to get it investigated, they so much as told me, their responsibility was over because it was DELIVERED???!!!. i put in a claim for the lost envelope and the claim was denied because it had been DELIVERED!!!. Really, it was addressed to a business in Round Rock, TX and was delivered to a residence in Weatherford, TX but they have not responsibility anymore. Oh, ya, our tax dollars at work. Also, there was a return address on the envelope, whatever happened to "return to sender" Margie

It said it was delivered, so they don't do anything for you. Such a crock. That's a government beaurocracy for you! In the fourteen years that I have lived in my home I had never had a dog complaint from a mail carrier. Recently I've noticed that I stopped receiving mail so going down to the postal office it came to my knowledge that the new mail man is scared my my dog which i would understand due to I have a female Great Dane always have had. She barks like every dog in the world does, she's a intimidating can't lie but Great Danes would hurt a fly just all bark I wouldn't be complaining if I know My dog otherwise and if I wasn't sure that she would be in a way a threat to a person That's not what make me upset my dog is loose in my yard which goes all around my house. Around my house the is a 6ft brick wall and in the front yard a 4ft wall my dog is still not tall enough and is to big and heavy to jump (has a hard time getting on the couch as it is) when she barks she stands away from the fence cause shes afraid. now to the MAILBOX this is located outside of the house outside of the fence and my dog even if she was to try wouldn't be able to reach to bite just not possible there is no threat! It's like refusing to go to the zoo cause the animals are in cages and they are scary. Is there anything I can do so they can resume delivery? (can't leave her inside all day and AZ is too hot to keep her tied up not a option) can they do is just because the person is afraid of dogs? I'm not asking them to come thru locked gate and leave my mail at my door step just leave it in my mail box like it's been done for years dog or not.

Fifteen years later still no house but continues to get mail there. Even listed the address as his residential address for a past election. He actual rents somewhere else. How can he continue to receive mail at this address when actual the address is not a valid residential address. I see I am not the only one that is having trouble getting their mail delivered. I have contacted my local post master and he told me he did not have to deliver my packages to my house, which is only .40 of a mile from the neighborhood cluster box, in fact, I can see the box from my driveway. I told them if they would call me from the cluster box I would walk down and get my parcels, but they won't do that either. I have made a complaint with every package that is not delivered and still nothing is done. The post master in my town doesn't do anything but sit in his office with the door closed. Why is he even there? The post office is open from 8:30 am to 11:15 closed one hour for lunch then opened from 12:15 until 4 pm then closed on Saturday and Sunday. Most people work in the next town the is 30 miles from the post office, which means leaving home at 7:30 am and working until 5 pm. You see my dilemma? My post master told me I needed to use UPS or FedEx because they will deliver to my house or maybe get a post box closer to my job?!?!?!? Just deliver my package that I paid to have delivered. So now that I have made my complaints and I'm still not getting my mail what are you doing to do, USPS office of the INPECTOR GENERAL?

Is the post office legally obligated to deliver mail? My neighbor's friends have parked in front of the curbside mailbox for the past 3 days. The mail hasn't been delivered because the post person doesn't feel the need to leave the truck. The weather has been excellent. In fact the post person has now stated they are returning my small package back to Amazon due to"mailbox inaccessible". I received online statuses that the mailbox was blocked, but never had the option to pickup the package at a post office. I never received a pink slip with options, because if a pink slip could be delivered...then the package would have been delivered instead. Sandy, UT

My neighbors purchased a former drug sellers house across the street from me. At one time it was a very nice home. The mailbox sat at the top of the steps leading down to their home, but was either stolen or just torn down. The new owners want to replace it, but the local postmaster is telling them that it now must be placed across the street (which is little more than a narrow one lane alley), on the right side of the alley. The property directly above them has a mailbox located on the left side. The property above me (right side) has a mailbox on their house. This mailbox issue is preventing them from getting power, telephone, etc. What can they do?

I've been missing packages and pieces of mail recently. We noticed that our normal amount of mail (say everyday mail) has dwindled from probably 10-20 pieces a day to 2,3,4,5 and some days NONE. This is absolutely not normal. Packages I paid for have not been delivered. So I called my local USPS to track. The PostMaster "was holding MY packages so they were not mis-delivered" was her answer. I complained last year when items were being "slung" onto our porch by our carrier. Things have not been right since. I do NOT understand WHY the PostMaster said she was "holding my packages so they were not MIS-delivered" ??? How can my packages possibly be ""mis-delivered "" when the ADDRESS is on the package and they are in the DELIVERY BUSINESS...??? Something is VERY FISHY at Bellville Tx USPS. I'm not letting up. I have rights too and I paid for my shipping and I want my packages delivered as they are supposed to be WITHOUT lame excuses and Federal interference with my personal MAIL.

Our mail carrier constantly puts mail in the wrong boxes. We also, even though have complained multiple times, still receive mail for the previous homeowners. We have lived here for 6 YEARS and believe they still use the address for fraudulent reasons (maintaining residency in a better school district, evading debt collections, etc). Our mail carrier stopped delivering our mail suddenly the other day. Left a notice in the box, but no explanation. She also refuses to deliver items to the door from time to time. Have also seen her "allow" the neighborhood kids to place mail in the boxes as well. What happened to the Postal Service? Used to be that they wore crisp uniforms and were proud and respectful. No longer. Might as well just close up shop and let private industry take over.

