When you buy a car, how long do you tend to keep it? A few years? Six or seven? Ten? For the U.S. Postal Service, it’s a long, long time. The backbone of its delivery fleet – more than 200,000 vehicles – is the right-hand-drive Long Life Vehicle (LLV), which has an expected service life of 24 years. But almost 70 percent of the LLVs on urban and rural routes are now between 25 and 32 years old, and maintenance costs are high.

The combined effect of aging vehicles, a growing number of delivery points, and a changing mail mix increases the need for new delivery vehicles to meet the current operational demands of six-days-a-week delivery. That’s why the Postal Service began planning in Fiscal Year (FY) 2015 for acquisition of a new, Next Generation Delivery Vehicle (NGDV) to start replacing the current fleet beginning in FY 2018 through FY 2019. But due to frequent changes to the NGDV acquisition timeline, the planned deployment date is now scheduled for January 2022.

Our auditors looked at the Postal Service’s acquisition strategy, which uses modeling of current and projected operational data. As noted in their recent report, they found that the strategy was generally adequate, but significant implementation delays arose. USPS management told our auditors that the original timelines were not sufficient and more time was needed to develop and test the prototypes. For example, issuing the Request for Proposal to suppliers for the NGDV prototype vehicle took six months longer than initially planned due to extensive stakeholder briefings.

We recommended the Postal Service’s Vice President, Delivery Operations, coordinate with the Acting Vice President, Engineering Systems, to perform a schedule risk assessment of the NGDV production timeline to evaluate the risk of further delays and determine whether modification to the mixed vehicle acquisition strategy is warranted. Management agreed.

If this is the speed of working and decisioning no work horse or rocket will bring agility to USPS.     The Workhorse Zero Emission Electric Mail Truck will save the USPS over $1 Billion Dollars Per Year in Maintenance and Fuel Cost over the vehicles bid by Either of the other bidders. With the modular battery packs it has the range to replace the Grumman LLV on every route it currently services and more. Can have up to 250 mile range.

    Data is key for growth and better customer experience with Workhorse Telematics, USPS will have most city map data, they can bring more optimization and agility to the deliveries. With non telematics USPS will not have better customer and map data. With workhorse USPS can show that they care for future and the planet by going full electric zero carbon. Communities can be incentivized to have charging stations as they deliver with drones from main office or one particular optimized location for 10 or 20 homes. Workhorse will be like be American Buy American. Lot of good will messages and new modern feel and customer experience can be given through workhorse. It's a dog who's living in the past losing so much money due to unsustainable labor contracts. Mail service in urban areas should be handed to ups FedEx and amazon. Rural areas should once or twice a week delivery by usps. I mean only a tax funded institution can lose billions for decades and still exist. All that said, I'm sure if they do award it any time soon then workhorse will get a large share. I could see it being delayed a long time or done in a multi year phase style. Why ford didn't make a hybrid at least is mind boggling. I'm surprised Rivian didn't apply for this as well

    We support USPS to become a sustainable energy promoter. Using full electric vehicles reduces air pollution in urban areas, where all these Long Life Vehicles will be travelling every day. While electricity can be generated by Nuclear Power, Hydroelectric, Solar and Wind Power, electric cars will be sustainable, green and clean in the near future. If USPS decided to go for fossil fuel, the carbon emissions emitted by 200,000 vehicles in the coming 20 years will cause continuous damages to the health of citizens of the USA.
