The Postal Service has more than 10,000 prices contained in a 1,800-page customer manual known as the Domestic Mail Manual (DMM). The DMM provides individual and commercial mailers with information about postal services and standards for both domestic and international mailings. The Price List, also known as Notice 123, contains domestic and international retail and commercial prices for all postal products and services. The list covers every price from mailing one First-Class Mail® letter to paying for a 100,000-piece mailing that has been presorted and transported closer to its final destination. If the mailer wants extra services such as Signature Confirmation, Collection on Delivery, or insurance, prices for these services are also provided. Does the Postal Service need more than 10,000 prices for its products and services? Can the Postal Service significantly reduce the number and complexity of prices?

A number of media news articles in the last year have examined reductions in Post Office retail hours around the country. They report that some Post Offices are cutting back or eliminating Saturday hours, opening late in the morning or closing earlier in the afternoon during the week. The Postal Service faces significant legal and political constraints when it tries to close Post Offices, but faces few constraints when it acts to cut back on the hours a facility is open. However, eliminating hours amounts to a partial scaling back of retail service. When contacted by media, local Postal Service spokespersons have said districts have no specific targets for reducing hours and potential savings have not been calculated. After notices are posted that a Post Office plans to cut hours, some districts refuse to provide the media with a list of facilities where hours have been reduced, citing competitive issues relative to UPS and FedEx.
Senator Susan Collins (R-ME), has come out against this approach, noting that cutting hours is a sure way to make the Postal Service’s financial condition worse. She said the Postal Service should be doing more to attract business, rather than making it more difficult for people to mail packages and letters because of reduced hours. So, is cutting Post Office hours the best way for the Postal Service to address declines in mail volume and the limits it faces on closing Post Offices? Is this part of a national Postal Service strategy or taking place solely by Post Offices on their own directive? In a time when everyone is examining the dollars and cents of the postal business, people have a tendency to overlook the bigger picture: the greater role of the Postal Service in modern society. With that in mind, the Postal Regulatory Commission requested the Urban Institute to study the Postal Service. The focus was not a traditional look at the business but a study of the benefits of the Postal Service and its infrastructure to the American population. The abstract and the final report, both of which were released last week, cites “…the postal system has had a civic as well as an economic mandate that legislators and regulators interpret with changing times and circumstances in mind. An independent agency of the executive branch, the USPS opens access to information for preserving democracy, fostering commerce, and promoting the general welfare. It’s a public good and a great equalizer insofar as it serves rich and poor, urban and rural, young and old, unhealthy and hale.” The report’s author, Nancy Pindus, found eight types of benefits: •Consumer benefits – Provides price competition for other delivery services and access to goods for the underserved. •Business benefits - Provides a logistical component for smaller businesses, an advertising channel serving a spectrum of businesses, and as a center of commerce in communities (through post offices). •Safety and security - Offers mail carriers’ role within the neighborhood and places the Postal Service in a position to assist in emergencies or in cases of natural disaster. •Environmental benefits – Acts as a test site in exploring environmental products and services; provides last-mile service to other delivery companies and utilizes post offices as centers for recycling efforts in many communities. •Aid in the delivery of other government services – Functions as an intermediary for government services on local, state, and Federal levels. •Information exchange – Holds a traditional role of democratically disseminating information, whether through periodicals, community groups or other channels. Post offices also serve as center for posting of community notices. •Social links – Delivers personal communications, carriers provide a regular link to the community for a number or people, post offices are a center for local contact and identity. •Civic pride – Serves as the only representative of Federal government in many areas, often tied into an area’s community identity.