As for my mail service I have received maybe 20% of packages delivered by the USPS and that's being generous. they are now costing me more than driving two states over to get products strait from the source. When I receive my "delivered" notification I am now wondering where it was "delivered" instead of having peace of mind that it is in my mail box, customer service and pride in ones work is non existent in mail carriers anymore at least the ones who "deliver" my mail. Do the jobs that you put the effort in applying and interviewing for (see address, see street, see matching mail box, put mail in mail box)

An employee eReassigned to Kilgore, Texas from Shreveport, Louisiana and a member of management went to the Registered Cage and instructed the registered clerk to give her the employee that eReassigned to Kilgore check. The employee contacted me and informed me that he called and tried to get his payroll check and no one could locate it. I emailed the Plant Manager, MDO Maintenance and care copied the Senior Plant Manager regarding the missing payroll check. For three days I emailed all three and added several others to the email regarding the member of management withholding the postal employee's payroll check. Now it "must" be a violation and it should be illegal for a manager to withhold any employee's check for any reason. What steps should I take?

Hello all I reciently had a problem with my postal carrier at the moment I'm hurt my lower and upper spine injury at work and depend on my workman's comp payments to survive well reciently my postal carrier retired and a new person was rolled in it turns out that my address was not my address and I stopped getting my mail. I've lived here for 2 years and my address has always been the same but for some reason I'm not receiving it. So I called and the person named William casias manager said that there is no such address and what one person did for your mail needs is not my problem and I got a change of address per William from 810 to 800 so I sent this paper in still didn't get my mail so then he said you can put in a change of address when the original address does not exist I replied I've been living here for 2 years he said that's not my problem and hung up. Soi made a compliant which ended up at consumer affairs and all I was told was to call your congressman and I got hung up on. I still don't get my mail I don't know what to do

Postal "Service" and "Obligation" is a joke in my neighborhood. My problems started when I caught my postman driving 7 feet into my grass to get around my trashcan that the county trash service put 4 feet away from my driveway. After complaining to his supervisor, my postman no longer delivers mail if there is so much as a few sticks 30' away from my mailbox. I have 2 security cameras that cover my front yard/mailbox and I have caught him sitting AT my mailbox notating that he cannot reach my mailbox. After talking to his supervisor again, she has come out to see the situation and determined that she could reach it fine and that he said he couldn't reach my neighbor's box (the supervisor could fine). I have pictures and video of neighbors placing bigger piles closer to their boxes than I place mine, and yet nothing changes the situation. I have scheduled pickups than don't get picked up (mailman doesn't even stop in front of my house regardless of the "guaranteed pickup" sometimes. My postman is the rudest person I know also, never speaks a word when getting mail from him or giving him mail. I have a youtube channel I have started with his exploits. If I didn't have security cameras I'd have no proof of how bad he is, but I _DO_ have that proof and the post office still doesn't care. It's a mafia type environment here, and we have no recourse but to attempt to have our packages sent FedEx or UPS.

Our mail carrier never showed up today (9/28/2015). I put an outbound letter in the box last night around 10pm, and it's still there now. I was home all day, and the carrier never came by. This isn't the first time; it's happened probably 3 or 4 other times in the past month or so. Is this a new thing -- the post man/woman comes every other day, or something? What should I do? Can I go to the main post office in town and report it? Should I leave a note for the carrier letting him know we've noticed him shirking his work? I'm really surprised - never had a bad mail carrier in the past. I thought the USPS tried to hire folks with good character. Advice most appreciated!

I had 2 packages that were delivered (mailman said) which we never received. The following week got another package and this time i watched my mailman come to bottom steps put my package and letters on front porch...no knock at door no door bell ring. So i confronted her asked if its normal to just leave packages on porch. She said if it does not fit in box . so i asked her if my mail fit in box, she said what you dont want your packages delivered? I told her 2 packages were missing and we will go down to post office and talk with them. she turned and walked off. Now the letters she left were from credit card companys ANYONE could of walked up and got them....hello identity theft. Neighbor across street who has same mailman had to go down the same week and complain cause he was tired of getting other peoples mail in his box. Which we get his mail alot we just take it to him. Another neighbor across street has a different mailman had 2 deliveries within half hour of each other, that mailman got back into their box took mail out and put other mail in then was taking pictures of their mail...what? So filed a claim now it was denied. Really? My mailman who does not follow USPS policies who cant seem to deliver mail to the right address is believed by them my packages were delivered. Great.

My letter carrier has decided that my family no longer lives at the address we have lived in for over a year. And has said they will not deliver mail to this address unless I list every person individually that receives mail at my home.. How is the letter carries able to make that determination on their own. We have not move nor have we requested a change of address. As a taxpayer I do not recall any laws were we had to list each individual who receives mail at this address if so please inform me

The Post office in our neighborhood does not deliver our mail of Saturday. According to what this article is saying they should. It has been a frustration for a while. Where and how should I report this?

Not only will my carrier not bring packages to my house (she will bring them to the houses of her friends, I've seen her do this many times.) She won't even bother to put the mail in the right boxes. I frequently receive my neighbor's mail, while mine just mysteriously disappears. If I complain to the local Post Office (Brunswick, MD), they say they can't accommodate everyone. Seriously, they say that with a straight face.

I recently rented my home out while renovating another. I want mail to continue to come to my home that friends are renting out. My mailman refuses to deliver any of my mail at that address. I informed him i own the home and that is where i want my primary mailings to go to. He refuses to deliver and ripped the note i placed on the door off. Why am i not able to receive mail to a home I own? Home isn't vacant and mail box is not overflowing.

I do believe that USPS is trying, but needs to address some core inefficiencies that plague the system. Here's my personal story as an example. I called to ask a question about my package...
